So telephone rates, of course, are going to have to go up. The cost of everything is going to go up. Despite official optimism, many unanswered questions still remain. How will local bell companies offset the estimated $12.6 million loss in subsidies? They now receive from AT&T for long-distance operations. What about the $880 million in yellow page funds that AT&T will keep? Congress has expressed concern that the bell settlement will
leave AT&T's former subsidiaries with those aspects of the telephone business that have been considered losers, namely local service. One solution proposed is that of an access charge by local bell companies to tie in with AT&T's long-distance lines, or put these long-distance access charges into a common pool, from which local companies would draw to subsidize local service in an effort to keep basic rates down. Scheduled for a hearing late today by the Senate Finance Committee,
a bill that calls for lower-than-average mortgage loans to be financed out of the state's seven-stacks permanent fund. Introduced by Senator Jack Stahl, an Albuquerque Realtor, the proposal would channel money from the state's fastest-growing investment fund currently at $606 million to various lending institutions. Supporters of the measure say it would serve as an important boon to the overall economy of New Mexico, but critics see some basic philosophical problems with the idea. My opinion is going to lead to a transfer of money from the taxpayer to a very specific industry, and this is the construction industry, home building. And I'm absolutely against it, and I think that constituents, taxpayers should be against it. It is not very good to have a situation in which all of us who are going to lose a dime here and dime there then end up losing this money into one industry that has a lot of cloud up there in Santa Fe. This is the situation. It is indeed a transfer of money not from me the taxpayer to the needy rather it is a transfer of money from the taxpayer to a very
specific industry. As a matter of fact, let me ask you a question, how come is it that the main supporter of this bill is the construction industry? And I've not seen a lobby of me the who are running to Santa Fe to support this bill. The Residential Mortgage Purchase Act was modified considerably in its first hearing before the Senate Corporations Committee. The hope for $800 million over a four-year period was cut to a maximum of 100 million for two years. It was also opened up to make money available for related areas such as home improvement loans. The measure has not had the support of Governor Bruce King, at least not as originally introduced with its $800 million price tag. The Governor does seem however to be willing to look at the pair down proposal if it gets through the legislature.
