One can like of course can guess or speculate what goes on in the communist mind. But but but let us let us what. What we're talking about when we use the term blues. We are not the aggressors they are they are what our policy is and Vietnam is basically not to extend American influence but it is simply to defend the right of peoples to be free and to select the kind of government they want. It is the Chinese who are embarked on an aggressive course of action. And what we really get down to is this. Unless we find a way to stop indirect aggression in a place like Vietnam our failure to do so will be the green light for the hardliners in communist China who are in a majority there and the hardliners in the Soviet Union who are presently in a minority to step up indirect aggression in the Congo and South America all over the world knowing that when the US has
its hands called We will not step in to stop it because of the risk of war. I really like that people of the day with us. What we should do when they are. Drilling military power within 5 10 years whatever their capabilities are they will develop. Regardless of what we do. What is involved here is in effect to let the Red Chinese know in Vietnam as we in effect let Khrushchev know when the confrontation in Cuba that the United States will not stand by and allow any power however great to take over another country by aggression.
