affect the political power of peace groups directly. It undermines it. It splits the vote. It separates it scatters people. Their last of the four corners of the city sometimes they move out of the city they lose touch. They're always been disenfranchised from political participation and this process of displacement in Urban Urban removal ensures that perpetuates that the government has a nice what our needs are. Therefore we have displacement discrimination and the reason we have housing is because you combine the liberals with housing and the resources have never filtered down to our community and it's to but I'm afraid it must be. The process by which housing by which
plans are produced It's very technical very complex. The problem that the Hispanic community know how to go through that how you get from this place to that place over there. More information to people to build up the terms of our work you know where yours is created by a lack of awareness. I would say that's part of the problem. Let me give you an example. We have a very large program called the Community Development Block Grant program for billion dollar a year program roughly a little less. It's about that amount that goes out to major urban areas in the country throughout the country. The problems that we that
many of the Hispanics have and I've been you know for two and a half years I've been traveling throughout the United States and many many Hispanics have never heard of the program. And you know what I'm much more of the objections to the development. The money which are supposed to probably
launch for political purposes would recall last year that The New Brunswick. Isn't that what I am looking at the battleground my community development. This is not the one that I will respond. What if they get up pressure on us and they're going to look at the ranch was born a Muslim. There are a lot of the abortion pill there. Couple that with a hand that lets you nor your story the will of God.

normal level. Spending groups questioning strategy were really percolated but we did review the matter with us as we change our plan to the area or those of the modern middle income some upper middle income individuals in the company of course because something like this all of us.
The city has responded to the allegations set forth by the numerous Hispanic groups within the community relating to the program and development programs. The U.S. development has accepted the city's response for the Hispanic groups to that my understanding is that it's been a group so it totally satisfied with their response but acceptance of response and or take further action but it's not going to work. I think community participation or whether it's in opposition or
constructive criticism is a positive measure. Assuming that the that the residents are are operating on an above board basis and have legitimate concerns about their neighborhoods. They're the people that are in the best position to know what's right for their neighborhoods and what kinds of community development plans should be instituted. We do have communities where they don't actually involve the citizens adequately they don't meet the needs of the of the community that the funds are specifically allocated to meet the needs of low and moderate income families and they have to meet their housing needs. Now we have had communities in the United States that have said we don't want to provide low income housing or housing for low income people. And under those circumstances although we try to negotiate with them in some few cases we have withdrawn those funds from those communities.
Now that's a very powerful weapon the CBG program is is critical to New Jersey cities. It was a program that replaced urban renewal and the neighborhood development programs and a number of other categorical programs for Historic Preservation for water and sewer for urban beautification model cities. One of the problems with the program has been that. Many cities were receiving more funds under the variety of categorical programs which see the replays than they do receive now under community development. And what this what this means is that the resources that they do get from the federal government have to be used on much more effectively than than funds were used back in the late 60s and early 70s. It's in this way that we think the state can help because we have technical assistance resources here that can help especially the smaller cities that can afford large staffs staffs which can be completely
abreast of all the latest innovations and in housing programs and economic development programs. Your grand. Daughter got two more. We felt it was important to bring together three partners in the
community. One was the government. Secondly the community and thirdly was the business of the federal government's involvement to provide it to the development of some issue operating money native soil and setting up the operation and other conference centers where the federal government has committed to provide 6 billion dollars to the venture. Secondly was. After 12 years of urban renewal land that was untouched. A new office building six and a half million dollar office building was constructed. And is now completed and fully occupied the New Jersey college of medicine dentistry with its. Affiliation with Middlesex Hospital put up a teaching hospital which is some 60 million dollar project which probably tertiary hospital care centers in the country. The Johnson Johnson announcement last April their new worldwide headquarters runs the hotel motel conference center. Which will be. Started in the near future. We've.
Been in the middle of. This. For. What kind of jobs will be developed for minorities for example the people that. Now don't have jobs will have jobs. The people that can be trained and educated to have some of these better jobs from our existing population base is our first objective and concurrent with that. I'm sure we'll be drawing in hopefully others from for many of the jobs that can't be filled obviously from within the city itself. In what way are you planning to provide housing or supply house that is. That's a tough question and I think because.
Directly on the board we're going to cope with that tomorrow. Twenty years. Some more of us.
Maybe that is how our research shows up while vacancy rates are very low. Buildings across the state are kept empty for not having tenants location costs. Can you comment on this. It is true that vacancy rates in my judgment are me and for many many reasons are my hope. I work towards.

As you can see they have all the plumbing facilities and some of the kitchen facilities. But as you can see it's unsupported in the basement. So all that additional stress is causing the force to
sink. And it's gone from a four to a six inch pitch during this three year period. The government should think about ways of giving a subsidy to the tenants rather than to the developer. And actually Section 8 it is a bad way to spend taxpayers money and some better thinking has been going into how we can provide housing Yanna. At most I fish that way and the best way to house people in the program a bunch of Birch is a home you have to be made and
off of the house. We are not dealing with tropical houses with dealing in a climate where there's a hundred degrees differential and the course of this much is four or five times as much as a house in the tropics. Most of them are not aware of such. Consequently once they buy the houses build a minimal amount. They are not able to afford upkeep. And in turn they do and they abandon the houses and the projects been in the news again. The State Government also runs a neighborhood preservation program which operates now in 37 cities across the state organizing both municipal government and private sector lenders and investors along with neighborhood residents to stabilize and preserve existing neighborhoods. Many of the cities in which we are involved have targeted these funds into neighborhoods which have significant Hispanic populations.
This is true in Atlantic City in Jersey City in Hoboken in Asbury Park and many others. Yes yes. So I want to see that its. Current system isn't just. A plea for assistance. We should think about commitment. Community development I would love to see and certainly has not told us. Looking back I think that's problematic when you franchise me off then
just exactly from back. Which at least makes you instantaneously knowledgeable. There's a lot going on in Camden this it is beginning to plan major. This is a master plan in the making for the city. 267 million dollars have been allocated from park is to be in the battle. There's a 75 million dollar hospital be implying a new courthouse housing. But in reality 90 percent of the community has no knowledge that these programs are beginning to be implemented. Consequently they'll be pushed out on less they can begin to organize. They can set leadership in motion that will get involved with city power with the municipality with the federal government and will get them through the program filter down to their level so they can become aware of how the city works as an organisation and how they can
play a role in this otherwise they will continue to be in a sense outcast. Of the system and they will continue to be pushed around. The city the city slum the slum. My advice is. Good again I say she will eventually do. Die.
