Description
Episode Description
Before he was sworn in as Postmaster General on November 3, 1965, Lawrence F. OBrien served five years as special presidential assistant for Congressional affairs for Presidents Kennedy and Johnson. Mr. OBrien is credited by political observers as the man who modernized the White Houses machinery in pulling votes on legislation initiated by the executive branch. Many of the political campaign techniques which he initially employed during the senatorial campaign of President Kennedy have been widely imitated by politicians. In the 1960 presidential contest, Mr. OBrien organized the eager-beaver amateur groups that started Kennedy enthusiasm. Of him, President Kennedy said, Hes the best election man in the business. Of his own philosophy, Mr. OBrien has said, We never say die. Thats our policy first and last. And when asked who would replace Mr. OBrien as the Congressional liaison, President Johnson answered, OBrien. As the administrator of the second largest industry in the United States (with 600,000 employees), Postmaster General OBriens department handles 74 billion pieces of mail a year. In view of the new duties he assumes, correspondent Paul Niven talks to Mr. OBrien about promised improvements in the system, the consequences to those who do not use the zip code system residential deliveries. In light of his political organization wizardry, Mr. OBrien also is asked how he pushes the legislation, why politics is regarded as a dirty business, his prediction of the outcome of the 1966 Congressional elections, and why he chose to stay in presidential service when asked by President Johnson following the assassination of President Kennedy.
