At a consumer prices take a record breaking jump in New Jersey home heating oil heads the list. In sports girls tennis titles are decided and we take a look at a potential national championship soccer team in our state. And in a closer look we'll feature an exclusive interview with President Carter. Here's your nightly news with Catherine stone and Bill Perry was born. Good evening. Most people realize the effect of a rapidly rising inflation rate but what you may not have known and what the federal government told us today is that consumer prices in New Jersey took their biggest jump in five years between August and September in North Jersey prices went up more than 1 percent. That's a 10 percent increase compared to the same time last year in South Jersey the monthly index didn't go up as much but the yearly inflation figure
was higher in the north than in the north 11 percent. As one might expect the cost of home heating oil was a leader in forcing prices up. In contrast there was a big drop in some food prices particularly at the fruit and vegetable counters. And state insurance commissioner James shear announced today he's improved an average 7.5 increase percent increase in Blue Cross premium rates for small group and individual subscribers. The hype will take effect December 1st for almost 1.7 million people. This morning Governor Byrne personally delivered compensation checks to victims of violent crime. The governor also endorsed legislation that places a $25 tax on those convicted of crimes forcing them to help compensate future victims. Reggie Wells has a report. Byrne came to the Governor Patterson senior citizens home to lend strong support and recently passed legislation to places a tax on crime. Both houses of the legislature have passed the measure but details of the bills still have to be worked out. Three crime
victims were supposed to get compensation checks today but only two showed up. Third sent a letter saying she was afraid to leave her apartment which is located in a high crime area pattern. This victim received a check for $500 you were open to dating in her hospital because of the loss of time from work. I was workin up on Brother street and I turned a loss on the street to take my girlfriend to the bus stop. If you were going to say. Another time this call a man claiming approached me and he asked me for a portable but I didn't see the all the photos of well when he came behind me he would a baseball bat. That incident took place four years ago and at the time Mr Gonzales applied for compensation but the violent crimes compensation board is short of funds and that is why Governor Byrne is pushing the $25 tax on crime. He said crime has to be fought with legislation progress. And second if they are victims of crime they're compensated by the out-of-pocket losses three years from now or five years from the
original after they filed that application. That's why I'm here today. Governor Byrne admits there may be some problems trying to collect a $25 tax from criminals in jail who may have robbed others because they didn't have any money. But supporters of this bill say paying the $25 tax may eventually become one of the conditions for prisoners obtaining parole in Paterson. I'm red welts. The Nightly News has learned the Hackensack madeleines Development Commission will postpone its decision on a zoning change sought by prospective developer Hartz Mountain. The vote came was supposed to come next week but it's been put off until November 7th. That's when Governor Burns metal lands advisory panel will have its recommendations ready for future development in the Meadowlands. The DC is expected to follow the advisory panel suggestions plans by Hartz Mountain and rival Bergen County associates for commercial development could be accepted modified or completely rejected at that November 7th meeting. President Carter spent six hours in New Jersey yesterday. He left
behind seven hundred fifty thousand dollars in federal transportation grants that can be measured. But what can be measured is the effect the presidential visit had on Mr. Carter's own support in New Jersey and what help you can give state Democratic politicians. Mary Amber also it was at the Democratic fundraiser last night in the Meadowlands and has a report on the president's appearance Mary. So there were a lot of Democrats at the fundraiser last night more than a thousand but they didn't seem to be in particularly high spirits and the president may have had a lot to do with that. There was no live band to greet the president at the Meadowlands the Hail To The Chief was pre recorded and that seemed to be the flavor of the whole evening. Anticlimactic almost can't. The crowd was slow to gather for the president's speech and only mildly receptive when he did speak.
For his part Carter made no overt references to his brewing presidential nomination fight with Ted Kennedy but he did ballyhoo his administration's achievements the way an incumbent candidate would have a net increase of eight and one half million new jobs in this country even more. The party was a fundraiser for the state assembly elections just 11 days away. And with such a short time to go before the election. Harmony was all important. Rank and file Democrats seemed either undecided about the Kennedy Carter contest or hesitant to break ranks with Carter at least not right before the state elections made up my mind yet but I'm probably leaning towards Carter Carter said. Well because I think he's done a good job. Are you for Kennedy or Carter. I'm not sure you listen about them.
Kennedy or Carter not sure yet. Watch a campaign. One Democrat who made no bones about his feelings for Carter was governor Burton my friend. For a long time that I've always been from out of that friendship and that he has consistently in his administration as president of the United States fully justified that friendship. The fundraiser was a financial success. Raised about $200000. But as for the political success of the dinner for the assembly candidates and for Carter the chips aren't in yet. But overall Democratic leaders thought the affair was pretty successful. Aside from the money that they raised why do they feel it was a success. Well they say you know whenever President Carter comes to town you get an immense media blitz and they figure that can only help them because it raises voter consciousness that there is an assembly
election turnouts are usually very low for assembly elections. And the higher the turnout they say the more they will be favored. Now of course the Republicans say the Republicans feel they've benefited from President Carter's visit because they say he has. Made a. Hash of things in Washington and it just reminds people that the Republicans are another alternative governor Bernas heading the president's windfall profits tax a lobbying group. He's come out staunchly in support of the Bill Carter while other Democrats are a little uneasy I just point. Why it has been going out on a limb this early. They have a funny relationship the two of them they really think of each other I believe his good luck charms. Burn was one of the first governors to go for Carter and then Carter came in to campaign for burn. When people were calling burn one term Byrne and his chances look abysmal. And last night Carter mentioned the one term bird bit. Kind of an allusion to the fact that people are saying that about him but he thinks he too will be victorious.
If for a contest of Stuart's were held today. How do you think he's a political reporter. The two would stack up Kennedy and Carter. Well we chatted about that with with other reporters I chatted about that last night and based on absolutely no evidence people say Kennedy. OK thank you very much. And while President Carter was making headlines through New Jersey yesterday three of the state's mayors were quietly meeting with a White House official in Washington. The three member delegation headed by Don Ellen Mayor Larry ends of you know is trying to increase attention given to the problems of small communities across the nation. The three mayors were encouraged to contact other small town mayors throughout the East for a possible future meeting with President Carter himself. Still no movement to teacher strikes in north Jersey. Angry students who support teachers demands in the Essex County vote locational untechnical district marched outside the county administration building in Newark this morning. Meanwhile most students showed up for classes at the district's A6 Vo-Tech high schools which remain
open for half day sessions. Teachers have been out since Tuesday. No new to go see ations are scheduled and striking teachers in Bloomfield were ordered back to work by the Board of Education this morning following a seven hour bargaining session that got nowhere. Most of the teachers defied the order. Another round of bargaining talks is set for tonight. The next time a medical or health question pops up. The answer may be as close as your telephone. They're telling hospital service runs on the same phone lines but offers tapes on hospital procedures at Riverside such as what to bring with you to the hospital and what your lab tests will actually entail. Thank you Karen stay high school girls tennis titles are up for grabs today at Princeton not exactly tennis weather but this is Kirsten loft of Westfield one of the top players in the state recently. She had a 15 match winning streak snapped against Ridgewood in the individual tournament today. Often her teammates beat Shawnee for the group for Title 5 0 last beating we briquettes 0 in number 1 singles 6 2 6 2 and the other group title match just Chatham beat Autobahn for each of the group 1 championship Haddonfield top West Orange 5 0 and group 2 and group 3 it was Milburn over Holy Spirit of Demarest 5 0 and again a group for Westfield five Seany nothing. And that's what we try to break a losing streak tonight New Jersey has lost four in a row their only win came two weeks ago tonight when they beat Cleveland in the opener tonight. The nets and Atlanta at the Rutgers athletic center. The Rutgers basketball team which is now at work preparing for the 79 80 season can be described as young very young. And for Coach Tom Young the challenges are very real. Eight of the 14 players on the Scarlet Knights roster haven't played a minute of college basketball for Rutgers. There is no jam in James Beverly but the freshman group on hand appears to be the best since the
group last year's regular team finished 22 and 19 made in an Eastern Regional appearance. But only two starters from that team returned Darrell Strickland Calvin Troy Tom Young heavily rely on six freshmen there were two transfers as well. Three starting spots are wide open so the preseason camp promises to be an interesting one. Rutgers opens December 3rd at home against Drexel with experience with overhead we have eight new guys six freshman two transfers and any time you get that many out of 14. You really you know you expect mistakes early and right now it's a little frustrating but they'll come around eventually. You can't buy experience the kids have to go out and get to play a few games in December and you hope that the crowds don't bother them and they do adjust and eventually they will but some take longer than others. But this year's team will have more experience than we've ever had before. What about the Giants this Sunday they haven't once you were on the road since 1972 they haven't won four in a row overall since 1972 and they haven't beat the Rams since 1961 Sunday in L.A. the Giants and the Rams last year at Giants Stadium interceptions hurt the Giants in a 20 to 17
loss to L.A. This woful was picked up by Jim Young but it led to a second quarter call and Bryant touchdown to make it 10 is now on the injured list and it's doubtful that he'll ever play again for the Giants the Giants did battle back to make it 10 10 last year and then the coaching staff went to Randy Dean at quarterback. That coaching staff is now gone. Dean threw a fourth quarter interception touchdown for Pat Thomas on the 33 yard return it broke a 10 10 tie. Dean now sits behind rookie Phil Simms who is 3 and 0 as a starter. So we'll see if Simms can keep his streak going and if the Giants can stop some of their negative streaks in the process Rutgers has the week off. But it will be Princeton at Harvard in college football tomorrow the Tigers to win one of the Ivy League and still thinking title but of course they can't afford a loss to the one into crimson and soccer. Mercer County has a team it's proud of Trishna Gaspar's picks up the story. Mercer County has always been a hotbed of soccer not only for New Jersey but for the entire East Coast. Here at Mercer County College the team has 15 wins no losses. And it's the best junior college team in the country.
I think there's a good reason and it's because of the little leagues in the area. When I came in 62 we had a lovely program but now every township has a league and so enthusiastic that every high school team has a team almost every size every soccer player that comes to Mercer has expectations of becoming a professional soccer player. And players not only come from every high school in the county but from Greece Italy Jamaica and Liverpool England. They're always been among the top teams wants to play top soccer here. So Mike I came to a learn a language because I want to be interpreter to Mercer because it it is a problem hoss Mercer county's next game is Sunday against All-Star they were last year's national champion. But according to a coach stand aloof they won't be this year's national champs at most a county college. I'm forced to guess Chris will be here tomorrow and Sunday that sports can have a good week. Thanks Phil.. The first major construction project since 1972 was underway at Fort Dix. Army officials say they're replacing a cold storage facility built in
1941. The Pentagon plans to let bids for the 1.2 million dollar project in November and award the contract in January. And some are saying the construction will just add one more reason for keeping the base open permanently. Tonight brings us to the last weekend in October a big time of year for all the ghosts and goblins in New Jersey. Also a big time of year for the Newark Museum which is hosting some major exhibitions now. Diana Lunden reports. The great pottery of the Far East is on display this weekend. Traditional ceramics from Japan Korea Thailand and Persia some dating from as far back as 1000 B.C.. The museum is open on Saturday and Sunday from 12 to 5 on forty nine Washington Street. Admission is free and in Montclair the hostage is playing a play by Brendan van with song and dance and a uniquely Irish flavor. Inmates at Burlington County Jail and the Borden town reformatory somehow got state Senate majority leader John Russo as telephone credit card number and they've been using it. Senator Frist saw thought something was wrong when he got a bill for $1000
about nine hundred eighty dollars more than usual. Telephone officials say their investigation shows that inmates at the two facilities managed to charge over seventy four hundred dollars worth of calls recently but they still don't know who is responsible. Their investigation is continuing. When President Jimmy Carter visited the Meadowlands yesterday he was interviewed by Dick Leone are at
issue commentator and the host of W any TV's Dateline New Jersey. On tonight's closer look we have a preview of the president's interview. The price of home heating oil was almost a dollar a gallon now in this area there's a lot of concern about whether it'll be available like New York and Connecticut have passed laws already to help the poor pay for that's under discussion in the jersey. I know that when you were in New Hampshire recently you made a pledge that there would be enough heating oil to get them through. Can we get a similar kind of commitment here and if I don't lead in the spring or in the sum up getting to that date I made two promises to the people of you in the butt into the country at that time we were we had a very short supply of home heating oil that was a great danger that we would have severe shortages in this one. I promise that we would have 240 million barrels of oil on hand due in October. Last year the total in the U.S was about two and thirty three million barrels. That's up to 40 years and I think that's why we've reached that goal already. The other thing that I promised
was that we would do everything we could in the government to help the poor families pay the increased cost off a home heating oil. And we've asked the Congress this year for 1.6 billion dollars to help those low income families pay that extra cost and also to pledge to Congress through legislation that will be permanent that for the next 10 years who would have 2.4 billion dollars per year to go to the families to help them pay the increased cost of home heating oil. I believe that I can also predict to you that within the next few weeks we will have the Congress finally pass the legislation that I put to them to provide this financial assistance for the low income families. Earlier this week a couple of friends of mine actually a young couple told me that after months of looking for a new house they had to give up the search because there's no mortgage money. And in talking to bankers in the area I find that generally true with the high interest rates. What kind of hope can you hold out to people like that. Well of course the best hope is that we'll get the inflation rate coming down which I think will
happen before the end of the hero and therefore interest rates can go down. We've had good luck throughout the country. They can We are now making the assessment among the different communities around the nation see where mortgage money is shored up through the end of September. We had not experienced at all a reduction in the new home start because the figures in world 1.9 million homes for a year still being built as a at an annual rate. We've sustained in spite of high interest rates so far almost 2 million homes being built in our country per year which is near the all time record and we've been very proud of this. But Bill Miller who's a sector of the Treasury is now making a survey throughout the nation seaward of mortgage money might be scarce and the Home Loan Bank board is very concerned about the possible consequences of this you said about a year ago I think it is when and when you do with a Bill Moyers that today the president distort of the personification
of problems and I have a sense that you believe that's one of the difficulties with that. One of the explanations behind your standing in the polls are the fact that people here in Jersey and elsewhere say that Senator Kennedy's head right now whatever it means at this stage do you think that's something you can overcome yourself in the coming months. Yes I think so. When I made a speech in April thinking 77 about energy for instance one of the lines that I put in the text for the American people was that just addressing this political sensitive issue of a better energy policy would cost me 15 percentage points in the poll. The only mistake I made was that I underestimated how much popularity I would lose you. There's no way to win when you address a difficult issue like solve Panama Canal treaties energy inflation and so forth. There's no way to win. And I think that the best assurance that I have is the sound judgment and the fairness of the American people. One of the great things about a political campaign is that it
provides a forum. For incumbents like me as it did for Brendan Byrne when he ran for governor the last time to actually actually and accurately explain to the people who were going to vote. What we have been doing why we have taken these steps why we have but to take an unpopular stance. You know it's easy for someone to get in office and not everything because you're afraid that you might go down in the popularity poll because some special interest group may not like it but I don't believe that we have ever avoided a difficult issue that we thought was best for our country just to keep popularity off of the polls or to get votes. And this series of very difficult issues which we have addressed I think very well when that inventoried by the American people I think will repair a lot of the damage that has been caused to me and other incumbents. I think a perfect example is when I used to Brendan Byrne when he ran for re-election. That interview with President Carter can be seen in its entirety tonight at 8:30 on w any
