"This special report deals with housing speculation and details how one particular bank was involved with questionable loan policies resulting in the loss of thousands of dollars to the Federal Government. By explaining the relationship of this bank and its chairman of the board to that of low-income home buyers and the Federal Housing Administration, the report was able to establish that the chairman and/or the bank made loans for speculation in low-income housing to persons who have been convicted of housing fraud, made FHA-guaranteed loans to home buyers who had suffered recent foreclosures, and possibly received homes as gifts from speculators who had gotten large speculation loans from the bank."--1976 Peabody Awards entry form.
