- "'The CIA and Covert Action,' is an edition of the Kwitny Report, a weekly half-hour news program with host, Jonathan Kwitny, an award-winning investigative reporter and author. "The topic of this edition's discussion is the history of the Central Intelligence Agency's covert operations: The overthrow of democracies in Guatemala, the Belgian Congo and Iran, an election fix in Lebanon, and most recently, the Iran-Contra arms deals. "The guests are: 1) Tom Polgar, former CIA station chief in Vietnam, Mexico and West Germany; 2) Admiral Stansfield Turner, former Director of the CIA; 3) Arthur Macy Cox, formerly of the agency's Clandestine Services; 4) Leslie Cockburn, investigative producer for CBS and PBS. "The guests do not dispute the existence of the covert operations listed by Mr. Kwitny. However, they disagree as to their effectiveness in conducting American foreign policy, and as to whether diplomatic means would have been more successful and less damaging to this country's image overseas. Mr. Kwitny and Mr. Cox argue that covert operations -- both Soviet and American -- have been, 'with few exceptions, one disaster after another.' Admiral Turner defends covert operations but says that they should be carefully monitored by congress, and that the Reagan Administration 'went bananas' in its Contra program, 'and (was) lying to the public right and left.' Ms. Cockburn and Mr. Polgar engage in a vigorous dispute over his investigations in to the CIA on behalf of the Iran-Contra committee. "The Kwitny Report began one year ago. It is produced by WNYC-TV in New York City and airs in New York, Washington, D.C., New Jersey, Philadelphia and Indianapolis. It has been very favorably received by Journalists and audiences.
