And could the $810 million of federal RTA grant money be used for something else? Both Republican gubernatorial candidates have spoken out against high speed rail. Milwaukee County Executive Scott Walker wants to use the money to rebuild Wisconsin's crumbling roads and bridges. Walker's opponent, former Congressman Mark Neumann, wants to use the money for tax cuts. Wisconsin Office of Recovery and Reinvestment managing the funds says no. If Wisconsin does not use the money on rail, then it would be returned to the federal government. Both candidates have said that a Republican Congress, if elected, would likely allow states to shift the money to other purposes. Lt Governor Tape, Art Hackett profiles the Four Democrats, Five Republicans, and one Libertarian running primary for Lieutenant governor -- TOM NELSON, JAMES SCHNEIDER, HENRY SANDERS, ROBERT LORGE, BRETT DAVIS, REBECCA KLEEFISH, NICK VOEGELI, SPENCER COGGS, DAVE ROSS, TERRY VIRGIL, Fact Finder # 2 - Road in Canada, Road to Canada' - Hackett investigates Republican Gubernatorial candidate Scott Walker's attack on his opponent, Mark Neumann, for voting for a bill funding a 'highway in Canada' answering the question: Why would the U.S. Government pay for a highway in another country? The Alaska Highway was built during World War II to allow defense materials to reach Alaska. It was a two lane dirt road. In 1977, the U.S. and Canada ratified the Shakwak agreement which provided joint funding to pave the road. By 1998, that pavement needed replacing and safety improvements. That's what the bill Neumann voted for covered. Under the Shakwak Agreement, the United States pays for construction. Canada pays for construction management, right of way, and maintenance. analysis of primary election, Tuesday's primary ballot is weighted more heavily in contested races among Republican candidates.
