The immediate example of your life in the practice of your profession have inspired many students to careers in public health or medicine. You high standards of performance have set similar standards for those who have worked with you and your fine influence has been a pervasive one during your professional life. Your major contributions have been in the medical education field Health Services Administration consultation to federal and voluntary organizations both domestic and international and research and health problems. When you retired in 1973 as professor emeritus in the Department of Community Health and Family Practice of Howard University School of Medicine
you had set a tone and a foundation for which we will be eternally grateful. The significance of your contributions in the field of Health Services Administration cannot ever be praise to Howard as director of Howard University Hospital for a period of 11 years and as president of the Community Group Health Foundation which administered the condos a comprehensive neighborhood health center. A population of fifty thousand persons. You pioneered in utilization of neighborhood health workers as early as 1958 as found of the District of Columbia's Public Health Association. You served as the first president later he was elected president of the American public health association the world's largest society of public health professionals. Your research efforts have included studies on tuberculosis venereal disease and scarlet fever as well as studies on the effects of social and cultural
factors on human health and health care. These have earned you the respect of your colleagues and peers throughout the nation and the world. Paul. Retired. Cornelli. Moreover you are a member of the visiting Committee of the Board of Overseers Harvard Medical School. You have served as a trustee for the Menninger Foundation and the dermatology foundation. In 1985 you were the first journalist to receive the Albert Lascar public service award for your work in securing federal funding for cancer research and for your work as a columnist and informing readers about the health care issues your life and work truly embody the meaning of responsibility and humanitarians for you have given unselfishly. As a result of your deep moral convictions your strong sense of responsibility and a dedicated application of your talents in the arena of governance education the trade labor movement and public affairs. You have touched the lives of countless numbers of people not only in your native land Jamaica but throughout
what is known as the third world. Your superb education first at Jamaica college and then has on a student at the London School of Economics. Prepared you in a special way. For what became for you are a life time of labour and indeed of love. For an entire country. The demands of leading a nation are unique and the capacities of a man who can answer these demands effectively continuously are correspondingly remarkable. From 1949 to 1952 You worked as a general. First with the British Broadcasting Corporation in London. On returning home you worked as an associate editor of public opinion a Kingston based newspaper during the last 40 years. You have been actively involved in the trade union movement starting out as a union organizer. The National Workers Union one of the largest unions in the Caribbean. And that same critical 40 year period you went to the field of politics politics
where you were elected to the National Executive Council of the People's National Party as a trade unionist you became the Allen supervisor of the National Workers Union and since 1984 you have held the office of president of that unit from 1964 to 1972. You served as president of Caribbean bauxite mine and Metal Workers Federation in the area of government. You were appointed to the Senate. And serve from 1962 to 1967. And then won election to the House of Representatives and subsequent 1972 76 and 1980 election you let your People's National Party to a landslide victory in 1972 becoming Jamaica's fourth prime minister. In 1976. Your victory was duplicated in February 1989 you were elected prime minister of Jamaica for a third time. You have directed your whole bean to the unhearing
quest. For the total health and well-being of a nation and you have endowed. The nation of Jamaica with a clear understanding and a vibrant appreciation of human value. Michael Norman Manley. Because you exemplified the essence of leadership which will forever be etched in the rich history of the people of Jamaica. Howard University is proud. To honor you. given to Carmen Elizabeth Taylor. Dr. Dickason will be presented by the Honorable John R. Dellen back member of the board of trustees. Mr. President I have the honor to present to you Dr. Delores. Polly Dickerson to receive at your hands the honorary degree doctor of humane letters. On behalf of her sister. This is Carmen Elizabeth Turner. Carmen Elizabeth Turner a professional administrator. A dedicated volunteer. And exemplary citizen a devoted family member. Led a productive industrious creative life of enrichment and high achieving with more than 30 years of federal and local
experience. She was appointed the undersecretary of the Smithsonian Institution in December 1990. In that capacity. Ms Turner. Was the chief operating officer for the institution with responsibility for operational oversight and direction of affairs and activities of the largest museum complex in the entire world with an annual budget of over 400 million dollars. Prior to joining in with the Smithsonian Mr. Turner served as the general manager of the Washington Metropolitan Area Transit Authority in Washington D.C. for seven years under her leadership. The metro rail system group I'm 42 miles and forty seven stations to 73 Moulson 63 stations expanding by 40 percent in the fall of 1990. Ms Turner secured a firm commitment from Congress to fund the completion of the full rail 130 Mao system in recognition of her
remarkable accomplishments. The American public transit Association shows the Washington Metropolitan Transit Authority to receive its public transit agency Outstanding Achievement Award given annually to the top transit agency in North America. This was followed in 1989. With the association presenting her with the Jessie L. Hall. Award given annually to the transit manager of the year who has done most to advance the urban transit industry in the United States and Canada. Her deep sense of community and her unfailing commitment to further the further the betterment of the society led to serve her to serve as volunteer with many groups always keeping a sense of divine hand to ensure a richer like wall. She was a member of the Board of Trustees of Howard University. George Washington University. Debbie ATV TV in 1988 she was appointed co-chair of the District of Columbia Committee
on Public Education Committee established by the federal city council to conduct an independent assessment of public schools in the District of Columbia and to develop a long range plan for improvement. She also found time. To be the co-founder of the conference of minority transit officials. The record of her life is an eternal monument and recognition of her leadership. Of our untiring efforts on behalf of so many of her legacy of greatness. How would University honors common Elizabeth to her. Therefore by virtue of the authority vested in me by the board of trustees I do now confer posthumously upon Carmen Elisabeth Turner the degree doctor of humane letters her nurse casa. I also direct that her beloved sister Dr. Dolores Polly Dickerson. Be invested with the hood appropriate to this high degree and presented and present her with this diploma and citation.
Ladies and gentlemen. I am extremely honored to introduce to you our commencement convocation speaker. Dr. Benjamin L. hopes. Introduce really isn't the right word for Dr. Hooks. For Dr. Hipps is known throughout this man as a leader who has constantly challenged America to do what is right and to do what is just for all of its people. Dr.. Hooks.
Is no stranger to Howard University commencement he delivered the commencement address here on our campus in 1975 receiving an honorary doctorate degree at that time. So we just don't welcome Dr. Hooks today. We welcome him back home. And in these troubling times when we have been confronted with fresh and unsettling evidence. That the cancer of racism threatens the very heart and soul of this great nation his powerful voice is needed more today than ever before. Witness the fact. That. In all the dark the book has done he has been a strong warrior against racism for more than 15 years he served as executive director of the NAACP steering the nation's oldest civil rights organization to the forefront of the leading issues that impact minorities and the poor whether the issue has been economic sanctions against South Africa. Voting rights at home under his leadership. The NAACP has been out there you know and I know that the
NAACP has always been there for us. When we needed it. While Dr. Blix has announced his retirement as the NAACP executive director. A year from now we know that he simply will be carrying on a battle on another front. He has done that before. Indeed though perhaps best known for his work with the NAACP. Dr. Hooks has been a true renaissance man. He's an ordained minister as you will find out first who is Pastor or leave at churches in his native city of Memphis and in Detroit. He's been a successful businessman serving as co-founder and vice president of mutual savings and loan association mentors for 15 years. He is a lawyer. And he's been a judge. Making history in nineteen. Sixty five when he became the first black judge of Shelby County. Ms. Menippus criminal court. He made history again in
1972 when he became the first. Black member of the Federal Communications Commission. He also has been a career in television has had a Korean television having produced or co-produced series which aimed to accentuate the positive in black life. And having recently joined WBL in Baltimore as a political analyst you know these are just a few of the highlights in the stellar career of our commencement speaker. We are especially fortunate. To have him with us today for an addition to his exceptional accomplishments and exceptional commitment. He is indeed a powerful orator. As those of you who have been or who have heard him before. Well we'll find out. And those of you do not we'll soon know. My friends. I present to you our commencement speaker. Dr.. BENJAMIN. Oh.
Thank you very much. I have my watch out because I want to help. With your prayer. Dr. Jennifer. To live up to the tradition of Johnson maybe Rich and she and that the rain won't fall until we are through. Lucky for you we are. And because course Chairman Smith and trustee grace that I was only speak 17 minutes but after what happened last week I said I was going to use my full 20 minutes. It is indeed a joy. And thank you Dr. Jennifer for that very wonderful introduction. And I'm glad that you read every word that I wrote. You did it very well and I want to congratulate you for it. I was here. A few years ago in 1975. I have a nice graduate and then I have a niece graduating in the class today. Howard has many vivid memories of me. It was my joy to attend here. For a few months during the war years
and I shall never forget that occasion to the faculty the trustees the students the graduating class. And to the mothers and fathers. Of these marvelous graduates who now will have the burden slip away and who can say how I got over. Oh my lord. Congratulations to the mother and father. You did a great big hand right away. Seeing as our mothers and fathers and parents. And those who stayed with us Howard University stands at the very top. Of educational achievement it is the largest. Black run institution. Grades are private in the world but of the more than 500 billion dollars contributed in great names to the legacy of America. And I know that you are proud and that you will do your part. To see to it. That the name of Howard University still shines in
1965. On June 4. 27 years ago. Then President Lyndon Baines Johnson addressed. The graduating class and he reminded us. Of the disparity that existed between black and white in this nation and said on that momentous occasion it is not enough. To take people who have been deprived. Oppressed. Humiliated by. And then all of a sudden announce you as good as anybody. Go ahead and run the race. And on March 3rd 1991. A young black man. Rodney King was arrested in Los Angeles California. He was not arrested for murder. He was not arrested for rape or robbery. He was arrested believe it or not for speeding. And when the police began to beat Rodney King in the providence of God that was someone with a video camera and for 81 seconds they
recorded a brutal unmerciful beating that tape reveal that he was hit and kicked 56 times. And it is amazing. That out of that happened. That videotape was played on television time and again African-Americans did not right. We did not set cities on fire. We waited patiently for the American justice system to finally do its job. We waited. For 14 months. And then on April 29 1992 an all white jury in semi. BONNETT California came back with one of the most stupid in comprehendible unfair unjust verdict that this nation has with those of you had a chance to see them pronounce. Time after time. Not guilty not guilty not guilty. And out of that. Arose a rage a violent.
For black men have been trained all of their life by the tradition of the black community. Do not trust the police force. We understand that most of the police forces have fast and dedicated. But that is a minority of those rogue cops who will destroy it and beat us down worse than they would a rabid dog. And it does seemed that the jury gave a verdict that turned the police force loose on every African-American male in this country something happened the compact was broken the contract was abrogated. And across this nation we saw the race. I just left Los Angeles and saw the miles and miles of burned down buildings. We deplore the violence that is that took place in Los Angeles. But by the same token we deplore the violence that is visited upon the African-American community every day of our lives. We deplore the economic violence. Where we live in an environment where those too little for too many. Wow the robbers take the
savings and loan association and destroy them and leave a debt on us that will take our great grandchildren to pay. We deplore the educational violent weather school system held overcrowded classes under trained teachers who many time don't even believe that the students can learn. We deplore that educational violence by the education of a president who does not seem to understand what education today is all about. We. Deplore. The political vows. And we say today on politicians both Democrat and Republican were tired of you come into our churches to our institutions. When you look around vote and help us sing We Shall Overcome and then forget to come to see about us. I'll tell you what our vote again. Are tired of political violence economic and educational value and wish like. For. All Fed. And go take it no more. I. Will take it no more. And so what.
Does this say. My beautiful young daughter in. This graduating class. From this great institution. What does it say to you. And let me say first of all that you must not lose hope. The days may be dark. The nights may be long. The weather may be cold but you come too far. To turn back. And so I want to turn just for a few minutes to four words that cover the minds. Of four the greatest African-Americans who lived in this nation. Now I read in the paper the other day that. Young people are tired of hearing about. The. War heroes. But let me say notice on the white media. As long as you brag on Thomas Jefferson and George Washington and pretend that Columbus discovered America we are going to brag on Frederick Douglass again the truth. And Harriet Tubman. We are going to talk about Martin King and Malcolm. We want you to know we have heroes of who we are proud.
Like. Let me bring these full works vote. Grima try. Really the first word come from the mind of Frederick Douglass born in eighteen 17 and Marilyn. Lived unattached on the slave plantation of a very cruel taskmaster decided before he was 21 that he would no longer submit the physical beatings became a runaway slave came to Baltimore and finally Washington confidante of presidents a world traveler. And on one occasion he said the slaves cannot. Vote themselves free but free men can vote themselves slaves. I'd like to just say that one more time. Slaves were not given the ballot. Slaves were not given the
choice. Slaves were not given an opportunity to vote themselves. Free but free men. And since we now have women's suffrage. We women can vote themselves silly. I say to you that America has the worst voting record of any Western democracy. It is inexcusable for you young people highly trained not to become involved in the process of voting. It does make a difference for the hands that pick the cotton can be the hand that picked the next president of the United States of America. And we must always use that balance. Remember the suffering. Remember the pain and it makes me angry to see some people try to pretend that voting doesn't make a difference. The other day just before Christmas I went back to my county. Clarksdale Mississippi. The last time I was in Clarksdale the shell came close to killing me. And so I went back against my will.
My wife was driving as soon as we got. Into Clarksdale. I saw the light. On the cars flash and the sirens came on. I awakened real well and I said to myself Oh God. 30 years ago all over again. The sheriff's car pool right in front of me and I don't have to deal with southern sheriff you get out first and walk to them in the wind. The sheriff was so tall I could see nothing but Id badge the pistol Billy club in his hand handcuffed jangling and I was trying to think of what I would say and imagine my surprise in a booming voice said Mr. Hooke's Welcome to our town. My name is out to make a big black man with a share of the whole county and I'm here to make you feel welcome and take care of it. It does make a difference to have a black mayor of New York and a black mayor of New Orleans. And we must never forget it. If I am not bound by nature but if I had my way on Election Day you
state who might get a green stick and beat you from wherever you are to the polling booth. Let us never forget. Let us not vote ourselves lead. The second word comes from Langston Hughes a great poet. If you not avail yourself of the privilege of reading the have known river ancient dust you read. My soul. Has grown deep like the rivers of that beautiful poem. Boy. Life for me ain't been no crystal staircase but the world I leave with you today is when Langston Hughes said. Never. Lose hold of your dreams without dreams. Life is a broken winged bird that cannot fly. Your mothers and fathers. Your grandmothers and fathers.
Those who labored. Doing the 244 years of slavery had a dream and that dream was that one day we would be free. I can hear them sing it all freedom. All freedom over me. And before I be a slave I'd be buried in my grave and go home and be at peace with my God. They had a dream. Harriet Tubman is a journey of truth. Phyllis Sweetland Benjamin Banneker. Charles Drew. The late Montague Cobb who labored near. Mordecai Johnson. Another had a dream that one day we would be able to stay on the top of the mountain. I know that the Rodney King beating upset us. I know that the verdict of that jury made us I. I got physically sick. But we cannot afford to give in. We've come too far. To turn back. I don't know about you. But I decided to go until cheap Gates. Like I told Bull Connor like you told Bull Connor in the sixties. We're not going to let you disrespect us. We've got something in us that bullets can't shoot out.
Dogs can bite out fire hoses can one out. We've got something within us that makes us men and women and we've got to stand up and keep on moving because we have a dream of a city called freedom and we have decided if we can't have justice then nobody will have justice. But that is what the fight is all about. That's out really and that's what we shall achieve. Never. Lose hold of your dream. And then from Benjamin Elijah me born in 1895. In South Carolina. Died in 1955 in Atlanta Georgia former dean of Chapel Hill Howard president of Morehouse. For 27 years. And I just beg you to read the marvelous sermons. Read his book. Born to rebel. Now remember on one occasion Dr. Mays and here I am.
With an earned Ph.D. degree traveled across the world in conferences. President of a great college and yet. In my state in my city of Atlanta Georgia. Because I'm black. I cannot even vote in the Democratic primary. But in spite of that. Been maze did not give up. And if I have any great message to leave that day it will be. Don't give up. Don't lose hope that the dream been made said on one occasion the tragedy of life is not having tried and failed. The tragedy of life consist of never. Having tried it. At all. And so we must keep on trying. I know that it seems that sometimes the deck is stacked against us. When I went to California just a few days ago and traveled through south central Los Angeles.
Saw the burn it. Saw the people standing there with tears that night. So many of them who unfortunately had lost their home. I can understand the rage and I can understand the frustration but we must keep trying to make America a better place. We must work. To see to it that this will not be another watched and that 20 years from the day will go through it all over again. We must while we have this defining moment while we stand shoulder to shoulder with many white people in this nation who also revolted by the verdict in the Rodney King case. We must work to humanize the police department. We must make sure that there is a police to begin with you board in every community so we can read the Nation of these police but who do not know how to be policeman and let them know how it feels to be older or allow the end of that Billy club. We can do it if we work together. We must work to see to it
that there is police psychological profiling and testin and that we take off the police force. Those who do not know how to react. And finally we must make sure that we diversify the police force. And have more women and women not on these police forces in order that we can be sure that justice will come. And finally we must say the Marlin Fitzwater there's no need to stand in the shadow of the White House saying that the Great Society problem caused a riot that is not true. And we want you to know from the top side of heaven to the bottom side of the hill. We know you're not telling the truth. Mr. Pitts want to get your message straight. The Great Society problem did not cause a riot. It was because of presidents like Reagan who went around looking for the welfare queen. And that the savings and loan crooks get away that we now have poverty in our streets. We know the truth. We're not going to let you tell us that on truth we must say to President Bush let us be concerned
as concerned about Sacramento as we are about Saudi Arabia as concerned about Los Angeles as we are Lebanon. The concern about a home is in America as we are about those who were just disposed in the way we have to take care of America. We have to spend some of these billions of dollars to see to it that the homeless have a place to sleep that the job is have job and that those who work all day and then do a part time job can make enough money not to have a food stamp program to keep them alive. This is a challenge that I would leave with you and let's keep trying. The NAACP some folks say is old fashioned and out of date. But isn't it strange when the troubles come they come to see about us at the NAACP and we shall keep on trying. We shall keep on fighting. We have our. President. Who did not seem to know which way to turn. We have a timid Kanwisher. We have a Supreme Court.
And I'm convinced that if you took the brains of the majority of the Supreme Court and put them at the head of a bird the bird would fly back forever and ever and ever. But in spite of that we must keep on trying. And finally. The words. From a great black woman. Mary. McLeod Bethune born. In South Carolina in 1875 the daughter of foremostly. Can you imagine what it must have been like to be both black and a woman in 1875 every drop of blood and every step of the year. But Mary but you did not. She did not have to harp on the will but got an education went down into Florida. Founded Bethune-Cookman Institute in college where thousands of
our best and brightest minds have received that training became an adviser to Franklin Roosevelt. Traveled the dusty road to the south. And all over this nation. And she was using that term black before it became popular. And I remember one day going to hear Dr. Bethune speak the Treen on which he was right. Was late. But when she bounced in it looked like everybody in that. Room stood up. Because we'd recognize her as a truly great woman. And when she spoke that day she talked about riding across the countryside on the train looking out. She said I saw the green of the sky. The grass. The blue of the sky. The birds as they floated through that. The river rushing toward the sea. And I thought all over again what a great God we've shared. And then I looked down. At my paper. I thought about all of my problems. I
thought about all of my birds. I wondered whether or not I could meet the payroll. I thought about the burdens put upon me because I was black. But then it dawned on me that the God I sir. Does not allow the sun to shine one single day. Without shining Also on me. My brothers and my sister young graduates. But God we share. Is still on the throne. Something in this universe. Tell me the offer the universe may be long but it bends toward justice. Truth shall surely arise again. A lie cannot live forever behind a frown in Providence. God still had to smile and face. If I could reach from pole to pole it was Grecian with a spanner. I still must be measured by my mind. The mind is a measure of man. Somehow I believe that is going to be all right. I get tired sometimes I get discouraged
sometimes Hadia may be the fight right may often yield to my goodness a while may reign and Satan's cause may seem to gain. But remember there is a God who rules above. Had a power and a heart of love. And if I'm right he'll fight my battles. I shall be free. No.

Like. It. I'll tell you I've been in lots of ceremonies for. You. And. He made sure that all the seas had a very sweet throat. He does not want to waste time because he doesn't want to see the. Robot because now is the time for all the official comments. That. Means. It is. Back. Officials. Say. They. Are. Graduates. Of the great run first. In. The nation. I like the way that sounds about the rest. Of. The. It really is. I want to impress upon people once. You. Realize. That no one else in the country. Dies as a symbol of African-American culture something very rare for a college graduation.
JEAN. This is largest. This is the only remaining city in the United States in the world. So what we're witnessing here are two African-American history. You mentioned that only a doctoral candidate will walk across. The. Stage. To. African-Americans. Can any of. Them that says a lot about. What the universe. Is. About as has the seriousness. With which they take. And the people. Just. Get on this campus and a lot of these people right now are the young people who are just going to be thinking I'm having. A little. I don't see snooping but a little investigating. Just. So in fairness I think you have to give credit to that while we pass the questions we need to get to the audience. And your daughter is graduating today I think will looked awfully proud
and everybody loved it more didn't. Yes she tell how about any Georgetown student in the communications department because she you Tracy Gholson she graduated today and a lot of them are already here and that's a side note I think it's great thing it is investigating and having to make its way through those waves that people. Find. DAVIS Not only did we just get a little bit more evidence about how this all came with. The job. It turns out that we really just can't get. That. Straight but we know that. Do is right. And special money. Is being honored. But for I'm very. Careful. To. Say. That that has for so many years. So many. Great minds. And all of the
statistics show. Respect to. Education with respect with respect to achievement of African-American voters. But this university single area. That. No other has responded to it in a way that makes us all feel very proud and. Grateful. You're right about that. And I think that his reasons for we are so we must always remember that door. You can imagine having just come from the federal government is to get some. We have received months honestly during Republican administrations a great deal of support. It's only fair. To say. That. Many people. Like Howard University particularly in the professional schools. A dental school in the state eight or nine cents that's right percentage.
And so on said that to meet. The demand. Of those. Needs to be literally in diversity. Thank you. History in this limited way. Will control your wisdom all we pray.
