Senator Joseph S. Clark (D-PA) is interviewed by NET Washington correspondent Paul Niven. Senator Clark states that the Senate subcommittee on Employment, Manpower, and Poverty will launch a nationwide investigation this spring into the administration and conduct of War on Poverty. Clark says the anti-poverty effort will be preserved but not expanded because of the Vietnam War and the Presidents reluctance to seek a tax hike. He says that even though the Office of Economic Opportunity headed by Sargent Shriver may be phased out, the programs will continue under a new leadership because President Johnson will not let them fall by the wayside. The Senator, who is also a member of the Foreign Relations Committee, says American diplomats have not been astute nor aggressive enough to bring about a meaningful dtente with the Soviets so that an accommodation can be reached on the worlds three major danger spots Vietnam, Germany and the Middle East. He says President Johnson can be re-elected in 1968 if he can end the Vietnam War and free the billions of dollars that he war is costing. Clark calls on the President to continue his efforts to negotiate a peace and an honorable withdrawal of American forces from Vietnam and to build more bridges to Russia and Eastern Europe. Clark, who has long been an outspoken critic of the so-called Senate Establishment says its tight rein on the affairs of the upper house has been loosened by the influx of liberals and moderates elected in recent years. He sees a good chance for repeal in the coming session of the controversial cloture rule which permits filibustering if Vice President Humphrey, in his role as President of the Senate, makes the necessary parliamentary ruling. A leading member of the liberal wing of the Democratic Party, Senator Clark served as Mayor of Philadelphia prior to his election to the Senate in 1956. He was the first Democrat to hold that position in sixty-seven years. MEN OF THE SENATE is a 1967 presentation of National Educational Television.
