>> Sreenivasan: GOOD EVENING AND THANK YOU FOR JOINING US. THE WHITE HOUSE IS PREPARING TO RELEASE A BUDGETOMORROW FOLLWING FRIDAY'S PASSAGE OF A BIPARTISAN SPENDING DEAL. THE BISUDGEROJECTED TO INCREASE SPENDING BY NEARLY $300 BILLION OVER TWO YEARS. IT WILL SO INCREASE THE DEFICIT TO A PROJECTED $1.2 TRILLION IN 2019. WHITE HOUSE BUDGET DIRECTOR MICK MULVANEY SD THAT REPUBLICANS COMPROMISED WITH DEMOCRATS ON INCREASING NON-DEFENSE DOMESTIC SPENDING INRDER TO GET AN INCREASE IN DEFENSE SPENDING.
>> WE WANT MONEY TO DEFEND THE NATION. WE BELIEVE, GENERAL MATTIS HAS MADE THE CASE TO BOTH DEMOCRATS AND REPUBLICANS AND TO THE PUBLIC ALIKE, THAT WE NEED MORE MONEY TO DEFEND THE NATION AGAINST THINGS LIKE THREATS FROM THE NORTH KOREANS.
>> Sreivasan: A SMALL GROUP OF REPUBLICAN LAWMAKERS OPPOSED THE DEAL. SENATOR RAND PAUL OF KENTUCKY VOTEAGAINST DEFICIT SPENDING UNDER PRESIDENT OBAMA AND AGAIN UNDER PRESIDENT TRUMP.
>> I'M STILL AGAINST DEFICIT SPENDING JUST BECAUSE REPUBLICANS ARE DOING IT DOESN'T MAKE IT ANY BETTER.
>> Sreenivasan: CHAIRMAN OF THE FREE REPRESENTATIVE MARK MEADOWS, ARGUED THAT INCREASING THE DEFICIT IS A FAILURE OF REBLICAN LEADERSHIP.
>> OUR LEADERSHIP CAVED. THE SWAMP WON AND THE LERICAN TAXPAYT.
>> Sreenivasan: TURNING TO ANOTHER CONTROVERSY IN WASHINGTON, THWHITE HOUSE'S HANDLING OF DOMESTIC ABUSE ALLEGATIONS AGAINST FORMER STAFF SECRETARY ROB PORTER. HE RESIGNED ON WEDNESDAY AFTER THE NEWS BECAME PUBLIC. ELUNS TO THE PRESIDENT KELLYANNE CONWAY SAID PRESIDENT TRUMP STILL HAS FULL CONFIDENCE IN H CHIEF OF STAFF JOHN KELLY. SHE ALSO SAID SHE HAS "NO REASON NOT TO BELIEVE THE WOMEN" WHO ACCUSED PORTER OF DOMESTIC ABUSE.
>> YOU HAVE WOMEN SPEAKING TO THE F.B.I. UNDER THREAT OF PERJURY, YOU HAVE POLICE REPORTS, YOU HAVE PHOTOGRAPHS, AND WHEN YOU LOOK AT ALL OF THAT PULLED TOGETHER, YOU REALIZE DTHAT ROB PORT THE RIGHT THING BY RESIGNING.
>> Sreenivasan: CONWAY'S COMMENTS STAND IN CONTRAST TO THE PRESIDENT, WHO HAS YET TO ADDRESS THE WOMEN OR THEIR ALLEGATIONS SPECIFICAY, AND HAS WISHED PORTER WELL IN HIS FUTURE CAREE ISRAELI PRIME MINISTER BENJAMIN NETANYAHU SAYS THE NATION'S DEFENSIVE POLICY HAS NOT CHANGED AFTER YESTERDAY'S SKIRMISHISES ALONG OUNTRY'S BORDER WITH SYRIA. ATRAELI FORCES SHOT DOWN AN IRANIAN DRONE THROSSED INTO ITS AIRSPACE YESTERDAY AND THEN RESPONDED WITH A SERIES OF AIRSTRIKES INSIDE SYRIA. SYRIAN ANTI-AIRCRAFT FIRE BROUGHT DOWN ONE ISRAELI FIGHTER JET OVER NORTRN ISRAEL, BOTH LOTS SURVIVED, BUT WERE INJURED. TODAY, BOTH SYRIA AND ISRAEL SIGNALED THAT THEY ARE NOT LOOKING TO OPEN BROADER CONFLICT, BUT PRIME MINISTER NETANYAHU WARNED HE WILL NOT ALLOW VIOLATIONS OF ITS AIRSPACE.
>> ( translated TERDAY WE DELIVERED SOME SERIOUS BLOWS TO THE IRANIAN AND SYRIAN FORCES. WE MADE IT ABSOLUTELY CLEAR TO EVERYONE THAT OUR RULES OF ENGAGEMENT HAVE NOT CHANGED AT ALL.
>> Sreenivasan: HUNDREDS OFOU NDS OF IRANIANS MARCHED TODAY TO MARK THE 39th ANNIVERSARY OF THE ISLAMIC REVOTION. ON THIS DAY IN 1979, IRANIANS OVERTHREW THE U.S.-BACKED SHAH MOHAMMAD REZA PAHLAVI. DAY, DEMONSTRATORS CELEBRATED BY BURNING AMERICAN AND ISRAELI FLAGS ALONG WITH IMAGES OF PRESIDENT TRUMP WHO IS REFUSING TO RE-CERTIFY THE IRAN NUCLEAR DEAL. IN A SPEECH TO HIS COUNTRY, PRESIDENT HASSAN ROUHANI CALLED R UNITY FOLLOWING NUMEROUS ANTI-GOVERNMENT PROTESTS. ALSO IN IRAN, A RENOWNED ENVIRONMENTAL ACTIVIST AND PROFESSOR, KAVOUS SEYEEMAMI HAS DID WHILE IN PRISON. IT IS THE LATEST IN A RECENT STRING OF DETAINEE DEATHS. EMAMI IS IRANIAN D A CANADIAN TIONAL. HE WAS DETAINED AND CHARGED WITH ESPIONAGE BY THE IRAN GOVERNMENT LAST MONTH ALONG WITH SEVERAL OTHER ENVIRONMENTAL ACTIVISTS. HIS SON, A POPULAR IRANIAN MUSICIAN IS QUESTIONING CLAIMS ATFROM PRISON AUTHORITIES AY HIS FATHER'S DEATH WAS A SUICIDE. EMAMI WAS 63 YEARS OLD. an
>> SreenivTHIS WEEK, THE MAKER OF OXYCONTIN, ANNOUNCED IT IS ENDING ITS MARKETINGTH OPERATION FOPOWERFUL OPIOID. PURDUE PHARMA IS NOT GIVING UPLY SELLING THE HIROFITABLE DRUG, BUT IT WILL STOP SENDING REVE TO DOCTORS OFFICES TO D SALES OF THE ADDICTIVE PAINKILLER. BACK IN 2007, PURDUE PLEADEDTY GUO CRIMINAL CHARGES OF MISLEADING THE PUBLIC ABOUT OXYCONTIN'S ADDICTIVE QUALITIES AND AGREED TO A CIVIL PENALTY OF NEARLY $635 MILLION. THIS WEEK'S DECISION COMES AS PURDUE AND OTHER OPIOID MANUFACTURERS ARE FACING LAWSUITS FROM SOME 400 CITIES AND STATES ALLEGING TH ADDICTION BY MISREPRESENTING THE RISKS. GECOULD PURDUE'S MOVE CHHE COURSE OF AMERICA'S OPIOID CRISIS? LEV FACHER IS A REPORTER WITH STAT NEWS AND JOINS ME FROM WASHINGTON, D.C. TELL ME HOW SIGNIFICANT THIS IS?
>> SYMBOLICALLY THIS IS HUGE. THIS IS A COMPANY THAT REALLY CHANGED THE PARADIGM FOR OPIOID USE IN THE 1990S BY AGGRESSIVELY MARKETING IT TO PRESCRIBERS. THE FACT THAT PUR DISEU DECIDED SH'S NO LONGER GOING TO GO INTO DOCTOR OFFICE AN THIS DRUG IS SYMBOLIC OF WHERE THE COUNTRY IS IN CONSIDERING THE OPIOID EPIDEMIC A PUBL CIC HEALTHSIS AN IN TERMS OF RECOGNIZING THE POTENTIAL HARMFUL CHARACTERISTICS OF DRIGS LIKE
>> Sreenivasan: WHAT IS THE CORRELATION OF MARKETING THEM LESS AND LESS OF THEM BEING AVAILABLE ON THE STREET. SAID, THIS IS NOT REALLY AR PREEM TIFF MOVE. THIS IS IS AFTER YEARS OF DECLINING OXYCONTIN SALES. THE CT-- THE-- PRESCREPGS ARE DOWN, PUBLIC AWARENESS OF THE IVE QUALITIES OF THESE DRUGS IS WAY UP. AND WHILE THERE'S STILL LEGITIMATE MEDICAL NEED AND WHILE PRESCRIPTIONS WILL CONTINUE, THIS IS A MOVE THAT MORE CORRESPONDS TO A DECLINE IN SALES THAN ONE THAT SHOULD FUEL ONE.
>> WHAT ARE THE FACTORS THAT CAN ACTUALLY DECREASE OPIOIDIO CONSUMYEFER ALL OR OVER PRESCRIPTION T SEEM THERE IS A TREMENDOUS AUNT OF POWER IN THE HANDS OF THE INSURANCE COMPANIES THAT CHOOSE TO SAY THAT IT'S OKAY TO PRESCRIBEE' THESE AND THAT PAY FOR THEM.
>> YEAH, AND BOTH INSURANCE COMPANIES AND PUBLIC HETH PROVIDERS LIKE MEDICAID AND MEDICARE HAVE TAKEN STEPS, ARI Y OF STEPS RECENTLY TO REDUCE PRESCRIPTIONS AND INCREASE INCENTIVES TOES IBE NONOPIOID NONADDICTIVE PAIN TLLERS. BUT AGAIN MARKETING, I THINK, IS LESS OF SOMETHING THAT IS GOING TO DRIVE FEWER PRESCRIPTIONS AND MORE ON PURDUE FRONT ON SOMETHING THAT WILL CHANGE THE NARRATIVE. THIS VE BN TAKING OUT FULL PAGE ADS IN NEWSPAPERS. THEY HAVE BEEN REALLY TRYING TO GET OUT IN FRONT OF THE FHET THATARE INCREASINGLY VIEWED AS A CULPRIT. YOU MENTIONED THE SETTLEMENT IN 2007. THEY ARE IN TALKSO SETTLE MANY OF THOSE OTHER LAWSUITS FROM NTATES AND MUNICIPALITIES THAT YOU NED. SO IN TERMS OF MARKETING TRK IS UNCLEAR OF WHAT LEVEL OF IMPACT THAT WILHAVE ON PRESCRIPTION LEVELS. BUT THIS COMESLY AMID RE A SEA CHANGE IN THE WAY PHYSICIANS ARE PRESCRIBING OPIOS TO BEGIN WITH. AND THAT HAS BEEN HAPPENING OVER THE LAST SEVERAL YEARS GAL WITH ACTIONS FROM THE DRUG ENFORCEMENT AGENCY. A LOT OF DIFFERENT GOVERNMENT AGENCIES THAT ARE REALLY TAKING STEPS TO MAKE SURE THAT THESE DRUGS ARE USED MUCH LESS LIBERALLY. R, Sreenivasan: LEV FACHE THANKS SO MUCH.
>> THANKS, HARI.
>> Sreenivasan: THE ME TOO MOVEMENT HAS OPENED THE FLOODGATES ON STORIES OF SEXUAL MENT AND ASSAULT IN THE MEDIA, TECH, AND ENTERTAINMENT INDUSTRIES, JUST TO NAME A FEW. AND, WHILE THOSE STORIES HAVE ICFOSTERED AN IMPORTANT PU CONVERSATION, THERE IS STILL A LONG WAY TO GO. IN TONIGHT'S SIGNATURE SEGMENTND NEWSHOUR WEE MEGAN THOMPSON REPORTS ON THE TROUBLING STORIES OF HARASSMENT AND ABUSE TAKING PLACE AT 30,000 FEET, WHERE THERE IS OFTEN TONOWHERE TURN.
>> Reporter: ALLISON DVALADZEOU FLIES ALL THE WORLD FOR HANER JOB WITH INTERNATIONAL WOMEN'S CANCER GROUP. IN APRIL 2016, SHE TOOK AN OVERNIGHT DELTA AIRLINES FLIGHT FROM HER HOMETOWN SEATTLE TO AMSTERDAM. AND THE FLIGHT STARTED OFF PRETTY ORDINARILY, DVALADZE ATE DINNER, PUT ON A MOVIE AND FELL ASLEEP.
>> I AWOKE TO A HAND IN MY CROTCH. IT WAS CFUSING AT FIRST. I DIDN'T HAVE TIME TO THINK ABOUT IT. MY REACTION WAS, I HIT HIS HAND AND YELLED, 'NO." AND IMMEDIATELY HIS HAND CAME BACINTO MY CROTCH. I HIT IT AGAIN AS I WAS TRYING TO UNDO MY SEATBELT AND GET OUTT OF MY SEAT AN FOR THE THIRD TIME, AS I'M STILL WORKING TO GET AWAY. HE GRABBED ME AS I WAS GETTING O SUT OF T.
>> Reporter: DVALADZE MANAGED TO UNBUCKLE HER SEATBELT AND GET OF HER AISLE SEAT. SHE THEN RAN TOWARDS THE BACK OF THE PLANE.
>> I COULDN'T BREATHE. I COULDN'TXPLAIN RIGHT AWAY WHAT HAD HAPPENED.
>> Reporter: WHEN SHE COULD SPEAK, SHE TALKED TO THE FLIGHT ATTENDANTS.
>> I FEEL THAT THEY WERE WANTING TO BE SUPPORTIVE, BUT IALT WAS CLEAR THAT THERE WAS NO CLEAR PROCESHRE ON HOW THEY LD RESPOND AND WHAT THE PROTOCOL WAS FOR WHAT TO DO NEXT.
>> IT WAS ABSOLUTELY TERRIFYING.
>> Reporter: KATIE CAMPOS OF BUFFALO, NEW YORK, TWEETED ABOUT A SILAR EXPERIENCE ON A UNITED AIRLINES FLIGHT HOME FROM NEWARK IN DECEMBER. E WAS SEATED ON THE AISLE AND SAYS THE MAN NEXT TO HER IN THE MIDDLE WAS VISIBLY DRUNK. ANHE HARASSED AND ASSAULTED BOTH HER AND THE WOMAN IN THE WINDOW SEAT.
>> AS WE WERE GOING UP INTO THE AIR HE GRABBED MY CROTCH. AND HE DID IT AGAIN AND SO I PUSHED HIS HAND OFF AGAIN AND SAID "DON'T TOUCH ME." AND THEN HE DID IT AGAIN. AND THE THD TIME I POPPED UP AND RAN TO THE BACK OF THE PLANE.
>> Reporter: IN THE LAST FEW YEARS, THERE HAVE BEEN SEVERA ACCOUNTS IN THE MEDIA OF SEXUAL ASSAULT ON AIRPLATS. SOME RECEN INCIDENTS INVOLVE TEENAGE GIRLS. OTHERS, HIGH-PROFI WOMEN. RANDI ZUCKERBERG, SISTER OF FACEBOOK C.E.O. MARK ZUCKERBERG, AND ACTRESS ANIKA NONI ROSE RECENTLY RECOUNTED STORIES OF THEIR OWN. BUT IT'S NOT CLEAR HOW OFTEN IT ACTUALLY HAPPENS, BECAUSE NO FEDERAL AGENCY COLLECTS DATA SPECIFICALLY ON SEXUAL HARASSMENT OR ASSAULT ON PLANES. THE F.B.I. HAS JURISDICTION TO INVESTIGATE CRIMES ON PLANES IN AMERICAN AIRSPACE, OR INVOLVING U.S. CITIZENS. BUIT DOESN'T CLASSIFY SEXUAL ASSAULTS SEPARATELY FROM OTHER CRIMES ON PLANES. IT DID TELL PBS NEWS WEEKEND, THAT IT INVESTIGATED 63 SEXUAL ASSAULTONLANES IN FISCAL YEAR 2017, UP FROM 38 .HREE YEARS EARLI MIKE ADAMS SERVED AS AN F.B.I. AGENT FOR 26EARS, INCLUDING NEARLY FIVE YEARS AT SEATTLE'S INTERNATIONAL AIRPORT. HE SAYS HE SAW AT LEAST ONE OF THESE CASES EVERY MONTH. ADAMS SAYS THEY WERE ALMOST ALWAYS PERPETRATED BY MEN ON NIGHT-TIME FLIGHTS.
>> BECAUSE ON THOSE FLIGHTS TYPICALLY IN-FLIGHT CREWS WILL DIM THE LIGHTS OR TURN THE LIGHTS DOWN. FOR THE MOST PART THE VICTIMS ARE FEMALES OF ALL AGES. OFTENTIMES THEY'RE SEATED IN THE WINDOW SEAT IN A WAY, IT GIVES THASSAILANT THE FEELING THAT THEY HAVE THEIR VICTIM TRAPPED.
>> Reporter: IF AN ASSAULT HAPPENS IN INTERNATIONAL AIRSPACE, OR ABROAD, JURISDICTN GET COMPLICATED. TECHNICALLY, THE NATION WHERE THE AIRLINE IS REGISTERED HAS JURISDICTION. BUT THE NATION WHERE THE PLANE LANDS COULD ALSO PROSECUTE. MIKE ADAMS SAYS, SEXSAULT CASES RARELY EVEN GET THAT FAR BECAUSE THERE ARE OFTEN NOWI ESSES AND NO EVIDENCE.
>> WHICH MAKES IT VERY DIFFICULT TO SOLVE THESE TYPES OF CRIMES. YOU NEED FACTS, CIRCUMSTANCES D EVIDENCE BEYOND A REASONABLE DOUBT TO CONVICT SOMEONE.
>> ReporNEter: SARON IS A UNITED AIRLINES FLIGHT ATTENDANT AND PRESIDENT OF THE ASSOCIATION OF FLIGHT ATTENDANTS, A UNION REPRESENTING 50,000 CABIN CREW. A SURVEY OF NEARLY 2,000 OF THEM LAST YEAR FOUND THAT RECEIVED REPORTS OF ASSAULT BETWEEN PASSENGERS. AND NELSON BELIEVES THE NUMBER COULD BE RISING.
>> WE HA SEATS CLOSER TOGETHER. WE HAVE AIRPLANES THAT ARE FULLER THAN EVER. FLIGHT ATTENDANT STAFFING HAS BEEN REDUCED TO MIMUMS, SO WE HAVE ANYWHERE FROM 25% TO 50 FEWER FLIGHT ATTENDANTS ON THE PLANE THAN WE DID TEN YEARS AGO. AND MORE PEOPLE TO WATCH.
>> Reporter: BULTHAT'S ONLY F THE STORY. NELSON SAYS, FLIGHT ATTENDANTS THEMLVES ARE REGULARLY THE TARGETS OF HARASSMENT AND ASSAULT.
>> BECAUSE THE INDUSTRY HAD ORIGINGHALLY DEFINED F ATTENDANTS AS SEX OBJECTS. AND THAT HAD NEVER BEEN DENOUNCED. AND SO TRE'S THIS UNDERTONE WHEN PEO THAT FLIGHT ATTENDANTS ARE THERE FOR THEIR ENJOYMENT, OR ARE OBJECTS. ITS NOT UNCOMMON TO HAVE SOMEONE TRY TO GET YOUR ATTENTION BY TOUING YOUR REAR END, UP TO AND INCLUDING SOME ,REALLY AGGRESSIVE BEHAVI PULLING FLIGHT ATTENDANTS ON TO THEIR LAPS.
>> Reporter: HAVE YOU EXPERIENCED THIS YOURSELF?
>> I HAVE EXPERIENCED ASSAULT ON THE PLANE, YES. IN ALL THOSE WAYS THAT I TALK ABOUT. A I'O EXPERIENCED SOMEONE ACTUALLY GROPING ME ON THE PLANE. AND IT IS REALLY SCARY. ITSC'S VERY.
>> Reporter: ARE THERE ANY OFFICIAL PROTOCOLS THAT THE AIRLINES HAVE FOR YOU WHEN SOMETHING LIKE THIS HAPPENS TO YOU?
>> SO IN MY 22 YEARS AS A FLIGHT ATTENDANT, I HAVE NEVER EXPERIENCED A CONVERSATION ORAN TRAINING POINTS ABOUT HOW TO DEAL WITH SEXUAL HARASSMENT AND SEXUAL ABUSE.
>> Reporter: NEVER?
>> NEVER. NOT ONE TIME.
>> Reporter: AND WHEN IT COMES TO PASSENGER-ON-PASSENGER SEXUAL ASSAULT, 86% OF NELSON'S UNION MEMBERS SURVEYED SAID THEY WERE UNCERTAIN OF, OR HAD NO KNOWLEDGE OF, GUIDANCE- SEPARATE FROM GENERAL POLICIES ON LDSRUPTIVE PASSENGERS. UNITED AIRLINES BS NEWSHOUR WEEKEND, "WE ENCOURAGE OUR CUSTOMERS TO ALWAYS REPORT INCIDENTS OF SEXUAL HARASSMENT TO OUR ONBOARD CREW-MEMBERS, WHO ARE TRAINED TO ADDRESS THESE SITUATIONS IMMEDIATELY, INCLUDING CALLING FOR LAW ENFORCEMENT TO MEET THE AIRCRAFT BUON ARRIVAL." WHEN PRESSED FOR SPECIFICS ON SEXUAL ASSAULT AND HARASSMENT PROTOCOLS, UNITED DID NOT RESPOND. E EN ASKED THE SAME QUESTION, DELTA AIRLINES GAMPLES OF SEVERAL SITUATIONS THAT CREW MEMBERS ARE TRAINED TO HANDLE, WHICH INCLUDE HARASSMENT AND ASSAULT. OTHER AIRLINES ALSO SAID CREW ARE TRAINED TO REASSIGN SEATS AND NOTIFY LAW ENFORMENT. AMERICAN AIRLINES AND ALASKA AIRLINES DID SAY THEY HAVE PLANS TO IMPROVE PROCEDURES WITH ALASKA SAYING, "WE WILL BEGIN USING SCENARIOS OF SEXUAL ASSAULT IN OUR CREW TRAINING THIS YEAR." ONE AIRLINE, SPIRIT, WOULDN'T COMMENT AT ALL.
>> AND I PANICKED AND JUST SAID LOOK I'M NOT GOING BACK THERE.or
>> Rr: KATIE CAMPOS FELT THE CREW ON HER UNITED FLIGHT DIDN'T DO ENOUGH. SHE SAYS A FLIGHT ATTE FIRST TOLD HER TO GO BACK TO HER SEAT. WHEN CAMPOS REFUSED, THE CRTH MOVED HER ANOTHER WOMAN IN HER ROW, BUT TO SEATS DIRECTLY BEHIND THE PERPETRATOR, WHO HARASSED THEM UNTIL THEY LANDED.
>> AND THIS MAN CONTINUED TO UERN AROUND AND GRAB FOR US AND STICK OUT HIS TOEXUALLY. UNITED HAS TOLD ME EVEN SINCE THEN THAT THEY FOLLOWED PROTCOL. AND IF THIS IS THEIR PROTOCOL THAT IS ABSOLUTELY TERRIFYING AND NOT SAFE FOR PASSENGERS IN THE AIR.
>> Reporter: BUT CAMPOS SAYS, TO THEIR CREDIT, THE UNITED CREW CALLED FOR LAW ENFORMENT TO MEET THE PLANE. SHE IS PRESSING CHARGES AND SAYS SEVERAL PASSENGERS WITNESSED THE ASSAULT. IN A STATEMENTO PBS NEWSHOUR WEEKEND ABOUT CAMPOS'S CASE, UNITED SAID,"WE REACHED OUT TO SPEAK DIRECTLY WITH HER AND APOLOGIZED TO HER AND HER FAMILY FOR THR EXPERIENCE." ALLISON DVALADZE ALSO FELT DELTA CRLINES HADN'T TRAINED IW PROPERLY TO ASSPOND TO THE D ULT. SHE SAYS THEY ASKER TO RETURN TO HER SEAT FOR LANDING, WHICH SHE REFUSED. AND, SHE SAYS, ONE FLIGHT ATTENDA TD HER TO LET THE INCIDENT ROLL OFF HER BACK. OTHERS ASKED WHAT SHE WANTED THEM TO DO.
>> THERE NEEDS TO BE A PROCEDURE ON HOW TO ADDRESS THIS IN A MORE STANDARDIZED WAY BECAUSE IT IS TRUE, IT IS VERY HARD IN THAT MOMENT TO THINK ABOUT WHAT TO DO. AND WHAT I WAS LOOKING FOR IS FOR O SOMEONE EW WHAT TO DO, AND COULD HANDLE THE SITUATION FOR ME.
>> RepCRorter: SHE SAYS TH TOLD HER THEY WOULD WRITE A REPORT. SO A WEEK LATER SHE EMAILED TO FOLLOW UP. A MONTH LATER, A DELTA EMPLOYEE REPLIED, AND OFFERED HER 10,000 MILES TO EASE HER "FRUSTRATION AND INCONVENIENCE" AND WROTE, "I KNOW IT'S NOT FAIR WHEN ONE PERSON'S BEH ANOTHER PERSON." DVALADZE REPLIED, "THIS IS CALLED SEXUAL ASSAULT. IT IS NOT ¡NOT FAIR,' IT IS ILLEGAL." SHE SAYS DELTA EVENTUALLY TOLD HER BY PHONE IT HAD NO RECORD OF AN INCIDENT ON HER PLANE, AND SHE SHOULD CONTACT LAW ENFORCEMENT. SHE CALLED THE F.B.I. BUT SHE HAS WITNESSES, AND DOESN' EVEN KNOW THE MAN'S NAME, BECAUSE HEDE'D SWITEATS AND, TO HER KNOWLEDGE, NO ONE ASKED HIM FOR IDENTIFICATION. INOU STATEMENT TO PBS NEW WEEKEND, DELTA SAID "WE CONTINUE TO BE DISHEARTENED BY THE ORIGINAL EVENT MS. DVALADZE'S DESCRIBED. WE TAKE ALL ACCOUNTS OF SEXUAL OCESSES TO ENSURE THE SAFETY ERAND SECURITY OF OUR CUST REMAINS A TOP PRIORITY."
>> WE HAVE TO START ADDRESSING THESE ISSUES AND HITTING THEM HEAD ON.
>> Reporter: ALLISON DVALADZE HAS DECIDED TO TAKE ACTION ON HER OWN. SHSTARTED A FACEBOOK PAGE, IS CALLING ON AIRLINES FOR CHANGE, AND TOLD HER STORY TO HER US SENATOR, WASHINGTON'S PATTY MURRAY.
>> I WAS JUST LIKE, "YOU GOTTA KIDDING ME. THIS ISN'T HAPPENING."
>> Rert: MURRAY INTRODUCED A BILL WITH SENATOR BOB CASEY OF PENNSYLVANIA THAT WILL REQUIRE AIRLINES TO TRAIN FOR FLIGHT ATTENDANTSN HOW TO HANDLE SEXUAL ASSAULT AND HARASSMENT, EDLLECT DATA ON THE INCIDENTS AND ESTABLISH PRES FOR REPORTING HARASSMENT AND ASSAULT TO THE AUTHORITIES.
>> THE PROBLEM IS THAT PEOPLE BELIEVE THAT, OR LT THAT YOU'RE UP IN THE AIR, YOU'RE KIND OF ON YOUR OWN. IF YOU'RE UP IN THE AIR, YOUE IN OUR COUNTRY. YOU HAVE A RIGHT TO BE PROTECTED. YOU HAVE A RIGHT TO HAVE A PROCESS. YOU HAVE A RIGHT TO BE TREATED WITH D. THE LAWS APPLY TO YOU. MP>> Reporter: BOTH KATIE AND ALLISON DVALADZE MUST TRAVEL FOR WORK, AND BOTH SAY FLYING NOW MAKES THEM NERVOUS. DVALADZE HAS HAD PANIC ATTACKS ON PLANES AND SAYS SHE ALWAYS PUTS A BOOK OR COMPUTER IN HER LAP WHEN SHE SLEEPS. T, SHE HAS NO PLANS TO STOP FLYING, OR STOP SPEAKING OUT UNTIL SHE SEES THINGS CHANGE.
>> IF I CAN CHANGE THE WAY THAT THIS IS BEING ADDRESSED, IF I CAN GET AIRLINES TO PUT IN PLACE POLICIES AND SO THIS DOESN'T HAPPEN TO OTHER PEOPLE, THEN THAT WILL BE A SUCESS.
>> Sreenivasan: FLIGHT ANTS CONTINUE TO FIGHT F AIRLINES TO ADDRESS SEXUAL ASSAULT. LEARN MORE AT pbs.org/newshour.
>> Sreenivasan: WHEN IT COMES KEEPING AMERICA HEALTHY, PREVENTION IS OFTEN THE BEST MEDICIN BUT, HUNDREDS OF MILLIONS OF DOLLARS ARE BEING FUNNELED AWAY FROM THE CENTERS FOR DISEVSE CONTROL'S TION AND PUBLIC HEALTH FUND. DX ECEMBER'S FORM LAW STRIPPED $750 MILLION FROM THE PROGRAM, MOVG THAT MONEY TO E CHILDHOOD HEALTH INSURANCE PROGRAM OR CHIP INSTEAD. AND THIS WEEK, PRESIDENT TRUMP SIGNED A BILL CUTTING $1.35 BILLION FROM THE P.P.H.F. OVER THE NEXT TEN YEARS. ADDITION, FUNDING IS NOT BEING RENEWED FOR GLOBAL HEALTH ITIATIVES, WHICH MONITOR OUTBREAKS OVERSEAS INCLUDING EBOLA. SC.O, WHERE DOES THC. GO FROM HERE? YESTERDAY I SPOKE WITH ASHLEY YAEGER, AN ASSOCIATE EDITOR WITH "THE SCIENTIST," WHO HAS BEEN COVERING THE STORY.
>> TELL US WHAT IS THE PPHS, IS WHAT D DO.
>> A PROGRAM TO PROMOTE PUBLIC HEALTH AND KEEP PRIVE AND PUBLIC HEALTH-CARE COSTS FROM RISING. OG Sreenivasan: WHAT KIND OF MS DOES IT SUPPORT NOW THAT WE MIGHT NOT BE AWARE OF.
>> ONE OF THE BIGGEST IS ACTUALLY IMMUNIZATIONS, TRYING TO CREATE INFRASTRUCTURE AND ACCESS TOAN SHOT VACCINATIONS, FOR MANY MORE PEOPLE, CHILDREN INCLUDED ACROSS THE COUNTRY. AND ALSOOK G AT DISEASES AND OTHER HEALTISSUES THAT CAN BE PREVENTED. THINGS LIKE OBESITY, LOOKIE, AT TOBACCO LL OF THESE ARE THINGS THAT IF WE SPEND A LITTLE EFFORT AND TIME AND MONEY TRYING TO PREVENT, WE CAN SAVEM LONG-TSTS DOWN THE ROAD.
>> Sreenivasan: THIS IS IN THE MIDDLE OF ONE OF THE WORST FLU EPIDEMICS THAT WE HAD. PEOPLE CERTAINLY ARE CONSCIENCE OF VACCINA UIONS. TEABOUT THE GLOBAL HEALTH INITIATIVES AND SPECIFICALLY WHEN WE TACKLE EBOLA, WHAT WAS THE INFRASTRUCTURE WE HAD IN PLACE AND WHAT IS IN DANGER NOW?
>> RIGHT, SO IN TERMS O TACKLING EBOLA THERE WAS A WPPLEMENT AID PACK AC TH PASSED TO TRY TO HELP BUILD INFRASTRUCTURE IN COUNTRIES TO TAMP DOWN THE OUTBREAK AND ACTUALLY PREVENT FOOT OUTBREAKS. SO NOW WHAT ISHAPPENING WITH CUTTING THAT FUNDING IS IT IS ACTUALLY CREANG MORE OF A RISK IN THE FUTURE IF THERE IS YEAR OUTBREAK, THEN WE DON'T HAVE THAT INFRASTRUCTURE TO PREVENT THE OUTBREAK FROM SPREADING.
>> Sreenivasan: PUT THIS IN PER SPECT. IF IT GOESW AWAY, CH OF THE OVERALL CDC BUDGET IS IT?
>> IT IS 12% OF THE CDC BUDGET. SO IN TERMS OF THE FUND ITSELF, I THINK IN 2017 THE FUND WAS ALCATED ABOUT 931 MILLION. AND ABOUT 891 MILLION OF THAT WENT TO THE CDCFOR PREVENTIVE PROGRAMS.
>> Sreenivasan: AND IS THERE ANY MEASURE THAT CONGRE CAN KE TO TRY TO ROLL ANY OF THIS BACK OR FIGHT FOR SOME OF THESE FUPPEDS TOE PREAPPROPRIATED?
>> SOMEONE MENTIONED TO ME DISCRETIONARY FUNDING SO THAT MIGHT BE ONE PLACE TO LOOK. BUT THIS FIGURE FUND HAS BEEN A TARGET FOR A LONG TIME. SO IT IS NOT CLEAR HOW IT WILL FILT GOING FORWARD.
>> Sreenivasan: ASHLEY YAEGER, JOINING FRUS RALEIGH, NORTH CAROLINA. THANKS SO MUCH.
>> THANK YOU SO MUCH.
>> THIS IS PBS NEWSHOUR WEEKEND, SUNDAY.
>> Sreenivasan: RUSSIAN TRANSPTATION OFFICIALS SAY THERE WERE NO SURVIVORS FROM TODAY'S PLANE CRASH NEAR MOSCOW, AS INVESTIGATORCASEARCH FOR THE E OF THE CRASH.
