- "STATEMENT OF PROGRAM PREMISE: "Following the unprecedented decision by the Alaska Grand Jury, that there was significant data to consider an impeachment proceeding against Governor Bill Sheffield's alleged influencing of a lease agreement for state office space in Fairbanks, PTVNA undertook the production of gavel to gavel coverage of this special session of the Alaska Legislature. As in the Watergate proceedings, the impact of the findings of the State Senate would have a major impact on the government and the citizens of the state. "As the capitol public television station, (Juneau falls below the minimum ADI reporting requirements and is therefore an unrated market), KTOO-TV took the lead in developing the coverage. Due to the significance of the proceeding and in recognition of the interest by citizens of the entire state, the station joined forces with the other public television stations around the state and utilized the State of Alaska's leased satellite transponder, serving over 250 rural villages and representing fifty percent of the population, to insure that all persons could receive coverage. "Beginning on July 22nd and concluding on August 5th, when the Senate handed down its decision, PTVNA produced, on an average, five hours a day of live gavel to gavel coverage. In total, 65 hours of the impeachment proceedings were offered to the citizens of Alaska. The effort of PTVNA resulted in the largest media project in the State's history. This singular effort achieved the highest reach of audience of any public television program to date. As evidenced by the press clippings attached, public television demonstrated its unique ability in bringing substantive issues to the public.
