A speech by David LaCerte before the Baton Rouge Press Club on July 7, 2014. LaCerte is the Secretary of the Louisiana Department of Veterans Affairs (VA). He discusses: the relationship between the state and federal VA systems; the services offered by VA offices throughout the state; the economic impact of those offices; the state?s responsibility for the longterm care of veterans; veterans? cemeteries; the challenges facing the federal VA health care system; and his advice for the new U.S Secretary of Veterans Affairs, Robert A. McDonald.
