Ladies and gentlemen. Welcome to tonight's public forum. My name is funny and I was I have the pleasure of being your moderator for the purpose for the. Forum tonight to discuss the legalization program of the new immigration law as we all know the legalization
aspect is over. The U.S. Immigration Naturalization Service is now proceeding to enforce several preserve provisions of the Immigration Reform and Control Act specifically seeking to enforce control of the border. And this includes an increase in the number of officers that have been allocated and assigned to detect arrest and a verdict and documented immigrants residing in this country. At the same time there has been an increased number of complaints involving conflicts between the U.S. Border Patrol agents and local communities. Some of these conflicts relate to the use of deadly force during arrests. This public forum is an attempt to facilitate discussion on these conflicts. It is intended to provide a place where immigrants will be encouraged to air their grievances and calm and present their comments. In addition we will be having community leaders as well as civil rights leaders who will have the opportunity to
present their views to the federal and local officials so that we can openly discuss the recommendations that hopefully will be forthcoming this evening and bring about appropriate policies. The approach for tonight's public forum will be. That we will have a panel of federal and local officials and they are seated to my right and I will be introducing them in just a second. Another panel seated to my left consisting of community and civil rights representatives. Will is also present with us and I as your moderator will be attempting to facilitate participation of the members of the audience. And encouraging queries or comments by the panelists. The audience yourselves will be able to participate in this forum by sharing your information through a microphone that is available on the floor directly in front of me. Immigrants who have had direct contact with a
U.S. Border Patrol agents as well as anybody else who is concerned about the enforcement of the Immigration Reform and Control Act are encouraged to voice their comments. BMB neither sister nor cheer said several more that are out and therefore wrong. This therefore Oh yes part of the school. On the aspect of our status only those enforced. And he is located in the region Lyonesse office and I want to get also. We have Mr. Don writing with this regional office President. The no women were female cast on U.S. soil as you state this busy other commission I'll hear all these ill
at the moment of the book will know the glacier moving up but if you could look at I'm sure most important this could get almost blood and it's the moment of their security people up in middle of a story that the nameless commission hourly still up we're still supports you on this. Good practice with Iraq what is the money that. You schoolchild. Last us quite a scare there was a star in pursuit of all we get was I say OK well they must or your clothes probably must have been a committee that we don't other sort of a loss if this were limited the premier or the moon just organise I still want to give almost as the near total in the West they already did that it was quite true in Los Angeles. Or time and nearer than we will go by sprinklers get one's upper lip the needle nalang in the commute as you're going to committee that. Commission out here all the zero which
addresses. To let you know that we're going to have a mistress a bit of audio give us some introductory remarks as I mentioned he is from Mexico City and an advocate for the poor. MR So where are you on that I listen your risque assistant after 40. Honorable members that are poor. You could look at a problem either phoned or. Whatever sort of varistors it was your own. I think that the problem the deep problem that we have to resolve the situation or a lament element by yes or no is just by you said look you know many gun owners unfortunately happens you know countries. Like remaking countries interests in most US but we have no I don't know what I mean to put aside this from what I see usually in the form of consequence here that was
done to me to see on the betterment of our community. I mean accomplices You know these Bonnie really that but a lot of it pleases me to know that there is a disposition for dialogue. If you give us some more sinister The Honorable Congress on this wondrous bit it consumes us to line up but a lot recently and we do it with or with you with citizen consciousness so we can resolve it. Given most of the U.S. and overseen Yes. I think you meant did I write this and driving sentiment. When he got out that.
I was going to train around 3:00 in the morning. Yes but I really want to show you this in a bonus episode I want to but I would have done my new. Order for the Border Patrol to determine if there were people inside the boxes started to throw stones. And because well I mean it's better than your Oscar in the inventor scene. Fortunately I was not hit by any of the rocks but one of my friends some of my friends did. It's as if. They knew they were people inside. Train was stopped. But I don't. Care I don't cry for you I'm not a parent in my case I was I was the
last one to be. Made for my for the very heart. Of the Tenn coming out on a star and. Me walking barefoot where the about 300 meters away. I don't want to feel they did me to the central offices around 5 o'clock in the morning. They question me as usual. They want me. I mean numberless by those who don't know. Me who my peers. Question me.
He was my carrier let's be honest. They want to let us know what happened. After. This. Fray. Where is. That. But three years ago this was not so you.
And your obviously they're more their stock. You see more when they see. Your stuff. Well there are a number of. Those. Hears me a lot of questions never accept accepted the fact the fact that I was a Mexican national. I was taken to the attention center and I was told that I was going to be sent back to Central America. Document.
Information about where I was born in my date of birth. Yes. I was detained for a long time after a long time. Well if you don't Body Spray Won't of tyranny and so we should remove your own
political reality but I loose will be if you loose out of my feelings about the mental roominess your own DNA prosimian process could be to split Lest you think I meant to spread implement but it does poorly because he cracked the. Cotillion process he learned I guess it would take an aspirin a mental sissy can it be said yes the process was held in a communion it is healing for them and want to see on is. Their own is. Going to look at them and see an empathy those get the list from the minimum antisocial and 10:30 in a studio say to your program that there should be at least in terms of solutions that studied as a serious effort to study a lot of these policies procedures and practices that perhaps we should look at some sort of at the system for or in internal complaint an investigator if used by the Immigration Services to see its effectiveness.
From the issuance of complaints to how they are resolved to run people are informed that he says so there are better. So we said well get a mentor respond to this I guess. Certainly in this case the issue of civilian oversight is very important. Because of the historical We have what we refer to as the Office of Professional Responsibility. And I think this is a menace I would like to compliment you on your comments and I will get to that in a moment but you made mention of an oversight committee and you made mention of the fact that maybe someone outside the agency needs to look at the investigations that are conducted within the Immigration Naturalization Service. To the Mossad responsivity that
you're not documented. Important to look at the why I said that the new process source. Our Office of Professional Responsibility has been taken by main Justice the Department of Justice now. If you see now the response I made you that purpose you know who you are what I see now and you see by the but I mean it was Chief of Department of Justice but the mentally is down directly. I think I read it but I what I start saying now Dick I mean going to put them into it with. Each case is based on its merit if we will speak candidly will speak on the. Case of is my older Madison Rojas. Every civil rights organization and every person who is concerned about human rights. Ought to be involved to make sure. That the Border
Patrol or any other agency of this government violates those human rights. That is why I am here tonight. And I will be a valuable and in a time to participate in these kind of formal forums so we can get on with the business of making this country the country that we want to be as it relates to undocumented workers and everybody else unless we take that position. If we in fact expect the Border Patrol and I and he has to solve the problem. Then we finished our take the efforts of all of us in order to make sure. That people are treated like human beings and it's our responsibility to make the Border Patrol the ins and everybody else accountable. For their actions and if they're caught I know that we could go on all night tonight.
I hope it was a beginning step. And there's a limit as you know on and there's epicenter. We've heard from lot about the enforcement of the immigration rights. We've heard commentaries from the INS from civil rights groups community groups and the general public. I hope we all learned something tonight. I hope that we've been renewed in our belief that all people have rights regardless of their immigration status. We all have human rights we are deserve to be treated with dignity and with respect. OK. Almost up in the ghettoes Medicine says that almost set us will mind
most medicine most stood out then found respite on that sense yeah but you know what those almost at us were minus the medicine was that it yes I would like to think the other people involved in putting together this forum it is very difficult to discuss some of these issues because they are of such deep concern to us and they have affected us in our families in in our neighborhoods in our communities. Nonetheless I do again want to express my gratitude on behalf of myself as moderator and also on behalf of the general public and the other people that have put together this event I hope there are many others. It doesn't appear looks younger at either being way down from those little American Friends
Service Committee. Able to pull liquid out of the setlist but because they looked at the Rio front that he says the work I went for is no California. If you had those lean muscle they mean oversea and those which And they know. Why.
