"The concern in America today is not [whose] responsibility it is to raise our children -- most would agree that is the role of the parent; without the love and attention of a caring parent-- every child is at risk. The central issue in the early childhood debate is not whether the young children have critical needs, but whether the responsibility to meet those needs should fall exclusively upon their parents and family, or be shared by the community. "Our crew spent a month with a family in Chicago raising their three-year-old daughter, Ellen and another month in Paris raising their four-year-old son, Roman. Both children are from comparable middle-class families -- with one major difference. Roman is being raised in a country that has a comprehensive community support system for families -- and it's a system that is making all the difference to parents and young children there. The documentary is an honest look at two countries and two approaches -- it does not suggest that the French System should be transposed in America'rather, it asks the question, why are there more young children at risk in America today -- and what can we -- as a nation -- do about it' "I think that this is an important documentary because there is much talk today about the crisis of the American child -- but not a whole lot of conversation about what we can do about it. This documentary has opened a dialog for Americans to begin to address the needs of all of our young children. Through two families on opposite sides of the Atlantic, A Welcome for Every Child offers a provocative look at two distinctly different approaches to providing health care, child care and early educational support to families with young children."--1997 Peabody Awards entry form. Robert VandenBosch of Concerned Christian Americans; Dr. Sheila Kamerman, Professor of Social Policy and Planning, Columbia University; Dr. Alfred Kahn, Emeritus professor of Social Policy and Planning, Columbia University; Dr. Emile Papiernik, Paris obstetrician; Violaine Lenoir and Sisan Watts of the French American Foundation; Paris midwife Claudine Schalck; Dr. Bernice Weissbourd of Family Focus Chicago; Jerry Stermer of Voices for Illinios Children; Olga Baudelot, French National Institute of Psychological Research; and Illinois State Representative Carol Ronan. The children Ellen and Roman are shown interacting with their families, who are only identified by their first names. Also includes footage of Dr. [Woodridge] treating pediatric patients at Michael Reese Hospital in Chicago.
