- The Queensborough Elk's Lodge Glee Club sings the National Anthem. This is followed by the invocation by Rev. William J. Rinchler of St. Andrews Roman Catholic Church. Judge Charles Froessel of the board of trustees addresses the attendees. The Queensborough Elk's Lodge performs some more music. Froessel presents the man who is to give the commencement oration, Robert Moses. He briefly notes highlights from Moses' career. Moses thanks the judges he is friends with. He talks of the few privileges that the graduates should expect. We quotes from Paul the Apostle and Shakespeare in preparing the graduates for the future. He lists off his advice to the students (his "decalogue") 1. He tells the students to have pride in their city, even with its insoluble problems. 2. He tells them to be skeptical of easy fixes (and the critics). 3. There are no superficial cure-alls. Be a leader or an intelligent follower. 4. Belong to a party, but don't be a partisan in politics. 5. View every dogma with skepticism. 6. Never fear to be in a minority. 7. Beware of dogmas of equality 8. Beware of extraneous issues - appeals to race, creed, color, and residence 9. Try to guard against appeals to bias and prejudice. (He quotes Wordsworth here.) 10. On writing and speaking - he talks of Samuel Johnson and Arthur Hadley, his idols of youth. He hopes that they learn to write well. He speaks at length on the subject of writing. Froessel thanks Commissioner Moses for his inspiring address. He thinks it was in part addressed to the judges. He talks about those who have served in the armed forces. Rabbi A. Allen Steinbeck offers a prayer on behalf of the armed forces. Froessel introduces the dean of the New York Law School, Dean Daniel Gutman. Gutman confers degrees to the recent graduates. Nathaniel L. Goldstein confers awards to specific graduates. Franklin Nelson of the Junior class at the New York Law School is invited to speak. Nelson considers the meaning of the word "commencement." He paraphrases Kennedy, asking the students to consider what the graduates can do for their profession. He talks about the responsibility that goes with the law. Emerson is quoted as well, measuring civilization by the type of people it turns out. He quotes Thoreau on the idea that people must protest against evil or else they are collaborating with it. He quotes Frost's "road not taken." He asks the graduates to succeed as men. [There is a gap in the audio] The Queensborough Elk's Lodge Glee Club performs further music - including "Danny Boy" and "Climb Every Mountain." Froessel goes on to introduce Philip M. Kleinfeld of the Appellate Division of the Second Judicial Department, who will confer an honorary degree on Robert Moses. Kleinfeld talks about the pleasure he takes in conferring the degree of Doctor of Laws on Moses. He talks about meeting Moses when Kleinfeld was a young man. Kleinfeld reads the citation for Moses' honorary degree - a laundry list of his chairmanships, works as a consultant, and so on. Froessel is proud to have Moses as part of his alma mater's degree holders. Froessel thanks the students, the dean and faculty, and the parents of the graduates. The Glee Club sings "God Bless America." Cornelius Greenway provides the benediction.

- At the commencement exercises for New York Law School, Commissioner Robert Moses acts as the keynote speaker and is given an honorary degree as Doctor of Law. Moses' speech includes his own version of the Ten Commandments for the graduating class. He asks them to take pride in their City, avoid the dogmas of their times and remain informed, and chiefly to write and speak well.
