low i'm james day general manager of kqed in san francisco the program you are about to see from deals with a subject which is controversy or delicate and to some downright unpleasant and dealing with the subject we were mindful of the fact that he's surrounded by a good deal of sensationalism and morbidity we were however equally mindful of the fact that a problem however unpleasant and its proportions in nature's does indeed exists it is the nature of our social system but the first step in the solution to a problem is a recognition of the problem a gathering of the facts and a discussion of these facts in our convictions about the nature of the problem and its importance we discussed it with a great many leaders in the field of law medicine and religion we found that they cooperated our conviction about the problem and thought as we
did that it needed to be discussed many of these people you will meet in the minutes which follow one of them the chief legal officer of the state of california has written as a letter which i would like to repeal he says the problem of homosexuality is age old in ancient greece and rome this condition was apparently accepted as a way of life in this country the opposite is true in fact it's hard to find any subject about which the feelings of society are strong with all the revulsion that some people feel toward homosexuality it cannot be dismissed by simply ignoring it presents it as a subject of deserved discussion we might just as well refuse to discuss alcoholism or narcotics addiction that review to discuss the subject it cannot be swept under the rug it will not just go away by itself and quite possibly an object of discussion of those conditions might lead to a broader understanding of the subject
this program attempts to explore the problem of homosexuality to cast light into an area in which the shadows have long been the letter is signed stanley mosque attorney general state of california has eighteen percent of all american men were at least three years during their adulthood have as much or more sexual experience with other men as with when that's the estimate offered consumers of sexual behavior in the human male in other words approximately fifteen million men in this country have or will have prolonged or sexual histories when this fire the person becomes no news in truth rejected law
law last may eighth or law all this is a program about homosexuality what causes his original fort what does the homosexuals saying about his condition what a society feel about the homosexual to answer these questions there is dr margaret mead world famous anthropologist and associate curator of the american museum of natural history in new york homosexuality is not only found in great civilizations like the civilization in the united states but is found among peoples that every level of culture among very simple people in the arctic out on south sea islands and among the grave where like tribes of the american indians it was founded ancient societies
and there are also some societies where homosexuality is virtually unknown i myself work in with one group in new guinea where there was not a single individual who showed any signs of identification with the opposite sex and where the people themselves did not recognize homosexuality at all but when we look at the whole world over both in terms of the anthropological studies primitive people and historically it seems very clear that where there are not homosexuality occurs to any extent that isn't entirely a matter of culture now of course there's certain biological cues that culture xl human beings like all young mammals are playful and a kind sexual rock house and play is one of the things that characterizes young mammals everywhere in the world so that there's a kind of playful
alma sexual behavior that is found in a great many societies that we can think of as a prelude to courtship and later mature maybe then also there's soon to be empty a small number of people not very many but a small number who are born with a definite physiological band towards identification with the opposite sex and they occur in every almost every society of whether they do anything with them or not is entirely a matter of culture and that they give cubans if you had one man in society that would rather act like a woman dressed like a woman and many others can follow his example if they wish to and family and this is probably more responsible and high civilizations as soon as a cultured begins to discriminate between individuals and any woman is not the same as any other woman and individuals can be seeing
in terms of their temperament and personality he will also be at formation of relationships that independent of sex and this is characteristic of sophisticated high civilizations or personality matters now beyond that a society may approve of both male and female homosexuality it may approve of one an absolutely forbid the other out there maybe regular expected roles for the highest sexual so that other women will look at small boys and say a particular ones probably when you grow up and you're going to be a transvestite their american indian tribes where the transvestite who can do everything a man can do and everything a woman can do is regarded as superior to either be hot peppers actual man or the heterosexual woman and as one american indian tribes where pears and then quotes marry each other and even pretend to have children so that throughout the world whether it's a question
of the relationship between teacher and pupil as in ancient greece or between parents of young lawyers or whether as among some of the siberian tribes all religious practitioners both men and women were transvestite we find that society the patterns from a sexual behavior in society that tells young children that these are possible roles are impossible roles and it's a savvy that treats the practices of homosexuality or the identification of an individual is only interested in playing out this particular among the sexual role society the treaties either a sacred as or profane as preferred or as criminal and society in the turns those individuals who either by our physiological band or by psychological experience in childhood or sometimes by occupational
choice because a religious choice or an artistic choice prefer exclusive or partial homeless actual practices society there that says that this is either good or bad behavior and equally their societies that are so aggressively heterosexual that they deny two individuals even want her tenderness or friendship towards their own sex so that if we look at the whole world over we all that we know about people in each period of history we have to say that homosexuality is a potential of human beings and human beings our deeply bisexual and bisexual at different periods in their maturation and whether the society is going to assign one or sexual behavior to adolescents or to adulthood i was appropriate for some men and no
women are some men and some women or to blow it all together are treated as a crime and condemned those individuals witnessed the actual propensities to living a life as x thousand crime and criminals this is entirely a matter of culture society has set up the way sex is to be named and it is weak in the part of society that is able to change to change any one of their attitudes towards this question as they wish the role of the worker who have covered for the whole problem of the home with a jewel of the city what we know about the cause of what the homeowners who want to go home former director of one reporter quoted president of the american psychiatric association i've been a psychiatrist for forty five years and defended the deal of time studying
problems of homosexuality at one time i carried out a four year we are complex deviation in the state of california even a simple question mike lahti of homosexuality of hard to answer which they only person convicted of home with actual time we get a very an adequate id of the whole problem i'm going over here have heard plenty of complications which provides individuals up in the seven different groups with very interesting here are numbers that we have the completed home with actual individual who had encrypted only in homosexuality in math and have her sexuality here's number three we have the individual who is fifty fifty half home effect or half heterosexual year and zero we have the individual who have no interest in homosexuality and it's completely had heard that
that's a great victory between different individuals between individual who had completed home affect show and the other individual or perhaps it's predominately have her factual errors in one and two but occasionally home a factual we also find that there's a group a former federal prosecutor sure they have no rail have an effect you're trying to like have her factual prosecutors usually get no satisfaction from that experience there but do it so it for the money then we have in the video that come with actual candidates who have never had any overt sexual experience and they divided and that will grow longer an individual who have contests come with sexual drive and who are attracted actually by members of their own facts but not by individuals of the opposite that in other words they
control their behavior on the conventional than just at their many women were attracted actually by members of the opposite effect that you remain virgins finally we have individuals who will affect who attended they are prevented in the unconscious very depressed or unconscious form a factor but the private funds that they may find that the individual unconscious come with sexual desire or affect your behavior and emotional life but that other content level individual from the earth and know whatever affects show and movie much of that if anyone claim that you have the homosexuals therefore hundred affecting the problem of homosexuality we must not fall into the error of assuming that all individuals were labeled are exactly alike generally patients become more difficult and affecting the problem people
generally think of the group that we refer to as they over the fiat is interested in the overtone with actual lead a fairly active whole effect july and who may be responsible for initiating others in the homosexual activity the late and homosexuality it's ordinary no legal or for theological problem a load of low latency home with sexuality mayor of all the new rocket eighty eight year which brings him to the guy returning to be overcome with actual we find that professor candy have been very interesting that the prevalence of homosexuality although he and how they did that he did not have a random collection of the total population according to professor of corporate than a vault of all male are completely home with actual
them have only home of actual activity the convert them are more home effectual on heterosexual unmarried theory with afro and finally thirty seven percent and have at least one home with actual experience leading to orgasm after abdullah give the thumb idea of the magnitude of the problem if we realized that one man out of that more home affect show and have heard that every possible to diagnose the moment that shook him played by the human talking with humans many home with actual claim that they can do that and psychiatrists who've worked a great deal with home with actual and undoubtedly thought a majority of that on the other hand the average individual would fall down very badly in attempting to do that they're the common idea that the male home effect throw it effected by
body they'll get the general they hear it through that that almost anyone can find a certain group of homosexual by verdi and then they get a feminine dress and feminine man the type of haircut youth of perfume and even with that effective amount of fury warner well if the manner of them behavior maybe pray however there are plenty of male home effect of the broad shoulders have a male thing to be the epitome of masculinity it has been claimed by many observers that homosexuality have more frequent among athletes important than the military for the group that would seem to be the symbol of masculinity freud regarding homosexuality in the arrest of sexual development and homosexuality in one faith and with
all individuals have the part of the fact that now then i feel that like a logical factors are most important and coughing on the facts you out they amplified the early developmental year ago the child wouldn't radiation fifth of the father and the mother of having a profound effect on the final pattern of the individual sexual behavior other of amplify the effect of the whole cultural patterns and feel that it may very well affect the importance of actuality and particularly the amount of overtime effect throughout time permits only a very brief mention of methods of treatment in general difficult and particularly so in the group of so called complete on the factual much will depend upon the individual the attitude and the chain troy didn't help with not too optimistic about curing with
sexuality in a letter to a mother who wrote him about her fun he gave the account of its own views i gather from your letter that your family have a whole effectual i'm most impressed by the fact that you do not mention the for yourself and their information about their question why you avoid the full effect relative assuredly no advantage there's nothing to be ashamed of notifying the degradation cannot be classified haven't don't we consider it to be a variation of the sexual function producing a third of sexual development many highly respectable individual the ancient and modern times have been homosexual beverly great michelangelo leonardo da vinci the great impact the protective helmet sexuality of the kind of appropriate to if you do not believe they read the works but how our tail by asking if i can help unite voters like anabolic comfort to
elevate and make normal have a sexuality they could play and three of them a general way we cannot promise that exceed certain number of tape if we could lead in developing the blight in terms of actual candidates that are present in every home affect all of the question of the quality and the age of the individual or a goal of treatment cannot be predicted but an elephant can nuclear found around them and every line the unhappy new rocket torn by conflict inhibited in the social life and now that neighboring in harmony group of mine for patiently for a very remain the home affect show fargo what do other homosexuals think about the so called queens what other feelings about themselves and their place in society the martian society has its headquarters in san francisco and offices in new york chicago boston and done for its aim
to help its own members with counsel and legal advise and to attempt to educate the public on homosexuality there are three members of the magician society harold call president don lucas executive secretary and less fisher we think this weighs on the queen represents actually a small minority within the o or sexual grouping but to the public this is a stereotype view our picture by which all homosexuals are judged these people actually in most cases are not even like my the rest of their owner settled resident because they have pressured rejected themselves and they feel that society has rejected them to dispel part of history and i picture reform the magazine's deciding
which has as its purpose work in education research and social service in this whole problem there were never seeing those low lands of avastin southern europe it actually means little full humanity as in the medieval ages we're the court jesters the clouds the soothsayers that the thousands dead behind the throne and that often speak the truth inspires fear of consequence the purpose of the organization is to publish a magazine for public discussion forums and to educate and judy or sexual individuals and in groups in various ways it's not end our position nor is it an organization for homosexual contact we are calling for a change of law because we know the number of homosexuals is lard speaking of the number of the homosexuals here it is a common misconception i believe that in the whole sexual abuse
congregated in such a large cities throughout the country as new york's senses center but i think that we can safely say that homosexuals from everywhere in every small community every rule districts throughout the country because we received letters from other such places in canada wyoming chapel nebraska or hickory tennessee all of those places and at many of these letters that we receive show that the individual there is looking for assistance with a particular problem a personality problem that he hands he's an elite protecting young is one of the important question of medicine but we know the longest serving members must always be in force in this country and our culture less you think marriage is good or bad for homosexuals as a cover up perhaps world having been married myself i
would like to say that i think a good many homosexual people would not be homosexual had they have had a heterosexual experienced early in life but i certainly wouldn't recommended it secure in any way shape or form from sexual well i wouldn't say what this bring about they actually say challenger to a girl for instance to change an insect or the spokes will meet girls and others have felt that challenge summit in gaelic or secular one of west georgia because they are very thoughtful partners and consider it and being out on vacation so little second was a security risk is that there's another thing that is of great concern to us that is the law itself public attitude and the stigma that exists against homosexuality which doesn't may in some instances make a homosexual a security risk
by a large if these laws were changed we find i think that the homosexual is no different than anyone else except perhaps in is joyous little about the desires the same same kinds of rites to live these live freely and without interference to pursue is happening us is responsible citizen and to receive the benefits of prostitution rights due process protection of the wall that all of us enjoy benefits and protections of the law what law in what state there's mr overpeck lawyer lecturer at the university of california a basic ago a little realized fact is that the statutes in this area for the most part are not being that homosexuality is such but rather they are aimed at certain sex acts irrespective of the gender of the participants
i'm not primarily concerned here with offenses with are homosexual or heterosexual involving children or those enacted forcefully or those done in public view i'm going to let my concern to laws governing private adult behavior between each weekend something persons who are adults with respect to this period the basic fact is that the wars which have been aimed at controlling such conduct are and have proved to be unenforceable most of our states have statutes which punishes criminal a wide variety of sexual activity adultery for example but these statutes are largely dead letters because they are unenforceable since kinsey pointed out for example that one half of all married males at some time during their lives and that the doctor's acts we should more week to attempt to enforce the statutes be confronted
with the probability that our country would have to be turned into a jail now what sorts of acts do the statutes and questioning that nearly all of our states have laws which punish sexual activity of unfortunate but nature and some now of course these acts may be performed by married couples and that is a fact of some interest that married couples are frequently urged to engage in such activity vitamin e marriage models which are widely available today in addition to married couples been capable of behaving in this fashion almost any other conceivable combination of human beings may also the penalties in this area for such activity are extremely severe in maximum terms they range from for years to life imprisonment and frequently where prisons are convicted of such offenses they are required to register with the local law enforcement authorities and the state registry and to re register upon every change of address these laws are
frequently incredibly self contradictory and totally irrational for example in ohio lol chapel sex acts if they are engaged in by females are perfectly legitimate if they are engaged in by males they are criminal if they are engaged in by married couples and the female partner is active the crimes committed if on the other hand a married couple engages in this activity but the female partner is passive again the committee is perfectly legitimate and ohio was no exception nor is it in any way unusual clearly if we were going to enforce these laws strictly we would turn the country into a police that if not a lunatic asylum happily the civilized trend is away from criminal punishment private consensual adult sexual behavior
history has shown that these laws do not work to achieve the purposes claimed for the added to the lady at the time of the trial of oscar wilde lake illustrate the trend which i'm tempted to point to hear she was asked what she thought of so called deviant sexual behavior engaged by adults and what she said was i don't care what sort of sexual activity at the person's behave in or engage in so long as they don't do it in the streets and frighten the horses but the laws are on the books how are they enforced can they be enforced as thomas mensch district attorney of the city and copy of san francisco as desperate attorney it's my job to uphold the laws of the state of california mr bendig said our laws referred to acts rather than people might be interested in knowing what the classifications of sex crimes are forced on the crimes against children
these are probably the easiest to prosecute because usually there is the complaining witness present second would be crimes of violence such as forcible rape third would be forcible unnatural acts and forth would be crimes which are specified in the penal code as being against the wall because of their very nature these crimes such as sodomy may be done with the full compliance of both parties they are still illegal it's probably obvious from the very description of these crimes that prosecution is increasingly difficult with each one in other words it's much easier to prosecute a crime against a child or a sex crime of violence and that is to prosecute a crime which is committed privately and
willingly as a matter of fact the only way that we can prosecute these crimes committed in pride in private is if there is a complaint made by a third person i would also had that when adults do in private and sometimes have some pretty shocking results for the rest of society one example would be in the field of public health director of the bureau of disease control in san francisco that homosexuality is to have an increasingly evident health hazard venereal disease this is evident in their reports from large metropolitan areas with good new disease control programs here in california san francisco and los angeles show approximately seventy five percent of males with early infectious syphilis of acquired their infections from other males the same can be said of other large cities in the country new
york new orleans kansas city another health jurisdictions that perhaps does not do that do not have such a high figure this may be more a reflection of the type of tb control program they have rather than on any specific differences in the population surged how'd we arrive at the seventy five percent figure if the homosexuals supposed to be so secretive obviously he acquired his infection from another person and by educating him to the importance of control guaranteeing the confidentiality of the information security were able to elicit his cooperation and get this necessary information they're probably three other aspects of this that may be worthwhile mentioning one be sexually active homosexual in general is probably more promiscuous then his heterosexual counterparts the greater the risk obviously the greater the chance of acquiring a venereal
disease to in our education about venereal disease such as in the military and what have you we find that men get the leap from girls prostitutes and those generalizations is excepted and so many men are not aware of the fact that they can acquire a venereal disease from another male venereal disease isn't transmitted through close intimate sexual contact and sexual com technically and two men can meet these criteria understandably an infected person is quite willing to acknowledge you acquired an infection from a drinking glass of powell but he's unable to accept the idea that the partner of the previous week gave it to a third we find that the heterosexual frequently use the device which almost sold for the prevention of disease is it is it's associated contraceptive powers that makes it acceptable the hummus sexual does not have a similar motivation in his sexual activity namely control of conception
i would like to stress the department's of public health are concerned primarily with the control of communicable disease if i should like to remind you that a venereal disease is not illegal now doesn't necessarily have to be acquired through illegal acts therefore health departments have to be nonjudgmental in their activities the confusion rein in the legal circles psychiatric circles says seal watching circles six concerned with the problem suggests we have no alternative by education confidentiality of the information we have we hope we can do something about the situation that you would expect there is disagreement about the laws relating to private sexual behavior not only among the public but among those concert with the business of law let us hear from to these men
representing the retaining of legal sanctions against these acts as mr gao protections and formally with the attorney general's office and presently practicing law in san francisco and against retaining these laws mr morris oh i'm full san francisco attorney who was debated these issues often with mr hutchinson before the california supreme court mr hutchinson is indicated in my introduction my interest in this subject is derived from my experience as a public officer and of course as a parent at the present time and frequently the subject where these laws or perhaps a new law should be changed comes up for consideration it is good that we reconsider these things from time to time and my point of view is to urge that there'd be no basic change in the existing laws and not concerned with the
kind of punishment but i am interested in saying that there be on the statute books a declaration against this type of conduct these laws are not work against any group of people or any kind of person they are against acts by whoever committed these acts are unnatural and can have no proper purpose except the self gratification of the individual to prohibit them would be desirable war for the individual and for the society history has shown i believe without question that a society which recognizes and tolerates activities of the sky and freely necessarily crows in other respects therefore if we do not carry these acts to be wrong on all four which is the only way we can do it in our country there is no standard for five hundred and four youths who are growing up and getting their point of view their future conduct
as to enforcement it may not be possible in any case to enforce the law but he must not forget the law enforced by the people themselves and vast majority people will of a law because it is a lot we do not tolerate self indulgence in other fields even though on the face of that it might not hurt others and our products is a good example i believe that we should have the prescription against this sort of activity it can lead to no useful and tolerate it simply reduce our moral standing or moral determination by taking that books and putting the crimes they are so describe aside that by itself an approval the individual of course is subject to blackmail and i think dr brett for now one of the most compelling
reasons for permitting such acts as far as individual spencer it also has a public yet that has really indicated by the statistics we would prohibit people from going perfectly lawful act perfectly moral act if there was a danger of infecting others because they themselves were in a position to infect others there's another point of view of course and the phone call will present that no mr hutchison as debate of the subject with me on several occasions and is repeating many of the fictions and myths that we've heard on the subject for many years and it's about time we look at the practical side he indicates himself that it is impossible to enforce the laws and you've heard from some experts is to watch because first of all are a vast number of americans involved here though the minimum number it's estimated would be a tenant for the fifteen million in america
actually mr kinsey onetime testified to a legislative committee that forty six percent of the united states' population has had some homosexuals parents in their history california law and he indicated they're over two million california nails involved but those charges and said well the people and for scholars is that true experts in the field say that they're six million homosexual acts for every twenty arrests so we see that the laws are not enforced by the police department district attorney of the people themselves why is why are laws on the books the common law these were not violations these laws are adopted later they're about that before we had any knowledge of the true facts facts which of invalid by dr bowman kinsey buying when others these laws reflect certain fiction summer which you've heard a few minutes ago the assumption for example that homosexuality survives by proselytizing by
teachers actually taking advantage of children or adults taking advantage of children are of older adults but actually as a study made by california's subcommittee and sex crimes proved only a small percentage of homosexuals just like heterosexuals attempt to seduce assault or initiate relations with children or with other adults affectionately heard here that homosexuality is biologically unnatural is a very common fiction can see statistics of exploded it's a common phenomenon among animals in the kinsey once expressed lee the biologist no animals or consoled when the laws were brought as a matter of fact all of these studies most of them within the last ten years or fifteen years of show that homosexual conduct is generally harmless to society homosexuals are no menace to society but they do nothing to destroy the social structure or disrupt the family and as the legislative committee indicated they are not
home a section anti sexual individuals and strangely enough that exploded one of the myths mentioned earlier homosexuality did not cause of the moro is a shrewd dk of civilizations they exist on the sexual is in every occupation and every city now it's not a disease as some people are vindicated or suggested but we have now not been called attention to the fact that there's an increase in the near we'll visit disease among homosexuals mr hutchison says that proves we should keep a lot of prose the reverse the law should be a remote wipe because the increase is due to the fact that many homosexuals hesitate to go the venereal disease centers or to the wrong positions they don't know that information will be kept confidential actually the district does gershon doing so the result of a neuro disease increases but when we talk about money or loses among homosexuals again we're talking about a very small
percentage of the homosexual population government regulation and security programs and the armed services of made second class citizens of these people and many a fine person seven the snow's from one and stigmatize purely on gossip these are other reasons why the law should be changed as a deterrent of course the cry of violence it does not exist laws don't reduce the number of homosexuals more the number of homosexual acts as to the moral code there again was drugs and as confusing as the law does sin morals and crime the code is a more merit codification of prejudices superstitions an ancient the booze that no longer uses the chief argument however against these laws is that there's a great deal of blackmail entrapment portion of individuals many people have committed suicide because of being involved through blackmail procedures and this in my opinion is
the basic reason why the laws must be removed from the box there are many doors that are closed to the homosexual government workers closed teaching is closed in fact if the man is a proven homosexual there are very few doors that are open how about this place of worship is he rejected here you see where the very existence of his condition so forth as rabbi open kind of temple emanuel in san francisco the problem of homosexuality is one of the serious concern not only for the individuals involved in it but also for the entire community it is a problem that there's directly upon the integrity of family life and the moral foundations of our society it is an extremely complex problem about which we are coming to know more than we used to know but not nearly as much as we still need to know neither for the homosexual more for his family nor for the
community has the condition been cured simply by invoking moral condemnation and applying legal prosecution and punishment perhaps the best guide her approach to this problem from the religious point of view is summed up in the teaching of judaism but god does not desire the destruction of the evil doer but rather the correction of the evil the present day social and legal approach to the control of homosexuality is based largely on the moral code of the bible it is my opinion that although the underlying morales york morrow precept remains the same today there are significant and enlightened changes in our attitude for the homosexual and darker approach to the problem of homosexuality the biblical and those biblical regarded homosexuality is immoral it was therefore simply an evil to be punished there was no basis
than for considering the problem as one involving a form of pathological behavior in brief it is my interpretation of judaism that homosexual practice practice is still held to be mr a moral problem that it is we should regard and treated as a psychological illness rather than as a crime subject to legal prosecution and punishment finally i would say that whatever solutions or remedies we see and the dot in the treatment and control of the condition of homosexuality with our increasing understanding of that we must be sure but those remedies and solutions should not only preserve the moral integrity of society but they should also be based on an enlightened moral concern for the individuals caught up
in the problem of homosexual behavior the right reverend james a park bishop of the episcopal diocese of california and member of the bar of the united states supreme court of course from the point of view of the church on the sexual behavior is not good or desirable nor god's fulfillment intended the film format and ants tradition it has been in the category of saying that we were much more about human behavior to the aid of the psychological sciences says a cadre of psychoanalysis and we recognize that very often this behavior is compulsive that is is not the exercise of a free decision making it is rather something that is brought upon one without the capacity of freedom and there can be no cinemas there's freedom and therefore we do not judge all persons involved in this type of behavior as
senators would rather see to help to pastoral counseling and referral and collaboration with her for a generation with a psychoanalyst and other colleges of this time to help and they change it maybe help the person see that basic factories which have brought about his deviations situation this question came up in england in connection with a wolf and an airport and our church of england that archbishop declared himself in favor of the features a lot of the report which would remove the criminal aspect how free consenting homosexual a riveting adults obviously at a dress store and a corruption of young people it's nothing but the three consoling act not because the church is changing its mind saying allow sexual behavior is an alternate ways just as good as the intersection away but because
we recognize that not all things that are wrong or distortions and brezhnev opponents should be crimes and that there are negative and dangerous aspect to having certain things as grimes as in this field sort of blackmail please corruption so forth the recognition also of the compulsive characters so much so many of these instances makes it an appropriate subject for criminal this does not mean that our concern to be a lot less does not mean that we should not seek to learn more more to help persons in this like this is a complicated professional field where the use of the best minds in various professions are is called for the person who is in this situation is like anyone else with an illness and should be cared for such with love and concern and interest not
casting aside not labeling them as evil any more than we would do so these days with the alcoholic who is a compulsive are taking situation be essential hope of any counseling that whether asteroids or a collaboration with an analyst is to free the person so they can make decisions and at that point we were quote under the right influencers he would decide against this way of life but until he is free so to decide that we can simply simplify the problem by crying afterwards saying that doctors lawyers and the clergy of all have their say about the social behavior and moral conscience of the homosexual but perhaps no one has asked the most basic and important question of
all are homosexuals themselves satisfied with the way they are from our observation i think we'd have to say they are not however opinion is divided on this issue some people many homosexuals and indeed have no no other orientation no other way of why therefore they have maybe no basis to make a judgment whether they are not satisfied however they are all aware i think of the fact that legal and moral sanctions are against them throughout their lives in their everyday lives behavioral a jobs everywhere these people by and large aren't able to know and enjoy the benefits of family and the companionship with results from that they have feelings of inferiority because of these sanctions against them they are labeled security risk by our government they are treated is undesirable in the armed forces and given less than
honorable discharges from the armed forces if a traitor for sexual orientation and sometimes even association is discovered for instance a few years ago a large aircraft carrier lived up to the west coast port it had a complement of about three thousand men and an officer told me that when that ship got three hundred of them were given less than honorable discharge and i wonder certainly you can say that the homosexual when he has these sanctions against him is a person satisfied with his condition especially pitiful perhaps is the condition of the older lonely homosexual real anti if he hasn't established the number of other values in his life during his earlier years he can often wind up in very lonely and often dejected situation in about a shame we are seeking acceptance of the
homosexual in society whether we approve of his type of conduct or not the fact is he is in our midst and in large numbers we hope that by acceptance he may be spared much of an erosion in society now a point for him and but he may thereby be able to assume is full that people place as a human being in the community wanted to come see me only guest to curate i wanna be like everybody else and not the this double life it's no fun have a job always worry whether someone is going to find out that i'm a homosexual what you think i can do for you i don't know i don't know whether anything can be done i've tried dating girls and doesn't work there's no interest how i suppose it be the same if you get a
boy the trouble is i just can't visualize a cure this thing seems to watch a party how long you wouldn't be able to tell the person you've heard is a homosexual his parents don't know what his neighbors don't know what his fellow workers don't know that there is one question left ample parents it will be the most important one i actually it is a double question what can a parent do to prevent his child from becoming a homosexual and what should a parent do once it is obvious that his child is a homosexual again dr carl bowman it is possible that homosexuality comes about from a number of different causes or combination of causes and that it is not necessarily produced by the same factors in every individual with our lack of knowledge and many different opinions hailed as to the causes of homosexuality it is obvious
that we cannot come forth with some universal method of treat when orr of prevention most of us feel that it is important for the male child who have a desirable type of father figure with which to identify and for the girl who have a suitable mother figure children were all curious frustrating their desire for knowledge often results and they're attaching greater emotional significance to such a subject boys and adolescents are particularly curious am inclined to experiment the mere fact that an adolescent boy has indulged in a few homeless sexual experiences does not mean that you develop into a homosexual and that you will not end up with the normal heterosexual life for this reason hair and should be tolerant and understanding about his adolescent struggled to work with as many emotional problems if parents are disturbed about
apparent homosexual tendencies on the part of the child is appropriate to consult a psychiatrist but this should not be done in a way to upset or disturbed the child and perhaps cause still more emotional conflict in treatment we would of course like to turn all homosexuals into complete heterosexuals this is usually not possible we may be able to help the individual control its behavior even if we cannot alter his homosexual tendencies as friday's said we may be able to help him live with this problem in a way that will not cause i'm too much emotional disturbance and which will prevent his getting into difficulties with others the attitude of parents and friends will be most important in determining whether a reasonable solution can be worked out if one male out of six is more homosexual and heterosexual in his overt behavior
and if we add those with repressed homosexual tendencies the number of homosexuals will be much greater than this is clear therefore that this is a large problem and that we're going to have to live with that attitude of some people is to try to treat it in an entirely punitive away with the idea that the more severe the punishment and disgrace the less likely that this condition will occur at least as far as overt behaviors concert it is interesting to note however that many countries and cultures have no taboos against homosexuality and that even in europe the only places where one finds ordinary homosexuality a crime as in communist europe west germany and great britain we have no evidence that there's less homosexuality in the countries that have the most
restrictive laws these other rejected millions upon millions of you weren't satisfied many of them desperately unhappy will rogers' some of the facts and presented some of the arguments perhaps with more facts and more argument will come the beginnings of understanding also do use need here more are all on or are this is at a national

- Episode Description
- James Day, general manager of KQED, San Francisco, where this program was made, begins THE REJECTED by explaining that it deals with a social problem and that its purpose is to present the facts. He reads a letter from the Attorney General of the state of California, who says: "It (homosexuality) is a subject that deserves discussion - It cannot be swept under the rug. It will not just go away by itself, and quite possibly, an objective discussion of this condition might lead to a broader understanding of this subject." First guest to speak is Dr. Margaret Mead, anthropologist and associate curator of ethnology for the American Museum of Natural History in New York City, who appeared on another NET program, FOUR FAMILIES. She outlines the position of the homosexual in various kinds of societies, pointing out that society sets the standards by which sexual activity is governed. "Society has set up the way sex is to be lived," she says, and adds that it is within the power of each society - that is, each society able to change - to alter "any one of its attitudes towards this question as it wishes." Dr. Mead's comments are followed by those of Dr. Karl Bowman, psychiatrist and past president of the American Psychiatric Association. He makes a point not recognized by most people: that perhaps one man out of six has had some homosexual experience, and that many men are latent homosexuals without realizing it, or without acting on their impulses. Most homosexuals are not outwardly identifiable; some common misconceptions about them are explored and exploded by Dr. Bowman. He concludes his comments by quoting from a letter by Sigmund Freud: "Homosexuality is assuredly no advantage, but it is nothing to be ashamed of. We consider it to be a variation of the sexual function producing a certain arrest of sexual development. Many highly respectable individuals of ancient and modern times have been homosexuals - several of the greatest men among them - Plato, Michelangelo, Leonardo da Vinci, and others." Next to speak are three members of the Mattachine (MAT-uh-sheen) Society, an organization that exist to hold public discussion forums and to educate and aid homosexuals - individually and in groups - in various ways. As Harold Call, president of the society explains, "It is not a pen-pal organization, nor is it an organization for homosexual contacts. We are calling for a change of law because we know the number of homosexuals is large." With Mr. Call are Don Lucas, executive secretary, and Les Fisher, treasurer, of the society. Mr. Lucas remarks that it is a mistake to believe that homosexuals are concentrated only in large cities; they exist in all communities, he says, and must be helped wherever they are. Mr. Call and Mr. Fisher discuss the question of marriage for homosexuals; then Mr. Call concludes by suggesting that if the laws were changed, "we'd find, I think, that the homosexual is no different from anyone else, except, perhaps, in his choice of a love-object." The program then turns to a discussion of the laws governing sexual, and homosexual, behavior. Albert Bendich, lawyer and lecturer at the University of California, Berkeley, describes the conflicts of laws governing sexual behavior and the paradox of having laws to govern even those acts fully consented to by man and wife. District Attorney Thomas Lynch of San Francisco describes the crimes that can be prosecuted and those that cannot. Someone, he points out, must make a complaint. He concludes: "I would also add that what adults do in private can sometimes have some pretty shocking results for the rest of society. One example would be in the field of public health." He is followed by Dr. Erwin Braff, director of the Bureau of Disease Control of San Francisco. He describes the problem of control of venereal diseases, emphasizing that they must be treated and that information about the source of venereal diseases is always kept confidential. Then come two statements about laws governing homosexual behavior. First to speak is J. Albert Hutchinson, formerly with the Attorney General's office, and now in private law practice in San Francisco. He maintains that he laws presently in the code ought to be kept there: "These (homosexuals) acts are unnatural and can have no purpose except the self-gratification of the individual. To prohibit them would be desirable both for the individual and the society - We would prohibit people from doing perfectly lawful acts - perfectly moral acts - if there was a danger of infecting others." Opposing this point of view is Morris Lowenthal, another San Francisco attorney. He points to evidence that indicates that homosexuality is not unnatural; that laws governing it were established without full understanding of anthropology, biology or psychology; and that the presence of restrictive or contradictory laws provides opportunities for blackmail and hinders the control of venereal disease. Turning to the views of homosexuality held by religious groups, THE REJECTED next presents comments by Rabbi Alvin Fine of San Francisco and Bishop James A. Pike of the Episcopal Diocese of California. Both point to a growing desire to help homosexuals resolve their problems and to an increased willingness to consider these persons as ill, or in need of help, rather than as deliberate sinners. The program concludes with two important statements: one from Mr. Call of the Mattachine Society, who points to the very real dissatisfactions, and lack of orientation, faced by people who have been treated as outcasts by society. "In the Mattachine," he says, "we are seeking acceptance of the homosexual in society, whether we approve of his type of conduct or not. The fact is, he is in our midst and in large numbers." The second comes immediately after a simulated interview between a psychiatrist and a patient who is hoping to be cured of homosexual tendencies; it is made by Dr. Bowman, who appeared earlier on the program, and is directed to parents who may be concerned about this problem. Briefly he points out that adolescence is an extremely difficult time and that parents can best help their sons by being patient, frank, and understanding about the problems of adjustment that all young boys have to face. Parent who are worried about their children might well consult psychiatrists. The final challenge, Dr. Bowman says, is that of learning to understand and to live with a problem that is widespread and pressing. THE REJECTED was produced by KQED, San Francisco.
