Oh. In one of its first acts the legislature of the new state of Wisconsin established the University of Wisconsin at Madison. It opened an eight hundred forty nine with 17 students. Congress uses constitutional powers over federal lands to aid young educational institutions. The moral or Lang Grant Act passed in 1862 granted every state thirty thousand acres of land for each of its senators and representatives. The land was to be sold in the proceeds used to create and maintain and agriculture and mechanical arts college. Wisconsin received two hundred forty thousand acres under the act and soon after the state increased its support. The financial catalyst provided by the moral act back in 1860 to help shape the University of Wisconsin-Madison into one of the major educational institutions in the world.
