Hello this is veterans auditorium in Des Moines who are about to witness the first and the second will see Iowa's first woman lieutenant governor Joanne Zimmerman take office and incumbent governor Terry Branstad sworn in for a second term as Iowa's chief executive. The pillars of state government are here members of the Iowa General Assembly the Supreme Court the
Iowa executive consul along with invited guests and other people who just want to see it in person. So let's switch now to the auditorium floor and the pageantry of the inaugural. Oh Mr. President. Lieutenant governor elect Joann Zimmerman has arrived. Liza's Guard lieutenant governor elect Zimmerman to his seat. Is it. Going to Governor-Elect Zimmerman is. 50 years old. Just celebrated their 50th
birthday last month. She's a mother of five children including twin boys. Two of those children are here today to witness the inaugural. She graduated from high school as valedictorian of her class in 1054 two years out of high school. She married her husband Tom Zimmerman. She went on to graduate from broad law school of nursing going then received a bachelor's degree from Drake University in 1903. Interestingly she was elected the Iowa legislature in 1982 four years later. She's Iowa's lieutenant governor. So as Terry Branstad was first sworn into office four years ago as governor Joann Zimmerman was just beginning her career in public office as a newly elected member of the Iowa House of Representatives. Her husband Tom was escorted in with her he operates a small business the couple also raises cattle on their rural West Des Moines farms. Preparing now to escort him in. Governor Branstad to be inaugurated to his second term.

Which you graciously permit us to share. As the ancient writer proclaims the government of the word earth is in the hands of the Lord. He sets the right person over it at the right time. A person's success is in the hands of the Lord. It is he who invests the ruler with honor. We are particularly grateful for the privilege of citizenship in a free land for the opportunity to govern ourselves to our elected officials.
With them we need to as citizens acknowledge our responsibility individually and collectively for the total well-being of all people in our state to the end to that we may serve the needs of your divine justice that we may remember with humility who we are and to whom we are responsible. Bless and sustain our governor and lieutenant governor in their task of a great moment for the well-being of us all. May they always exhibit those virtues which distinguished their high offices. Prudence understanding now the age and courage so that their decisions may redound to the equitable solution of the problems before us and open new avenues for our well be paid they thus protect and foster both individual rights and the common good
with them. We pray today that petition of Solomon the whole God of our ancestors Lord of mercy who by your word have made all things and in your wisdom have fitted man to rule the creatures that have come from you to govern the world in holiness and justice and in honesty you have sold to wield authority granted me wisdom con sort of your throne dispatcher from the heavens sent her forth from your throne of glory to help me and to toil with me and teach me what is pleasing to you. Madam President. Mr. Speaker. Mr. Chief Justice justices and judges. State officials. Senators and Representatives. Distinguished guests and friends from throughout the state of Iowa. I accept the challenge to serve as your governor for the next four years. Rule. I do so in full recognition that the times demand more than the ordinary more than the average. More than just a passing grade.
These times demand our best. Our challenge. Is to be the best. To commit ourselves to excellence. That's why today. I decided to depart from tradition and devote the entire inaugural address to the subject of education today. Thank you. Today I will outline for you a program on precedent and scope and direction in education a program designed to bring Iowa's educational policy to the head of the class. I offer a commitment to excellence that is truly extraordinary in these times. Why the focus on education. The answer is simple. Jobs. If Iowa is going to attract the jobs of the future we must make an extraordinary commitment to be the best in the
nation in education. Sound basic education will be the cornerstone. Of sound basic education will be the cornerstone of Iowa's economic development plan. Thank you. After visiting Japan the Soviet Union China and other foreign countries it became clear to me that we must increase our emphasis on education in order to compete in a world marketplace. If we fail to take that action now we will be placing our children at a severe disadvantage. In Japan I saw young people who are attending more days of school and studying more foreign languages than are American students. In China we saw children in the cities and villages who are studying English as a
second language. The children of Iowa must compete against these children for the jobs of the future. We must do everything possible now to provide our children with the competitive edge they need later. Thank thank. Mark Tucker who is the executive director of the Carnegie forum on education and the economy said recently the United States will find itself in a position in which we must always be on the leading edge at inventing new materials designing new products and creating new services and markets. America will find itself constantly inventing designing creating. Marc Tucker is right back. The traditional industrial and agricultural economy that has served our state so well over the decades. Is being replaced. By a new knowledge based
economy. The era of limited foreign competition. Slow moving technology stable markets and mass production has disappeared. This year it has been replaced by intense international competition. Rapidly changing markets and dramatic changes in technology. We must step out of the past and into the future. We must make the translation by educating our children to be part of the workforce that will compete successfully for the jobs of the future. The Iowa children who are entering kindergarten. This fall will be the graduates of the year 2000. A commitment to excellence in education is necessary now if we are to provide these children with the job opportunities that they need here in the state of Iowa
in the 21st century. Thank you. I'm proud to say that our commitment to education in Iowa is not new. It is as old as the territory and it began with our first territorial governor Robert Lucas. During our early history we placed a one room schoolhouse within two miles of every child in this state. And as a result of that commitment to access in education Iowa went on to lead the nation in literacy from the turn of the century. And then in the early 1970s we made a commitment to equity in education with the passage of the Iowa school aid formula. That formula made Iowa a model for other states to follow for Equal Opportunity.
Equal opportunity for Iowa's school children whether they live in a property rich or poor district. From access to equity the IOA of the nineteen eighties is devoted to excellence. During the recent flurry of reform activities that followed the president's report entitled A Nation at Risk. Iowa has not stood still. With the help of the General Assembly. We put in place a number of carefully designed plans to provide Iowa with long range educational improvements. Meaningful initiatives have been outlined by the State Board of Education and by local school boards in Iowa. We should continue our commitment to these long range plans for providing excellence in Iowa education. Thank you. Thank. Our hard work in the past
has not gone without reward. Last year I was student scored number one in the country on the American College Chess. A study of the Iowa basic skills taken over 50 years shows that 94 percent of Iowa's schools have their students scoring above the national average. The same information reveals that Iowa students on the average are one year to a year and a half ahead of their peers in other states in educational achievement. We can take pride in I was educational record and our commitment to excellence in education. I know of governors governors and other states that have fought to achieve educational excellence and they look with envy at Iowa governors like Lamar Alexander of Tennessee or Bill Clinton from Arkansas would give their right arm for the kind of commitment to education that Iowans have given to the young people of this state throughout our history.
Our challenge today is to take that historical commitment to education and make it a springboard for new reform reform designed to make Iowa's educational system the best in the nation. Thank you. Thanks after chairing the committee for educational reform in Texas. H Ross Perot described the year long Texas education reform effort by saying it was the hardest meanest bloodiest thing I've ever been in. In many states. Educational Reform has divided. The education community pitting teacher against school board state government against local government and governor against legislature. In Iowa. I believe that our education reform doesn't have to
be hard beaner bloody. In fact. I believe that today. We stand on the threshold of a great opportunity to forge a new consensus in education reform. Thank you. Thank you. For the past several months I've been working closely with the leaders of the education community and I've been impressed with the people that I've been working with. People like Ted Davidson and Boyd bulgy of the School Board Association. People like Fred Comber and can tell of the Iowa State Education Association and Bob Benton. And looked at Koster from the Iowa Department of Education and the State Board of Education. Each of these individuals and their stands back are dedicated to excellence in Iowa education. They are truly
committed to providing a quality education for our children. With their help. I am able to lay out here today a program that will usher in a whole new era of education reform in Iraq. Its focus is excellence its goal is to be the best. Its commitment is to provide additional funding for education. Thank you. Thank you. Let us take this step back in educational excellence and show the world that we in Iowa even during difficult times have not lost sight of our priorities. We've not forgotten our strengths. We've not ignored our future. We can and should make this commitment this year to serve notice on the world that Iowa plans to compete and to compete
successfully in a rapidly changing highly competitive environment. This program will provide an additional one hundred and fifty one million dollars to K through 12 public education in Iowa during the next school year. Thank you. Thank you. These additional funds will raise the average state school aid per pupil from the present. Fifteen hundred eighty one dollars this year to nineteen hundred and seven dollars next year. Now I know there are those that would say we cannot afford to make this commitment. But let us not forget. That the one thing more expensive than education is ignorance. Thank
you. However I want to assure you are. That these dollars will not be scattered recklessly to the education when instead they will be targeted to meet our most important goals of. Attracting qualified people into the teaching profession keeping our best teachers. And providing for their continuing development of and finding ways to enhance the quality and effectiveness of Iowa's schools. To meet the first goal of attracting qualified people into the teaching profession we must raise the salaries of our entry level teaching positions. Last year we graduated only nine teachers in all of the foreign languages and only 33 teachers in all areas of science. Yet foreign language and science instruction. Are critical to our state's economic future. We must take action to attract more top achievers into the education profession.
That's why I'm recommending. That we have established. An $18000 minimum teaching salary to be funded by the state. This minimum salary should put into place. It should be put into place by the beginning of the next school year. Thank you. Thank you. Our second goal must be to keep our best teachers and to provide and to provide for their development. I believe that we should strive to teach. I believe that we should strive to treat teachers as professionals. Reward them for good work. Penalize them for failures and provide them. For an opportunity of goal setting. I plan to establish a task force on teacher preparation. To develop ways that Iowa can implement. The recent reports of the homes
group and the Carnegie Foundation. In addition to funds for general teachers salary increases we must provide rewards for teachers based on their performance. Additional work and specialized training. I believe that Iowans have a right to expect. That at least 50 million dollars of the additional commitment to education should be allocated on the basis of performance. Before school districts will receive these funds. Local teachers administrators school board members and the public. Watch a riot act must arrive at a consensus. On performance based pay. If you adopt this plan. You will set in motion a whole flurry of educational reform in every school district of this state. We will use the best of Iowa's present education system. Local control
commitment to quality community support to make Iowa's education even better. Schools will be encouraged to break new ground explore new territory and develop new ideas. Indeed I will become a laboratory for educational innovation. And innovation born of a desire for excellence nurtured by a process yielding consensus and matured by a continuing commitment to our future. Iowans will get results for their investment in education. Thanks. Thank. You. And my third goal is to develop ways. To enhance the quality and effectiveness of our schools. That is why we should use new technology to provide for supplemental foreign language instruction for Iowa's students. And we
should establish a governor's Summer Institute for the gifted and talented students. The entire proceeds of this inaugural. Will be dedicated to our new first in the nation in education foundation. It is an important and worthy cause and these funds will be used to provide recognition. To our outstanding schools and programs here in Iowa. Henry Adams once said. Teachers effect eternity. You can never tell. Where their influence. And. I know from personal experience that without the encouragement and support of some important teachers like literacy Wakan Fred Smith I wouldn't be standing before you as
governor today. I'm sure that each of you can cite similar experiences with teachers who have touched and changed your lives. That's why. I feel a responsibility to provide additional funds for teachers outstanding teachers all across this state to increase starting salaries to provide general salary increases and to fund performance based pay incentives. Our commitment to education. Cannot stop at the 12th grade. We need to support our outstanding system of higher education and to maintain and strengthen it. Our higher education program focuses on access. And excellence. By providing 4000 more tuition grants. Over the next two years. More Iowans will have access to higher education in this state.
Thank you. And we need a work study program to help twelve hundred Iowans. To work their way through college. Our plan for higher education should encourage our institutions to focus their resources on centers of excellence. Educating tomorrow's experts and turning new ideas into new developments and jobs in Iowa. Thank you. Thought. I'm recommending that we provide incentives to our region's institutions to reallocate their funds to centers of excellence with academic challenge grants. That we have established an endowment for eminent scholars. And that we provide research challenge grants for both public and private higher education
institutions. And finally. We should be certain that our regents and merged area schools will be able to provide appropriate salaries to keep their best faculty members. Thank you. Thought. We should do that by funding the merged area school formula and by allowing the regions to use their additional tuition funds for merit based faculty salary increases and student aid. Thank you. Today we stand at an important crossroads in the history of Iowa education. We must be certain that our children have the best opportunities to compete in the rapidly changing
world economy. We have a chance this year to leave our mark on this stake. A mark that signifies our commitment to excellence. It is my hope. That for a generation to come. Iowans will look back at the year 1987 and say that was the year we decided to be the best in education. Thank you. Thank you. Today we have an opportunity to mold our future. If we seize the initiative we will ensure a place for our state in the competitive global economy of the 21st century. If we fail to act. The world could pass us by.
President Franklin. D Roosevelt once said. There is a mysterious cycle to Human Events. To some generations. Much is given. To other generations. Much is expected. Ours is a generation. Which much is expected back our generation has a responsibility to the next. Our generation. Should build a better future for our children. A future that is better than today. Let us each offer to this Afric the best that is within us so that our children and grandchildren. Will someday point to us and say. They understood. They cared. And they made a difference. Branstad as governor. Governor Branstad as we expected concentrated on education in his inaugural address saying provide our children with a competitive edge and then he outlined some very bold ideas as. He called it of reform in education and it can truly be called that if. What he proposes today does come about as the Iowa legislature deliberates what he has proposed. First of all one of the things that he proposed is an $18000 based salary beginning next fall for Iowa's school teachers. Considering the tiny salary now is in the 14 to $15000 range and that moving the base salary to $80000 would move teachers that is teachers with a lot of 10 year across the salary schedule up also. That is a very bold move to increase the base salary $80000 by the start of this fall. And then he also wants to reward good
teachers and he left it up to Iowa school boards and teachers in the local districts to decide how to evaluate those were doing a good job the last year Mark 15 million dollars to put into that program for good teachers and to encourage them. He also wants an enhanced educational program content in the public schools supplemental foreign languages. And he wants to establish a governor summer institute for talented and gifted students. And then he didn't ignore the higher education either the universities he said he would like to have 4000 more to wish in grants of these tuition grants are given mostly to students attending private colleges and I assume that's where the tuition grants the additional 4000 would go. He wants to enhance the work study program he said about twelve hundred students would be involved in this enhanced meant of the work study programs at the colleges and universities. And then he wants to give universities incentives to divert money that they already have in their budgets from programs that aren't doing so well into those where there can be
centers of excellence and he wants to provide incentives for universities to do that. Well this is all grist for the legislative mill. Governor Branstad has proposed here today and the members of the Iowa General Assembly will be deliberating this over the next few months we invite you to join us next week when Governor Branstad tells us how he proposed to finance his programs that will be the governor's budget address to the new legislature at 10 o'clock next Thursday morning January 22nd on all Iowa public television stations and will be a rebroadcast that same night at 7:00 o'clock.
