Good evening. I'm can't man a hand I'm Rolanda Watts Governor Kaine announces a multimillion dollar state budget deficit. US Senate candidates Millicent Fenwick and Frank Lautenberg are on the campaign trail today. We'll have two reports. And correspondent Michael Aaron talks with state treasurer Kenneth Biederman about the budget deficit. Kent. When Governor Kaine signed the state's budget last summer he anticipated a 50 million dollar surplus at the end of the fiscal year. Today the governor announced that surplus has become a multimillion dollar deficit. Larry Stewart Nicol reports. The recession hit home for the Cain administration today with treasurer Kenneth beat a man at his side the governor announced a projected budget deficit of approximately sixty two million dollars by the end of the fiscal year. By law New Jersey must have a balanced budget to achieve that goal the governor has two choices. You have to balance the budget either through cutting out some of the services or some of the programs that now exist or through increasing revenues or a combination of the deficit as a result of the nation's poor economy and reduce
state tax collections Federman said trends for the last two months if continuing for the rest of the year would result in income tax collections being forty three million dollars below estimates retail sales are off and sales tax revenues will be twenty eight million dollars less than predicted and corporate tax collections are 29 and a half million dollars below budget projections. Despite the figures the governor did not criticize the Reagan administration for its handling of the economy. He says it's the only plan the nation has and he hopes it will work. The administration has begun what Cain called an intensive and extensive study to find ways to further reduce the Jersey six point two billion dollar budget. The governor could not predict where the cuts would go. He indicated he did not favor an increase in the personal income tax as a way to ease the budget crisis. If we have serious economic problems obviously I'm not going to propose a remedy that I feel would cause even more serious economic problems. But an Eagleton poll released today showed 51 percent of those responding would favor a
small increase in taxes rather than reduce government services. Correct I wouldn't be here somebody else but. The. Governor will meet on Monday morning with the legislative leadership to go over in detail a multimillion dollar shortfall out of that meeting could emerge some of the details of where an already bare bones budget. Will have to be cut even more entrenched. I'm Larry Stupak. In a conversation between some attorneys 40 years ago an Elmwood Park lawyer says it was revealed that the mandrel corporation would rather let its employees die of as best as poisoning than tell them of the health hazards. In yesterday's edition of the record of Hackensack Charles Romer gave the details of his conversation in 1942 with mantles lawyer Vander Brown. Roemer says he talked with five Johns M. Manville Representatives one of which told him and I quote They knew they had guys loaded with the stuff. And now in August of this year the Denver based
Manvel Corporation filed for bankruptcy because of the number of asbestos related lawsuits brought against the company as best as has been linked to lung cancer and its best ptosis which is a persistent long irritation. Can't. Your Jersey's U.S. Senate candidates took off in different directions today. Frank Lautenberg toured a housing development and a steel mill in North Jersey. Millicent Fenwick took off to the sandy trails of the South Jersey cranberry bogs Sandra King and Rita shade have these reports. With only 18 days to go Lautenberg is making his pitch any way he can. The polls show Fenwick still in the lead but he says the gap is closing. I do expect. To win this race and if the fact that South 13 percent by their yardstick suggests an upset then I willing to take the upset. Cuomo was behind 18 percent by one poll good poll by the way
three days ahead. And he won. And he keeps citing that New York primary as proof that it can be done. So he's spending lots of money and lots of energy this morning at a housing project in Newark to pick up an endorsement. We're doing it because we feel that he is the best candidate for US Senate he has come out strongly for. And strongly against vacancy decontrol and less than one hour later beating the drum at a steel workers rally in East Brunswick just the right crowd for a liberal Democrat in these days of record unemployment and my opponent says we must give the president's program a chance to work. Million people in America I just don't work. There. And Frank Lautenberg wants a chance to work too. In Washington he's got less than three weeks to clinch the job.
But to hear him tell it his campaign is on the move and arising in East Brunswick. I'm Sandra King. Millicent Fenwick journeyed into the heart of the pine lands today. There aren't very many votes here but there are some major problems and community leaders told her they don't feel anybody is listening. We don't really give a tinker's damn for you coming up with one of the first things. We don't really know what the real thing was you know you can vote for yourself that film for that piece right. Oh yes there is very often not sufficient justice that is absolutely true no question about it. But never give up one's life can change everything. During her visit to Chatsworth in Burlington County Millicent Fenwick said the federal government must preserve the vast pine lands. And she said the state should compensate those who lose development rights accompanied by Garfield DeMarco one of the area's largest cranberry growers Fenwick toured the city trails lacing the patch quilt of Borg's
workers snaked through the flooded fields harvesting red ribbons of berries atop the water. I used to bring my children and my cousins children. Because I wanted them to know. What this part of our state is like and what I think we're hearing here today is something selfless. And something for. That's what I heard. Before those terrible riots in New York. The sense that you know. Not represented. A sense of injustice. It was this philosophy that eventually won her praise from those who listened in the day brought back memories of another visit years ago. I remember coming down here once some years ago. And I was introduced as a family and somebody I don't know exactly who it was and said well maybe she's called my family in some parts of the state down here she's our house. You.
Have my films providing the surgery facilities in chats with shade. Former Secretary of State Alexander Haig will wind up a four day stay in New Jersey tomorrow during his visit Hague spent two days at Princeton University. There he spoke about the nuclear freeze movement to an audience of more than a thousand people at the school's Alexander hall. The former secretary of state called the Movement harmful to the Reagan administration's long term plans for weapons reductions. Hague says there's no way the United States can negotiate nuclear arms reductions with the Soviets while unilateral reductions at home are already underway. New Jersey voters will decide on a nuclear arms referendum when they go to the polls on November 2nd. Some Rutgers University students are against having an army recruiting on campus sent to show their opposition they staged a protest in Newark today. About 100 people showed up for the demonstration in Washington Park located just across the street from workers Law School where Army recruiters were interviewing students today. Eight student groups sponsored the rally. They argue that Army recruiters should not be allowed on campus
mainly because they say the army discriminates against blacks and homosexuals. The group also opposes nuclear arms chemical warfare and nuclear testing. Rutgers University officials say the army is entitle to use university facilities for interviews. Congressman James Florio Camden County and the veterans administration today announced a plan to help South Jersey veterans who are addicted to heroin. The vets will now be able to use the Camden County methadone treatment facility in Gloucester Township until now South Jersey vets have had to go to Philadelphia or to East Orange to get help through their veteran's benefits. Florio called the agreement an innovative way to run more cost effective government programs. I know that austerity particularly the national level is putting into question the viability of certain programs Well here we have a good example of a degree of cooperation between different levels of government so as to provide for the maximum benefits to be provided to clients or patients.
Now the officials expect their drug rehabilitation center will help up to 40 veterans with drug problems this year. And the New Jersey State Council of the arts voted today to indefinitely suspend its executive director Eileen Lawton was immediately suspended without pay after charges she tried to use $500 in state funds to pay Harry ruble for photography lessons. Now ruble is the husband of Lawton's former aide. He'd been retained by the council to teach a series of photography workshops in state parks during the summer of 1988. But instead Rubel gave photography lessons free of charge to former governor Brendan Byrne following lotta news. Recommendation after four months of hearings the executive commission on ethical standards brought the charges against Lawton an administrative judge Howard Keston said Lawton should be replaced. The council appointed windy McNeil who is currently the panel's coordinator to serve as acting assistant executive director. And heres the weather forecast. Some clouds tonight with a 10 percent chance of rain low temperatures will be in the mid to upper 40s. Now
tomorrow partly sunny windy and chilly with a 20 percent chance of rain. Highs tomorrow will be in the mid 50s and the outlook for Sunday. Sunny and cool. Last summer after a gasoline tax failed to pass in the legislature the Cain administration cut one hundred eighty five million dollars out of its proposed budget for the
fiscal year that began July 1st. Today as Larry Stewart Nicol reported earlier in this program Governor Kaine and state treasurer Canas Biederman announced that they now anticipate an additional Sixty two million dollar shortfall Biederman stop by our Trenton studios late this afternoon to discuss the state's fiscal problems with Michael Aaron. Seems to be German pressure has been building in the legislature for supplemental appropriations to save the transit fare to keep Skillman training school open to do a lot of other things. Doesn't today's announcement take the wind out of those sails. No I think that the pressure is still there. I think the number of legislators who are anticipating taking care of those problems out of surplus monies. I've been indicating for some time back when I testified before the Appropriation Committee that there is no spendable surplus. Of course what we're saying today is that there is indeed no surplus in the deficit. Did you and the governor possibly announce this so quickly in order to signal to those legislators that they better back off a little bit and not be so eager to grab surplus money.
No I think basically the purpose of the announcement today was I alerted the governor to the situation yesterday and we just felt that this information should be made public because some action Alternately is going to have to take place in about a month ago. Senator Laurence Weiss chairman of the joint Appropriations Committee said Come October and we're now into October. We'll probably see 300 million to 450 million shortfall in federal funds to New Jersey as a result of federal budget cuts. Does today's announcement or does your projection of the moment take into account federal cutbacks to New Jersey. You know we've taken into account actually in the budget we submitted the impact upon the New Jersey budget of the federal cuts. The action today is being driven by a fan off in revenues in the state of New Jersey and is not being driven by the federal cuts. This problem in perspective for us a little bit how bad is it. How does it compare to New York City.
New York State and other neighboring states what we're seeing is happening actually throughout the nation. We just heard last week that New York State is probably going to face a 500 million dollar shortfall this fiscal year. New York City was talking about up to a billion dollar shortfall next year. The situation in New Jersey is not nearly as serious as it is in those circumstances. This is a problem it's a resolvable problem. But we must have a balanced budget at the end of the fiscal year. Isn't it sort of ironic that the federal government is making moves to cut taxes and suddenly a year later all the states have revenue problems that are probably going to have to raise taxes and I was just canceling things out for the consumer. Well that's a hard to give an easy answer that what we have is a sluggish economy and the sluggish economy impacted federal revenues and they have run up a sizeable deficit. The sluggish economy is affecting state revenues. Most states like New Jersey cannot have deficits
so they're either going to have to solve their deficit by cutting back in expenditures or raising revenues. The governor today at the press conference seemed to indicate that he wanted to save the transit fare. In other words the supplemental appropriation of nineteen point five million dollars for transportation isn't dead he said. But if this 62 million dollar shortfall is anticipated how could we possibly find another nineteen point five million dollars for transportation. Well you know we're going to have to cut expenditures or raise revenues. It's a short menu. We're going to cut him or raise them within six weeks time. And that one that the transit fare would hike would go into effect on December 1st. But what you have to understand is a budget has to be balanced at the end of the fiscal year. You're going to have to take action if indeed you sign a nineteen point five million supplemental. You will have to take action before the end of the fiscal year either by cuts or revenues for an additional nineteen point five million dollars.
When you think about what to do in this problem are you thinking that a tax increase if you want is to be passed. It would have to come this fall because next year is an election year and you're unlikely to see a tax increase in an election year. Oh I think that's pure speculation and I have again no idea exactly which direction this is going to take that's up to the governor that's up to the legislature. However it is a timing problem in the sense that the longer you wait in the harder it becomes to resolve this problem because again it must be resolved by June 30th. Randolph township runners are not only a team they're also mother and daughter Paula gold Sean and 14 year old Elise Goldstein are the picture of a typical mother and daughter but perhaps a typical mother and daughter of 25 years ago when there was no generation gap. When teenagers actually enjoy doing things with their parents this is going on in Elise do all the usual mother daughter things together but there is one thing that they feel has further bonded them and thats running it's something we share. Something we can talk about at the dinner table how we feel. Our time the type of day we the run we had. It's a very good feeling to be able to do something together. Shawn has been running for six years. Soon after Elise literally followed in her mother's footsteps she started the bath six months after I did she was about eight years old at the time and she just I guess saw that mommy was into it and she wanted to try it out. She
just enjoys it it's much as I did the distance and just feeling that sense. Accomplishment. But running wasn't supposed to be the all consuming pastime it is now in the beginning. Mrs. Goldstein was just happy to make it around the block. Now she runs marathons and trains for them side by side with her daughter who is the star of a junior high track team. And although Elise has yet to compete in a full marathon she recently came in first in her age group and a half marathon held in Central Park. But what about the rebellion that's so common in teenagers today. I see a lot of kids in my grade who are turning into the term we call freaks who smoke. They take drugs. And most of them aren't really involved in sports. And I think sports like my running has encouraged me to stay very far away from that. I think running is very exciting. It makes me feel good about myself. And I really enjoy it. It's a lot of work and it's a lot of work for my mom and she's has a part time job into our house. I just you know look after
her I think she's terrific. Just a typical kid whose Idol happens to be her mother with the gold shines in Randolph Township. I'm Trista Gasper us. And it's time for the pre-Halloween pumpkin sale. Now the pumpkins are probably one of the very few people buy to eat. Dan Hodgson reports that the demand for the fruit is as big as ever. This year's pumpkin harvest may be a little below last year's but no one really knows for sure since no one really keeps track pumpkins are not one of the state's more important crops. Only fourteen hundred acres were planted last year. But cool temperatures in June and below normal rainfall seem to have hurt this year's crop somewhat. Pumpkins have also been suffering from what is called black rot. It passed last for five years we've had trouble with the spotting and rotten before us before the season comes along the native state just don't hold up for the public and they run right away. There aren't any pumpkin processing plants in New Jersey anymore. So most farmers grow the Connecticut field variety. They're large and round. Perfect for jack o lanterns.
Some grow the Boston Merrill pumpkin that's for those few who still make their pumpkin pie from the real thing and not from cans on supermarket shelves. The revered Great Pumpkin that rises over the pumpkin patch every Halloween in the Peanuts comic strip is undoubtedly a Big Mac. These giant mammoths grow to 200 pounds or more. To see one of these flying over the pumpkin patch really would be a miracle. Finally there are the spooky slightly smaller but still good for decorating the front porch. The second graders of Monica township primary school are painting some spooky today and the discussion turned to the best way to eat a pumpkin. I need to see. Some. Of this is she's got she's got good Never. Mind. For. Every scene. You have me that. Gives me. Time. To.
Get. The art of decorating pumpkins has come a long way since the days of simply cutting nose mouth holes and putting a candle inside. But still the overwhelming majority of pumpkins are decorated and not whether it's custard or seed Mocha township Atlantic County. I'm Dan hearts. To you. And that's our nose for tonight.
