- Sid Cossin introduces segment. Ronald Reagan addresses Lieutenant Governors' Association meeting at St. Francis Hotel, San Francisco. Reagan praises his Lieutenant Governor, Robert Finch. Reagan proposes several constitutional amendments. Ronald Reagan praises Robert Finch for supporting his beliefs. To avoid having a Governor of one party and Lieutenant Governor of another, which illegitimizes government, Reagan proposes an Amendment to make people vote for Governor/Lieutenant Governor as a team, not separately. He also wants another amendment to limit the governor to 2 terms. Cossin interviews Jesse Unruh. Cossin asks if California government is in decline from special interest control. Unruh believes the California is in the best shape of any state. He mentions some restructuring of committees necessary, and the fact the Legislature has not resolved the Governor's tax increase. He blames higher education leaders for allowing Reagan to push them around. The Legislature gave back most of the budget, but the Governor "whittled" it away. Such an action could have dire consequences for the future. After the speech, Cossin interviews Jesse Unruh about higher education.
