broadcast on the radio statewide watching this first ever to date on television as they are today for first day. You are the basic rules of this morning. Each of our candidates will have a circuit opening statement and questions from our media and I will introduce them to the candidates will have to respond to each question. First come First of all have the option of 30 second Super Bowl. And this is going to alter the course of the debate. You can is Jose State. First some general information on our two candidates today. Republican Senator Pat
Roberts is a fourth generation cancer from Dodge City. Its a great way to face a journalism degree from Kansas City University. He certainly wasn't ready for work as a reporter in several newspapers were concerned in public for years. The House of Representatives was elected to the Senate six he serves on the agriculture finance and go into Labor and Pensions Committee. Roberts and his wife and three children of Kansas senator Bob. Graham. This.
Is a generation of good Anderson. His wife Linda 34 years old live and served in Congress. Well here we have just been the voice of the festival. There was only one rule or audience in the debate today. I'm going to let it. All. But today's the day is going to be a lively. Is it fair to read it over. In fairness to both of our candidates have a pretty expressing full disapproval for the candidates they
feel they have to be able to stop what you want to. Hard evidence as you've written before. They would give their opening statement first and wouldn't give their closing statement or opening statement from Kansas. That morning thanks to Debbie I'm going to have your take care. A special thanks also to the Kansas mom here for endorsing my campaign today. We've been meeting here to talk about agriculture for many years and I have never mentioned to hear what. This campaign highlight declared between me and my opponent.
I have dedicated most of my professional life loving service in Kansas and I'm proud of that record of service because with your help we have made a difference on tax relief. On tax relief for campaigns to strengthen Medicare fraud by taking jobs to the states improve private insurance and indeed government control providing decisions I stopping our attacks on our aviation workers from new missions and new jobs to our military our military installations. My opponent just 14 years ago he got a Washington lobbyist. But when he was in Congress he passed the deciding vote for the largest tax increase in history and information Social Security taxes and a 30 percent increase in the gas tax. That's money in your pocket. And unbelievable. Nobody voted for amnesty for millions of illegal
immigrants. I voted against the choice in this election is clear. A vote to go in there was to vote yes or vote for someone who has never stopped working or can't find. The opening statement. Yes. Thank you for making this time available. It's really good to be here at the Kansas State Fair in Hutchinson. I've always enjoyed my visits here and it reminds me greatly of the times that I used to spend at the edges and to be fair. I've been here as a member of the good for age plus I have great memories of fairs.
And it's great to see you here. Looking forward to this debate. I would also like to tell us that you would join me in the least for the televised debate in each district. A. Major issue that we have to do is to stand before the people of Kansas and debate the issues of the day. Nice for the people of Kansas having the opportunity to hear your views on the very critical issues facing our country. What are we going to do to reduce our dependence on foreign oil and the price of gasoline. What are we going to do in this reckless. You're responsible fiscal policy. All intergenerational robbery. That's correct. We have supported the last six or seven years. And what are we going to do to improve the quality of health care of our kids. These are some of the issues I think the people of Kansas deserve to hear our views on. I also believe there will be
no peace in Iraq. And they want to know what our views about how we go forward in that dangerous part of the world. And lastly we need to never forget these are the people who are paid the freedom that we enjoy here today possible. And we should never never lose sight of the sacrifices that they have made so that this campaign begin the conversation with the people of Kansas begins. It is a pleasure to be here because. I think. We have a tough. Road. Our first question US Senator Roberts first of all but Kansas information. Thank you very much Kelly. Thank you for being here. We have a little bit of the rage about the situation room question of the
session. Would you like to see it all go for everybody. Keep. The immigration challenge is a tremendous challenge to us. Let me the say first in a factory my whole career in Congress voting for the immigration bill voted for amnesty. I think that some of the problems we had today I think without a doubt we considered them a very very flawed immigration bill in regards to hear this bill the way that the American people want border security first. If you have border security first you prove to the American people you have that then you can move on to the next day and the next challenge is to meet with immigration. What we do. We can raise a tremendous amount of money to continue covering the fence on the southern border and get more Border Patrol agents also more gradually over the whole of
the law enforcement officers. We have a big problem and just about every county in America. So my answer to you is your first question from the American people. We have border security and they must get a bill that goes make your conference committee get the hearings fully vetted for the people that we can be in the next town where border security first. Is first of all sort of hold the record again. OK. The fact of the matter is the bill that you must be referring to is the Simpson-Mazzoli bill that passed the United States Congress a number of years ago. And you know what. It was supported by Senator Dole it was supported by Senator Kassebaum it was supported by Senator Alan Simpson and it was signed into law by President Ronald Reagan. I am proud to be working hard to pass bipartisan legislation to deal with this very
difficult problem. And all that together Senator McCain and Senator Brownback to address this issue. It's going to take a bipartisan compromise out of the vote that I cast. And you know what the problem has been since this is the United States federal government has utterly failed to enforce the existing laws that law enforced. We wouldn't have the problems we have here today in this country with immigration. And I don't think we should ever lose sight of the fact that even ration services just hasn't gotten the job of monitoring our borders. So it's a time for us rebuttal. An. Crushing. Blow. But the fact is I would tell you you voted for that bill came. I did not vote for amnesty. The Senate immigration bill was flawed. It would ask everyone they don't ever get paid $5000 to raise their hand
leave with their family and they get back and this is terrible. So do you believe the American people that you do have border security. We do have funds that are for more border patrol agents. I think that that's the time to start with the challenge facing the deficit that we will face. Our next question come from what I said earlier he was right the president record rates and checks. Does he get to recover. As of today our national debt has almost doubled in 10 years. So the fact that we know who's willing to make that point what can our nation do. Was the problem.
Well one of the principal reasons that I decided to run for the United States Senate this year is because I believe very strongly that this reckless fiscal policy that has been pursued in Washington since 2001 is an absolute outrage and I called it a generational problem. The spin the bottle calls test is. One of the first things that we should do. Isn't that what I call pay as you go. These days you know the rules were in place until a few years ago. Senator Roberts has much more to these pay as you go. Senator McCain is on the side of Senator McCain when it comes to the pay as you go rules in getting tough with this bill and I believe very strongly that we have to get health care costs under control which is a part of dealing with the deficit. But in all of this all of this that Senator Roberts has voted for since 2001 is about three trillion dollars is going to be passed on
to the next generation. This is morally wrong. It is really dangerous and it must stop doing everything we possibly can to get that job done. Think the question is why is this why is this happening right now it's happening right now to our economy it's happening right now. Each individual families economic circumstances. And you have to get the debt under control. Let me just say that I support a balanced budget amendment. He voted against three on the National Taxpayers Union support which is an organization that forced to take on one of these campaign. They gave my opponent the deal on spending. I don't to do it by raising taxes and that's precisely what he did during his career by raising taxes on Social Security
supporting the biggest tax hike in history and then raise the gas tax. Basically during that time he was a lost cause and have been. So I don't think his taxes spending is going to work. The tax relief thing doesn't want to reduce the deficit by $221 is 160 to me. So now we have a Democratic controlled Congress and that deficit is done a. Couple of things. One of the things to set the record straight on it is that says I voted for the biggest tax increase. Is re read the facts. The fact of the matter is is that they can't get tax relief in that package that was passed.
It was a tree that set the stage for tremendous economic growth by 30 percent increase in the fuel tax. That was a 3 percent tax increase. Yes. He was all for it. And Senator Roberts will be the first to respond. Next question comes from the government. Good morning gentlemen. We appreciate your time today here. And the election is over. The president president calls you. So Senator I'm going to have a bill signing up for the White House have to be there. The bill contains the top two priorities. That's why I asked for a change. And those are both in there and about the size of the White House and what passed specifically with
legislation was his top priorities are again that is going to push through the sense you have on is energy and what his health care affordable health care for all cancers that patient choice. But also as he has been with market conditions as opposed to government control and also he has patient access and that would be a wonderful thing that we could get that done. The second one is. The biggest challenge that we have right before is I would hope that we need the gas price reduction that we have and have we have the ways that we can get a vote. We have been pleading and pleading with the Democrat leadership of the Congress for a vote. It would simply lift the moratorium on deep sea exploration of the moratorium on on oil shale. Would have tax incentives for an electric car if we could just pass that. I'd rather have a comprehensive energy bill but this would be a great
first step. Whether it be President Obama President McCain. Or. One of the first bills that I would like to see get on the president's desk is a bill that Senator McCain has of course. Senator Roberts has opposed and that is a bill that would give Medicare the authority to buy drugs from the drug makers in this country. That just killed Royce's I think this legislation passed several years ago. Senator Roberts has opposed it and I believe it's important for us to know that Senator Roberts has also said more than a hundred thousand dollars from the drug and pharmaceutical industry in this country. I think that's important for us to be aware of as we deal with this problem. The second major I would like to see is a comprehensive energy reform that was really it would encourage all kinds of alternative energies especially
when right here. My. Opponent was on television a long time ago. QUESTION Are you for. Absolutely. Are you going to get out more. He said no but. We have to explore every possible circumstance. And that's the model that is using a credit card like be a mail order if order that is in control as opposed to just citizens making a decision on the medications they need. They would be nice. 70 percent of the medications that they absolutely need cancer therapies arthritis. There's that's the wrong way to go.
Next question. And kids will be first was one them came. Going to talk about time for a little more specifics about unemployment figures out yesterday. Sixty percent may live here but we don't know how you turn that around. What we. Call. The first thing that we have to do is back to the jobs that are here in Kansas and I believe very strongly for example is the Buy America provisions that authorization bill that the Senate had those buy-American provisions been contained in the defense authorization bill. BOLLING wouldn't be a problem there today. I am strongly of the opinion that my tax dollars and your tax dollars are used to buy military equipment in this great nation. Those tax dollars must be
here in the United States. It is absolutely necessary to spend them someplace else. Tell me the addition to that. I happen to be very optimistic about the future of Kansas especially in play because we have an opportunity to develop a lot of jobs in the energy of jobs around by oil refineries in the future things that people have started to focus on. But we have to also get our fiscal house in order. And it is jeopardizing our economic and financial security. I just finished the third tour of 105 yesterday. We were in Harvard Kennedy. They don't have a problem in regards to an appointment already got there a problem of trying to get a trained workforce in housing. It seems to me that in Kansas with the situation with the folks here we are making progress except the farmer and ranchers
don't think that price regards with voters because of all the all the energy costs in a Soldier Kansas talking to John Brown who just lost his internal party. He was lucky to be alive. I asked Guy I said but what can I do for you. He said you can do something about gas prices. He says I can make it back. You know I can make it back with 200 people helping me here. So we do need that energy plan. And we're going to help the Democrat leadership to give us a vote on the gas. Tax every family's pocketbook. That is a basic thing that we have to do when we return to Washington next week. I don't disagree with what Senator Roberts said in terms of getting a vote on drilling and getting a vote on a comprehensive energy policy. I support his support
so I support really here in the United States and become a little shell. I also believe that these are some of the things that we can be doing. OK. We have to also be committed to taking care of our manufacturing jobs and job training in many parts of the state. It's a big problem for any community. So we have to stay focused on that. I also believe that we're going to have to develop a lot of jobs will really help. Here. We go. The next question I think it is worth voting to send in Robert. When I read that I was not aware that they had installed air conditioning in the you've read. Let me see. Here. The. Next question you ask me here. Is the. He's the. Gentleman.

You get all of our troops factors just as possible there isn't anybody anybody that I know of is running for public office that doesn't want to wear the uniform. It is possible to get in touch and go so that you don't have to send them back into a worse situation that involves an awful lot of problems about a growing civil war. The danger is real. Obviously the Mideast is in turmoil and the danger to the free world oil supplies. So there's a lot of national security issues that certainly are perfect here. But I think we're very close. I think we're very close to having a situation where both the government of Iraq Vice President Maliki and our government and the generals and General Petraeus is doing an outstanding job. And I agree with the surge. I think we're a much better place now that we can achieve stability to get it right. We. That is
a very historical moment. So said that if you break it you own it and we broke it. Responsibilities and responsibilities have to be discharged properly. But there's another bigger issue here and that is accountability. The fact of the matter is that the politicians in Washington led us into this war based on faulty intelligence data and also having said that Saddam Hussein had nothing to do with 9/11 and I believe very strongly that Senator Roberts who was chairman of the Senate Intelligence Committee at the time he and his committee got it all wrong only until. Then. The. Then. We have. We have stretched our army to a dangerous point of exhaustion. We have to get Osama bin
Laden and al Qaeda. And that is a huge problem for the next administration. We should have never taken our eyes off of Saddam Hussein. Me Oh My God. A We should say what. He said. Thirty seconds. Thirty seconds 30 seconds of Gary. Nothing hurts them more in terms of the case as much as stretching it. Strange but great point about many but I'm glad the investigation into the intelligence failure which was to gave us better but also a world wide failure. What is the why they released the information that we had intelligence failure that led to the intelligence reports.
I haven't seen it but I have an order here so we can say it was a 17 and having both Democrats and Republicans in regards to releasing the information. Jim you wouldn't even know this information and much of the fact that I have released. It. But. You haven't mentioned it again. I understand the point of omissions here to they did a lot of people to express their disapproval we were asked again but we prayed for the most part the candidates or. You will force the moderator to give that candidate a fight and interfere with their response to get him back. Let's move on to our next question first to respond. He comes from relevant but again
telling our crews in Topeka I have come across people who are very concerned about the National Fire especially in a place on the campus of K-State in Manhattan and the experimentation and the evaluation of possible solutions for animal disease diseases that is going to work. There could be at least in the heartland. My question is What would your role what should your role as a senator in the years for the. Lab. And what should you hope as you can about our files for evolution whether this is. The case because we're going to wait for the impact on the case. The. First thing I want to do is use a few seconds earlier to. The bottom line is this battle over Senator Roberts is chairman of the committee whose responsibility it was to get more intel data right.
It was wrong. That is a very important matter. And there has to be accountability with our political leaders. Had a terrible mistake over the course of the fall. I believe very strongly these the questions of the all people get interested in this matter it will look to the United States to be working with officials in Washington working with them the government is doing everything we can to make sure that everybody's questions are being answered. We want to get into a situation where you have kids this is what they hope they will be that we don't have the answers. The people in Manhattan have a right to get an answer question that is so I think very broadly that we have to be answering the questions of people on all sides. I believe that this will be done and I'll be working with the government in Baghdad in Washington of all the way to the states make sure that they. Find.
The honorary chairman of that fact that it is me by team that my opponent has just mentioned I'm already doing that. And it is led by the governor of the state legislature at Kansas State University as part of the effort to provide world research centers in Kansas that would lead not only to jobs that you think are the best and brightest here but more particularly to protect our country and our future. I know that there was a question or a joke about something when my opponent said that the building there. In fact I tell you what makes me safer or what worries me is people that would get something out of people that would get here. Oh my people that would get up and mouth disease in regards to livestock and we're well situated to put this lab at K-State. We are in the final running right now. Now is the time to be criticizing something that has been proven to be absolutely safe absolutely safe. So let's keep working
for it. In fact let's get the job done and it will really make a difference in Kansas and make a difference for the welfare of. The United States all of the work and do it. It is important for us. Yes sir the question is of all the people on both sides I would like to use the remaining time but this was a speech issue that was raised earlier about Social Security about voting security. I just want it understood very clearly to that legislation think differently about a very small percentage of the number of people who have never voted to raise social security taxes of low income kids. Not one is straight for the rest. Next question will come from the bird.
Senator Roberts will be first to respond. Senator Feinstein before I started visiting friends neighbors I wanted to make things longer. To was a lot worse. And I think maybe if you go forward you can do that. I mean you make smaller government run. Well basically I vote for a balanced budget amendment six times he voted against it. Three you have to really control spending taxpayers here. I gave my opponent d basically as we go over the tax increases that you have right refuse the Social Security tax increase for gas tax increase that's a half a billion bucks. So he that wasn't going to become a Washington lobbyist. And yes the highest tax increase in the history of 1993 which was a tax increase. Oh I forgot about the tax
issues for you. Which farmers and ranchers. Thank think we kill them. So I don't think it's too late. I don't think you can tax and regulate or sue your way out of this in regards to family to the family budget. And Congress has to live within its means. I understand that that you can vote for a balanced budget amendment and that would certainly help. And in addition you have to get to have an energy challenge and the situation is harming average family in Kansas and also poses as my home it has indicated as well a national security threat. Please give us a vote on the energy though when we come back into session next. A. Know. This is a good idea to talk about a balanced budget. Let's just check the record. In 2010 there were 200
billion dollar surplus this year. It's going to be a 500 billion dollar deficit or close to that. We've had three trillion dollars to our national debt. The last one third of all that has accumulated since the Revolutionary War. The latest in the last two years. Or. So. For all of this tells you something more like this. I mean you don't expect us to believe that you are serious about a balanced budget amendment when you voted for all this ridiculous spending. Yes. You know for a lot of very popular tax cuts tax cuts. So Roberts did you vote for as he gets paid more for a tax increase over the next generation. This is a good moral it is a generational robbery. It has to stop. And that's where the story is and come running. The United States said.
30 seconds. I know you have every going into it because that's where you are for. The. Tax relief was passed in 2003 and it went up in 2007 and in 2003 the deficit was 413 going it went down to one hundred sixty two billion again in 2007. That is tax relief of 255 billion already reduction in the deficit of 250 one day. That money that you get in your pocket and that president took over from 160 to 400 billion over the budget only two years. Before we go back to the caller's question. Has anyone else noticed that
the Democrats. On the whole are going to be wearing a red tie. As the Republicans bring good news to support apartheid in November. It. Is. Our next question. Go for it. These days we do. And the latter we will be first to respond. We may have tax relief. Tax breaks are spending on education. What's your name. All right. Record highs a year. The disparity between rich and poor in this country is reaching out from start. Carbon trading. That's really the only ones that have
learned their properties. The situation was to get right to the heart of the problems that we should be addressing here. Let me just tell you I can't explain to tell you the truth I believe that the fiscal policies of the tax policies that have been pursued over the last few years have added to this disparity. The fact of the matter is making huge tax cuts would say that we have been covering this country over the last few years that tax relief should have been given to lower income people to middle income Americans. And there's other things that I'd rather have a sharp difference of opinion. He favors a total repeal of the estate tax which he said is going to cost the federal government 20 or 30 billion dollars over a period of time. It's going to be just a small number of people maybe one half of one percent of the
people in Kansas I favor improving that and increasing the exemption but not total repeal. We have to be mindful of the terrible disparity going on in this country between the very rich and the lower income people in this country. We have to deal with our health care and educational opportunities and jobs. These are the kind of things we have to focus on the quality of life. Well we just heard a class standard by US workers be. Better served on the road here for tax relief goes across the more. And the reason is that people earn more and more tax relief and they earn more. I mean it's pretty simple as that. And in terms of real estate taxes is not endorsed by the candidates hard
here. And we have had a repeal of the estate tax as long as I remember it just because you say there are just a few people out there that would benefit from repeal of the estate tax. Just look at. What is hitting the poorest of the poor right now. Is in regards to the lack of health insurance. And it's also in regards to this energy problem that I've been talking over again and again and again on health insurance. I supported the program we called it health waiving Kansas and it targets low income people at 200 percent of poverty to get children health insurance. Now that's one big answer that we can do and we can also reform treat them and preserve our health care. I just supported a Medicare bill overrode the president's veto that really did pay the reimbursement rates back our providers.
They. Certainly support the program because they were saying health care over and over and will continue to do that. I also believe that as we go forward we have to deal with this. Who is going to deal with that. I think we're all going to have to deal with it. But the problem is you had two million dollars into our additional debt it borrow the money for you to cut taxes you say. My hope is is that right. Right. Next question. Will come from all of you I've been telling you if this is the last question. Thank you so much for this. We've learned a lot about hope and change to John McCain at the convention this week but was a drill baby drill.
Let's go. Anywhere and everybody gets back together for a new energy policy. You want more based ethanol production to stay where it is. Take a look back. Or get rid of it altogether. Four candidates brought to the last question. I'm going to exercise a little thing I can do. But instead of having a vision to respond to this question you will never have and there will be 30 seconds. Bottom line Senator Roland Burris basically I think the question again is about energy policy. I think your question is where do you drill. I think everybody understands that we can't drill our way out of this but we also understand you can't by massive solar way out of this. And that's why everything has to be on the table. I think our nominee Senator McCain made that very clear and I think both agree on that. He said
that everything should be on the table. We have reached the energy crisis. We must do it for our economic survival. We must do it for our national security. We're paying too much to our adversaries. So I would say to you that yes drill baby drill the best the world has to say. That's the that's the job that we're doing. But we also have to have the tax credits and the tax extenders that we are going to have in regards to renewable energy. We're moving from a fossil fuel energy program to a doable energy program. It's going to take awhile but we have to put everything on the table to do it. And on all that's going to fall on the ethanol that we're going to go to the Finance Committee Chuck Grassley is the ranking member here and I have a glass of ethanol every morning. Right here in Kansas.
Domestic drilling and drilling. All he could do was show it. I would like to see that we have a comprehensive energy policy that we are in mourning today. Seven hundred billion dollars worth of oil all over the world every year is a national security crisis. It is a political shame and embarrassment. And I believe also that we should dramatically increase the fuel efficiency standards in our vehicles as part of a comprehensive solution. Probably disagree. Until this year when he changed his position that he is more likely voted against improving fuel efficiency in our vehicles in addition to that I wish that Senator Roberts wouldn't vote for the production tax credit. Well investing in wind energy in Kansas wouldn't know what the tax laws are going to be and move forward with reading the energy alternatives and creating thousands of jobs being created around that. Yes I support it. I will continue to support
it in spite of Senator McCain's opposition to it. Quite what it appears the Republican Party withdrawing their support of their party but so I do support it. I support the development of hybrid electric vehicles. I have all these vehicles can be 45 to 50 miles per gallon. And Senator Roberts voted right in on some of these provisions in the past. Those will be available all over the country today and we wouldn't be dependent on the import of oil from the Middle East which is an absolute national crisis for us to deal with. Ron Jeremy to make up a. Small. CAFE standards that you had you heard that you mentioned that I voted against but first of all Detroit didn't want it. It was across the board. It was the same thing for a Chevy Silverado or a Chevy
Malibu. Does it have a standard for Detroit. We have a different standard and a different timetable for CAFE standards in regards to that's the main point I wanted to make. Was that 30 seconds 30 seconds. The bottom line. Is. Most people. Are ready for closing statements and are going to afford to fail again. Roberts will give his first engines his first two minutes. Ladies and gentlemen I said at the beginning of this debate you will see a clear difference between me and my opponent as I've indicated by body voted for the largest tax increase in history and I voted against
my party voted to increase taxes on Social Security and I voted against it. My opponent opposes domestic drilling in ANWAR. I support it here really now to lower your gas prices and to reduce our dependence on foreign oil. My point is that to the millions of illegal immigrants leading to the crisis we have voted no. Every time I have a chance to vote for a constitutional amendment to balance the budget I voted for it every time my opponent voted to raise your gas tax by 30 percent since he left candidates to become a Washington lobbyist. He left you with a half a billion dollar cash. I voted against it. Remember that every time you come up with a bomb I am proud of my record for this day. I have never stopped working for you. On the other hand in 1994 my opponent is nearly half of the
votes in the House of Representatives. He was right. Four hundred and thirty three out of four hundred thirty five in attendance. One member died but we had all. He. Didn't even have that. He didn't even bother to show up every week. A wall just 14 years ago to become billionaire Washington lobbyist is out of state. He is out of step. He is out of touch with Kansas. I have never stopped working for Kansas. And together we will continue to build a better future. Now as you know from our motto is Semper Fidelis always faithful and I promise I will always be faithful to you and I will always be faithful to care. Thank you very much.

I have a friend that is going to be born in just a few months and we're very excited about that. Very worried about the kind of nature that we're handing over to the next generation. We have unfortunately placed such a tremendous burden on the next generation but maybe when he or she is born it is going to thirty thousand dollars in debt.
