this community hispanic community is a series of programs devoted to the cultural and public affairs in the world's community of spanish speaking nations who oppose these programs as peter block president of the association for puerto rican hispanic culture today's topic is elusive who's asian community yeah this is a peterborough in our series hispanic community this kind of
panel discussions on school decentralization and these bennie giant or panel members are in alphabetical order that ever and pablo corporal spawn american minister of the riverside church and a member of the board of directors of the association for puerto rican hispanic of song miss them a line on the map a teacher public school one for seven in east harlem an active member of the association for puerto rican hispanic culture and a curator of its library and museum in charge of relations with the school system mr steven flax a teacher for the handicapped an expert on portability call an active member of the same association for puerto rican hispanic culture and world traveler and miss most idea leave iraq will mail a teacher and scholar at a
port and low educational advisor for the association of puerto rican hispanic culture and very active in puerto rican community affairs in new york we show ask our panel members to answer the question that i'm going to ask you not to stop the discussion in the same order i believe that the questions were decentralization has become actually the question of community control everybody it's either paying lip service to the centralization way of locating some form of it since it has become obvious video by centralized school system did not believe now for the children and the privileged neighborhoods did not enough
for children from the minority the question is how and community controllable not how far should the goal does it threaten their teacher's job security and is not the stability of the teachers was issued an indispensable apparently very successful teaching free press reports and pans and get to areas with no education themselves and have done very little for the education of their own children for a baby to make it fiat and hire teachers these questions have been raised especially by the atlantic city's often don't control and i want our panel members speak about this question and questions related to weight first that haven't pop record they just wanted to be afraid of or
this and that and the lice a show i'm committed to control which the main item on the levee closely related lieutenant issues and i believe that it is they've never done that we should look into ball at the same time because isn't that isolation as such could become another gimmick on the level of a mini station clinical trials could become very young farmer with which of the community who improved the whole educational system and the significance of this new change in our education and secondly is that we have aiming at ending their it was so with the fact of segregation which has played in order schools has been for
so many years and which has these generations of our children by creating their frustration that really kills the ambition of our chairman i told that in our mule palermo community control that they get paid he's also for the teachers you know they have that there are schools that issued port for the schools that they call recover the peaches will be happier because of the location of the page it is to improve the life of the community what he bet the past as being when asked that the system that we have now i have not accomplished these five of
society so it seems to me that you that you just realize that the sea is a new avenue for them exercise that pensioners educate push another one i'm going to have this report of the op ed pages of the children of the family as the community's it seems to me that the seas again before the mind i don't see an infinite and by which the teachers should be afraid of these huge change now ms dina thank you as a teacher i myself don't feel threatened by community control since i feel their community control is something that has existed in this country for a very long time most suburban areas do have community control the parents on members of the school board and to decide all what's to be taught in the schools but curriculum is to be followed
by yeah various groups of children which they can change at anytime they want too many people in the city of new york at the present time by using a very patronizing attitude which i resent very strongly and that they're saying the parents louis suburban communities are more affluent better educated and they can decide that in itself i think is an insult to most parents in the city and even at five myself was a middle class parent i would resent the argument very strongly the parents and the so called low socioeconomic levels have through exposure if not through actual contact now i have the ability to decide whether or not their children are learning now unfortunately due to certain circumstances in the city it's become a question of control by supposedly one group over another group in the school system but i myself feel that this has been carried to a point the other ridiculous because it has nothing at all
to do with whether or not the child is low and in another community it would not be a question of religion or race which it has become a new york city now community can show is just something that the parents of a new york city i have not gotten bigger through their own i think foolish in this then are listening they are listening to arguments put forth by various groups which are really just gliding biggest issue community can show should be here to stay parents definitely should have a say in the education of their children it is absolutely the only way to get them interested in whether or not their children are going to be learning what they're learning i can i know there are many parents that probably won't take an interest even with community control but i feel that the only way you can bring more parents and sue the various educational devices or
to become aware of them were of the various educational devices that can be used to help their children this community control idea is going to be a very effective one i will grant you this the first two there will probably be a quite why i like to use the term uproar but things are going to be you really a quite revolutionary and many teachers will probably be the system all will resent this community control but after years so it will die down and just the fact that this community control isn't going to make much of a difference i don't like to say that it won't change the educational system that the educational system still has a way of going on very much as it did before but the big difference will be in the motivation of the parents of these children i think that's going to be a big difference in the raising the educational level of children in so called ghetto areas i would like to challenge one of the
statements that has been made that everybody is expecting some form of the centralization i would like to challenge the very idea of decentralization of itself and its relevance to the educational process of the children they the centralization is that in itself is basically administrative to a changing certain product hours of the central board to local districts and almost all of the country we've applied that larger bodies are always volatile smaller bodies lot of bodies for instance the senate is usually at a more liberal love body than the year congress congress is usually a small little body than a state legislature so that there is a great that theres great danger in provincial and some of the body out of this administrative device because way out where
the experience that hasn't in most cases that you do not get there yeah great innovation or of great educational change in small the visions of society one of the uk first things are counted dead in their study of the high school on a state level was to try to get small towns to merge with water turns because of more resources and also more diversity of opinion therefore i feel that by yet decentralization itself is all about in a sense can be a danger in the end it being educational innovation from occurring the second point i'd like to bring about is that i feel in a sense the centralization and also community control is a fraud being perpetrated only a public the public and its officials have never been willing to
spend the money that is necessary for a good public school system that's the potential changes and without money the centralization and community control cannot work because you need the way it is very important in the changing class race you know setting up programs and things like that so that without suspicion money's being given to the schools the schools as an honest often finds by prep putting in a rather expensive the administrative structure without adding twenty additional sent to a book a teacher single child i think it's a cruel deception being played upon the community's another of the thing is that we are i tried to live in a world where we tried to bring people together
and i feel that it is so bought a symbolically very bad to splinter the community because in a sense you are pinning groups against each other because you will immediately start groups vying for fines and therefore you were split the evidence of the entire community of the city of new york are trying lead to a gay no funds for all children you're wasting too much energy in this type of the program because the entities that an evidence the de centralization of accumulating control will officiate in terms of improvement of education on a large area ms lavette oh thank you think it gave him the involvement and participation
of the parents but as a teacher i don't believe in the ground floor of the court any day of the course a movie has a lot of decentralization i have an eclectic wines because i was saying that mr derr were full of rio the meat of this community we have to wear king a decentralized program the melodies sneak and beware accordingly the city but also winning insane obvious in water polo there we saved an inpatient and to receive the best person up the relation with the school their community point drop i said teacher it a resounding mandate plus us at the gem and i think that we have probation out there than half its body for many dealers separate find a oh irish our
lives and leisure time warning at all we i mean does the nation because we loved it the facial and we try to build the best indication that we need the parents hey we asked at their ad buys we have said their participation but not the globetrotter do school because we are going to feel you think you're in the future we're not quite believe the miss their soda bottle or school because many person that has potentially be to be a good teacher i'm going to but what the one other field where they go they're going to be re they're not going to fit sick you and in order to build a good job given the fierce thick you an eel on sunday eight the rehabbing of the nation that day that you love build the air we is this a as we have this situation today new job asset the chair
i feel very instinct you know and also i know that many of the teachers et i'm not happy i most of the defect do i become a sleeper get to an airboat and pillow the situation went to find those speakers know and schuller their third one will be on that we'll have something to say as a pilot or the arguments that have been used to i would like to save the euro really where nothing can impact of miracles happen when they put me over her resume raised in a pointed out this is going to create problems that question about what we have to have made that we are going through a creative experimentation based on the failures of the past
that we have armies of children that have been ruling of the system that we have today that their whole system does not work anymore and that the memories of what it is because people by the bureaucracy and the cachet that us people their things and perhaps this would be the first time in the history of the educational system of new york that the community people would have employees in the education of the children making their policy on decisions in suggesting curriculum i'm in or hitting their children ah they would have an opportunity to break new orientation thought we had an experience ryan there's been doing what we have
one of these will boycott a couple of years ago we had what we called the school of liberation what we kept the chin up for two weeks a year when the volunteer teachers thought try to get them out of the city center the most privileged it is that we have a watch that in the rest of the head and so with these going to manage palin english that actually came but does it by getting classroom activities in having the teachers and have been in disciplinary situations it's a delay that for the same first time into his buddy of ours our system of education this community can pose a question of which is so many people are right which i don't think is going to be what some people think that the community is going to take all that on the whatever they place i think that that is going to wait this diplomatic action and that's one of the lawn on tour and that is going to be just this in the implementation of lawn art
but i think that the birds eye view that right to have a voice in the education of the children and pass i said before that is a note that then this is nothing that anyone should be off but i don't because this notion of animation that remain powerful because of the element are expending impression on a lot of things that really well let's talk about what is when we like the be all bureaucratic system is the only one of what we're showing now and i'm saying i say religiously that analysis and educationally that's what we're saying now is that the old system does not want a we need to go and do something new maybe we would have seen difficulties what i think that the experience has taught us that we eat and ocean to pay the price and the scholars something he'll that will give
more air importance board chairman or poor communities this will be an heir or and i actually we see op ed community informing on participation and i say we need a change in this aspect but not in decline to go on top am i like the one with the experience and maybe don't like including a talk i found that said the ban is why did the bacon and it's cool and the featured like in the classroom on monday but it as a well where some say apart from the school and i try to want to pet him it's the way we the teachers on the teacher at the way with the payments it made up many activities with the subject of a mind
and that i feel happy because isis sets in reaching these objective but i what i'm thinking of that the weekend when was not use the way of control because the wheel of the way a contrast this is something that these the fed and of the dissipation audio blog from an island was only made these where i assumed that lansing that we're going to gain that these single use the pipe is the bastion of the parent that we have not by dissipation people now the parents are trying to talk about the school the northeast or c span but do you think they i think that being this as they know it though i called the ballot here in a band and also that we can have ten the little more indifferent announced that and that in the future we can have
moral values you and prepare better now i know you that the only thing that i i visited a wave is that i believe that we have get rid of the shackles of the panel isn't i'm on the bottom i sing happy beautiful color structures i think that these is what we have to operate off the koch our show that our community in may so the habit of such a big bureaucracy that they really been uneven ask questions anymore i think that this is a time of change and questions about a student's glitches are going to react nyad a wheat field but also our community and was a beat a human arm of bodies change it because i think that our community is the parent and what they suspect as he turned control it's
something that i think we should give that i'm really second glance at the the thing in this country's day seems to be a power this is powerless ness now control equals power and the parents and many groups in this country do want this power that they feel they haven't received or it was they do and they just had not received this before so it'll solve things are many things smoother by using the term to really control and i'm all in favor of using the word i don't want to appear to argue over a word but i do think psychologically the way control is very important in the nation's it does mean parents do have some power to flex right you know the one thing that parents have always participated all the school has always tried to get part of parents to participate in
a move that in the work for instance our parents associations have existed for many years also there has been made of all the history of the local school board which had a tremendous effect on regular schools of that area so the bodies expressing their parents' approval going up on the schools says the committee is i also would like to interject that there are some other aspects of this problem it i hope that their parents become more involved and that of radiology which there tends to wear it encourage confrontation that the year that changed in that americans changed i am grateful for our panel members who
happened to be among the most dedicated and finest educators i have met in my many visits from the city's schools and churches and other educational constituents may adjust as a concluding thought express this deal was much as the moderator can chew would express any western viewpoint that if you wanted more from under participation of parents you also have to give them the rights because if they just are permitted to pork and they know they have no real influence on the school system then that morgan coverage them to participate and another thing is that cost teachers in my opinion should not be removed from one district and sent to another without due process without an impartial hearing and they should not be
removed without really being guilty of either neglect off season states and more work in my experience in visiting many many new york city schools about forty five or more as a woman to speak of wayne who will probably gain by the centralization this is my personal opinion i have seen how decentralized school system failed in many respects and strangers are necessarily thank you very much for your participation thank you good night you have been listening to the hispanic community a weekly series of programs devoted to the cultural and public affairs in the world's community of spanish speaking nations it's by the police by
