A representative of one of the Boston Herald Americans labor unions has rejected a proposal for concessions sought by representatives of Rupert Murdoch. Murdoch is trying to buy the daily newspaper the mailers Union was the first union to meet with the publishers team since an agreement was announced yesterday to take over the newspaper. The Hearst Corporation which owns the newspaper now announced it was selling the Herald to Murdoch's News America publishing company contingent upon receiving concessions from the daily newspapers unions. Charles Doogan president of the mailers union said members rejected the Murdoch contract proposal after it was presented at the meeting today Doogan said the Murdoch group proposed a three year contract with 5 percent annual raises and cost of living protection in the second and third years.
However the proposal also required cutting sixteen of 51 union jobs and in Dorchester a picket line circles in front of capital food mart on Morsi Boulevard. Members of the United Food and Commercial Workers Local 592 are picketing Capitol because they claim the store owners are refusing a union shop. Union officials say this laws be family close the store last June declaring bankruptcy and letting go of workers who are members of the local 592 union members weren't paid their vacation and sick leave benefits. This law's b family formed a new corporation and reopened the store without rehiring the union members. This afternoon I spoke with Jim Nestor the secretary treasurer of the Union. He says the picket line is hurting the store but no talks with the owners have happened. What do you what do you hope will happen will recognize the union for the work they were given the money or hope the road somewhere down the road with this.

But before we start taking the calls had a couple already I want to ask you Governor what are what are the major goals in the last month of the administration to finish everything that's possible to be completed and leave our Massachusetts government in the best possible shape. We're continuing to press for the enactment into law of the death penalty. A bill for sentencing reform which will mean some truth in sentencing when someone is sentenced to jail and you hear of the sentence that that actual amount of time will be in a very small fraction of that. We have some further modification in our laws relative to welfare. We have reduced the welfare rolls dramatically. I believe the largest percentage increase in United States of America. We want to continue to work on a housing package see if we can accomplish what housing capital outlay program because a lot of state buildings have not been well kept over the years that's not a criticism of anybody I believe or
any administration certainly can't do everything but we've concentrated on fixing up the property we have so that they just don't simply deteriorate in some of the new buildings on campus and southeastern Massachusetts needs in the building we want then we have other elements. And just in general to continue to get our micro-electronics center status the appointments that board have been made to fill out including the University of Massachusetts the boards of trustees two new trustees and I'm paid our volunteer very good decent people that are interested in that that they're complete in and out of our institutions. I have some number of judges to appoint a few quirk of courts to appoint and then the general polishing off of our day to day business in energy. We want some weather as Asians and more conservation monies put forth. Want to finish a hazardous waste bill and the funding for that if that's possible certainly it's necessary and something should be done I believe that we'll be
able to achieve that and I think if we get out of that then we continue to run the fears that we will have spent a busy seven weeks schedule. Franklin High School and I'm sure there are others that are actively doing this now to get have a pharma program in the state about the evils of driving and drinking are just drinking when too young and are too much and are the use of drugs. Certainly is something that through our state board of education I'm going to continue in my. Last week to try and see that that's included in the curriculum. I bet you are. I think that although sometimes it's difficult for parents we have to remember that it is their fundamental responsibility for their youngsters and difficult as it may be a times I think that the prime responsibility for our caring for the youngsters advising
them and doing everything we can in our power to be sure that they aren't mixing that combination of drinking drive news is still ours and we must work religiously at that. I agree with that. How would you like your administration to be remembered. Well I would like it to be remembered exactly for exactly what it accomplished nothing more and hopefully not you know too much less. We're very pleased with the perception nationwide that our state has for our being willing to be helpful to business because when you help with a business you helpful to the people. People need jobs in our cities and towns and are hiring Proposition Two and a half our state isn't really hiring very many people it's a net reduction we hire somebody attrition and.
Retirements exceed the numbers that were we were hiring so we recognize that we need business so the opportunities for our people the youngsters to go to college they want to have when they get out. So we want to be remembered for what we've done for higher education what we've done to the environment what we've done for our protecting the rights of the overriding majority of the public which is the law abiding taxpaying public and stressing that the rights are the person who has been Rob or stolen from or raped or attacked that person's rights are at least equal at least equal to the rights of the criminal element that does make these trends good question. So we'd like to be remembered for reducing taxes you know all over contributing with a zero tax gap that we tried to Stad in 1979 but which wasn't an act into law as we wired it along came Proposition Two and a half which was a very suitable
replacement alternate and excise taxes of people who rent their residence may deduct half of that rent and their state income tax. Income taxes were reduced slightly in 1979 and further but again slightly but more in one thousand eighty one. Capital gains taxes have been reduced. We've made substantial progress we have gone from I believe the fifth. Highest tax state in the United States down to about 24. And when the final figures for the last fiscal year in will be even lower. So I think what we've done for housing for the mentally ill the handicapped. I'd be just simply delighted to be recognized for exactly what we've done and again I want to be nothing more. We don't want any credit for anything that we haven't done and just be treated or evaluated for what we've done to the elderly. So all of these things come to my mind it's been a real pleasure

Well I think that what we have to do is continue to improve. I learned not too far from here at Boston College High School wasn't in the same location it is now that generally an individual and they take it into a university or you take it into any business does not remain the same. You either improve or you deteriorate. And so I think it's incumbent upon each administration to see that the Commonwealth improves and will have to keep that
pro-people outlook pro-people is pro-jobs pro-jobs has to be pro-business and you can't just say I'm for jobs and I'm going to have a program and I'm going to appoint a committee. And then. When the opportunity comes and I say the obligation to tangibly demonstrate that you have a job such as by controlling taxes not over taxing business building highways airports seaports having electricity available which is offshore exploration as an opportunity to really call nuclear power ever they may be handling the hazardous waste problem. You have to do those things because unless you do the things that are necessary to have business and the jobs that come from that it's just so shallow. It's like a symbol clanging. It's empty it means nothing so we have to remember that you don't create jobs by just saying I'm going to create a committee and I'm going to be for jobs you have to follow through with the basics.
Create the environment that make it possible to have jobs. Do you think that Massachusetts has a problem facing it on the energy level now that the oil fields and charges banks haven't been as promising as they thought they were going to be originally. Well to date they have not been very productive to be sure but in the brawl in Rock Canyon I believe that their research of the information there shows it was 8 or 10 years before they started to show you know any real signs or were yelling gas discovering we really have just out I believe it's a year are slightly less than a year so we're hopeful. But the energy crisis in the United States in my judgment really is far from over. Because even at the present costs energy is tremendously expensive. I think that the continued use of United States call to generate electricity is a step in the right direction and we've certainly made major strides I think more than anyone else in the country on that.
I believe that the importation of the purchase our electricity from the provinces and Canada is a major step in the right direction with expanded somewhat on that. The importation of natural gas from Alberta. We will. Arrangements with the through the gas companies were importing gas so there are a number of things including conservation that will have to continue to be done the price of energy I don't believe is going to go go down because every place you turn it costs more. I think we have learned from deregulation that when you pay the cost of the product which is the drilling for new gas reserve and or oil right here and i United States and I willing to pay as much as we're paying the fine companies for sending oil across the seas 5000 miles that we can produce right in our own country. Significant amounts of oil and gas and I think we're finding out that a.
When you stay competitive that you can buy more gas and oil in the deregulation has established that now people say well the price went up while the price was high or really as high at least with the nations sending me oil and gas over so why should we pay our people less and frock the initiative that goes with being able to make ourselves more sufficient by finding those reserves and knowing they're there. I think you've got one heck of a job. Would you go to Vietnam vets in the state house which I personally feel you are responsible for. You know the attention of the state college tuition waivers and what have you. I just wonder how you feel. We are over the next you know hopefully not more than four. Well I'm very happy as I mention to recognize people that this is something in need it and be in the position such as governor was to do something about it I've been joy that he was still looking at another thing I'm doing a lot on before I get through is on the prison and missing in action.
You know not reported that that really is a sad situation I will say this before answering a question that the recognition coming to the front now of the Vietnam veterans as. An equal footing with any other veteran certainly is something that that is overdue and really I am very gratified at the way things are coming around now how they're fare over the next four years. No one really you know doesn't know I would hope that. And I believe they will continue with the programs you know that we have status and they'll be things come up in one thousand eighty three and four and five that we haven't thought of yet. You haven't and I would hope their response from the administration is the same as mine was we have an opportunity to help through extending educational credits or offering other opportunities that we certainly would do it like the office in the state house really a very little something that should have been done you know really I didn't fully realize
that there was that separation between the different organizations and the veterans that's one thing I've said since I became involved and I hope you agree Jack is that we are all working toward the same thing. We have to stop the fighting within the groups within the organization right now. Try to become a group. You know seem to acknowledge that the same way I feel you. Well there there really you know coming around and there's been certain amount of difficulty in communicating but I think as they sit down a number of times as we have done with all of them present that a lot of the extreme positions are misunderstandings you know. Sometimes silence is golden when you don't communicate and there are different organizations with different viewpoints that disagreements which really probably don't exist at all but are in perception they think tend to amplify and that's not good
we are doing better we want to keep that course going because you know auto frother govern our anyone else to help because it's much better when that cause is relatively United vs. vs. being so diverse and you can see that right. What are you going to do you have any immediate plans. No I really do not have any plans I have a number of opportunities on a time basis that I'm in a position to pursue and accept but. I think it's farm resolve to continue working because one I enjoy that too I feel I have an obligation to do that and spend the vast majority of my time
finishing up something I really like to do and that's be governor and then when I'm through we'll look at the opportunities we have and hopefully will be something you know just totally challenging and full time and then I can make my decision then do that around the middle of January or so after I walk down the statehouse steps will have reception for some of our friends and then we'll go in vacation my son's out from school at the same time so we'll do that and then we'll be back around the middle of the month. I really have no specific plans right at the moment I have perhaps four or five opportunities that people have extended our business to have a part time association like a director for instance of a company. But I'm going to continue to work for two reasons one I enjoyed immensely in two. I feel I have an obligation to finish off as governor and then after I get through with that I'll be looking over everything that I have in front of me and maybe looking for things that aren't in front of me depending on what is in front of me and hopefully gets that around the middle of January in something new. The transition should go smoothly right after the election. All of our cabinet met.
I met with them and we repeated that we wanted every one of our secretaries and our commissioners to be cooperative and to treat each member of the transition team as they would want to be treated in a identical circumstance. So the funding fight has been arranged in anything that I can do or any one of our Cabinet our commissioners our staff can do and should do with that we're going to see to it that they do what we want to do a first class job. The governorship of the Commonwealth is a tremendous privilege as far as I'm concerned. And I want to see that enhanced. I want to see everything that's good that we can do to make that better in a particular women age any bickering or anything that comes about. And that's the way we're headed. Are there any issues which you wish you would have handled differently. Do you feel. Just how it happened one way. I really don't know what to say I do you think the outcome came about. Well I really haven't spent any time looking at all I know is that I did not win.
I would probably go out on my vacation I'll look at some of the numbers but I believe that Reaganomics San had an adverse effect on my candidacy. However unfair I really think that is because my version of Reaganomics is that it calls for a balanced federal budget and we haven't had one the last thirty seven years. I think it's a lie and I think it's about time and I'm for that. To the extent that I could help the president and the President Tadic because I worked very hard to try and help him do it we should do that. Federalism you've heard that term and associate with Reaganomics that means that the states would have more power versus the federal government that whatever monies the federal government was going to give it give it to the states with less restrictions. I think that's great that's what we're doing with the cities and towns we don't try and tell Malda not Pittsfield Bill record. WEYMOUTH What to do with their money. We just make it available as much as we can for different needs and it's up to them too. And that's the way it should be because afterall they have talent in those cities and towns. So I'm for that.
The idea of taking money away or cutting Social Security I was opposed to that and it never happened. But it was a good effect. However misleading a tool for those who are running against any Republican. In my case running against me because I was attached to Reaganomics by political opponents. Every governor at the governors convention in February of 1982 voted for federalism and for the Reaganomics that President Reagan proposed and voted to negotiate and work it out as best they could and the principles that the president put forth were satisfactory to the governess and it's no loss of money to the states essentially and I say I supported that and I still do. Corruption with the unfortunate events that we had were played out very well by by the opposition and by certain of the
press at least and I believe that has had an effect you know. It wasn't anything that I think about incidents that happened certainly if I had known anyone was going to get involved in whatever the official charges were conspiracy or extortion and that the last person I was going to be hired. But you know I just didn't foresee that there was nothing in the individual's background that would lead me to believe that that whatever happened. So it's an unfortunate circumstances but we do want to say clearly that no matter what happened the opponent my opponent received more votes than I did in trying to alter that in any way. That's just the way it is and we're going to proceed from there. Well surprise a lot of us. So from a personal point of view we've got a car. OK.
Yeah I was going to talk to dismiss that's just a case. Go right ahead. Great thank you. I always want to fight for you if you plan to run again. Another term governor no definite plans you know really I want to finish this one up first and then think about this. It may be a little bit difficult for anyone and I say it would be difficult for me to plan my 1983 in 1984 or 1985 in such a manner that I would automatically be available. That's another way of saying I have to see you know what develops and what opportunities I have. If I were to become involved in a business venture just as a suggestion and the people I was going to be associated with said Well now gee it's January of 1983 you're going to be with us now and make this worthwhile or you'll be leaving in two years. I'd have to be truthful about that. And you know that could
really decide whether or not I run again are available to run or not. You follow what I'm saying. This is so you know I relish this job I enjoy it immensely and you know there is that appetite for it. But I think fairness to family and all and with whomever I become associated with there is that other side. OK. Thank you very much guys. Thank you very much. That is this that we must recognize when you look into in the Senate are the position a position which I have a great respect of course that the legislative function in the Senate is a legislative function is quite different then the governorship which is executive. There's a difference between you know running something as an executive in making the law as in a great way establishing the rules regulations and laws by which the executive will run the whether it's the nation or a state or a city. Oh hello chach. Great great great coverage. Sorry. But we have so many problems. We need a new president. We need aid and education is devastated. And here in Quincy. Well it's been a month. I can't see how you can reckon. Rock critic cough. Well here's how we do it. Great seeing to you that basically we have done that because taxes have been reduced and what taxes when your income tax in 1079 capital gains tax in one hundred seventy nine rental the duction in 1981 and 82 and in the income
tax further reduced in 1982 Plus the excise tax was Proposition Two and a half I want to give them all that credit. But the taxes have been reduced and property taxes have been reduced. Now the prisons you may not realize but we have an increase of about. Thirty two hundred more prisoners now than we had on January of 1979. And they're all in prison and they're are being cared for and we have a bond issue that's already passed and is being implemented the monies are being a spent four hundred seventeen million dollars to build further prison so where we're dealing with that fairly well the bridges. There are some bridges of course that are in a state of disrepair. These were bridges that basically the state part some years ago from the railroads to help out the railroads for whatever purpose it ests bridges and a Navy Pier. We have a tremendous bond issue in one thousand eighty one I believe a significant amount of money for the repair of the bridges only so many you can repair. So much work can be done at
once that's been funded and underway aid to cities and towns. That's very interesting that this administration which cut taxes and there is no question they were cut gave to the cities and towns. Two billion five hundred ten million dollars more. That's billion. Two billion five hundred ten million dollars more in four years in local aid to the cities and towns than did the prior administration. Now if that city in town that receives their increased share chooses to have playgrounds our schools our library or whatever they use the money for that is up to the city in town to make that decision. And I would say shame on any city a town that has its school system in a state that you describe because that's showing a lack of regard for our the youngsters in their area or the local way that's been forthcoming. There really is little or no excuse not to have a
very fine system. And that island I don't know if I wrote everything that you mentioned or certainly not Island problem didn't happen in 1900 to our 1979 maybe not even one thousand seventy seven I really don't know but some time takes a little while too long of course but the bureaucracy that we have but repairs for that have been been engineered being engineered. The monies for the repairs are in hand and that will be repaired and expanded as will the Deer Island. So while it may not be done I was not done at the moment. We still have cut those taxes and those other things have been done and that island will be done to thank you and I wish you good luck. Thank you very much. Pertaining to this cable TV show you were you know on the stage or not how familiar you are with the cable cable TV. I know I believe the least regulated nation from a state level. OK the question I have and you probably some of the newspapers on this decision do I think that company are going in to town goes into this town. And very simply sold stock to some influential people in the area looking for a contract and these people for a very nominal fee by the company in a very small percentage wise and I think in a couple of towns and I've heard some of the articles in the newspaper that some of these influential people are going to
donations to be enforced. Licensing people in that town or city or wherever. Why should this be allowed to happen before the license is awarded. Why should it be chance something like this affecting the wanting of a license. Well if the information is available to the licensing authority. Excuse me. Doesn't that remedy the situation to a great extent I mean if the licensing authority know what has happened and the contributions are made they have a right to live in town and not on a cable company came into town. Influential people based on stock price. Put pressure on the local board.
Quincy it's the mayor. You know it puts a little pressure on him because there are people in there someplace. Why not help them out and already there's some sort of legislation passed before licenses awarded would cut our current funding. Well I understand what you're getting at but how would one judge the financial ability of the various proponents to deliver if they did not have their financing in advance. I think stability financial Spenlow Allum financing it put into a collaboration. Companies for operation of the cable
company. Now I realize that but you're talking about any financing not to have a company before the award they can wind up financing through to any other source. See I don't believe in the instance you describe which is which is news to me that they go they ask those people for their financial strength to buy the stock that's for another reason I just didn't think that it was a problem. What companies companies. Well I think that something should be brought out the hearings at the local board feels there where they have someone who
didn't do that. You know me in their mind be a plus. It's a difficult situation. It's a business technique I think that the people trying to put themselves out front. I think it's an advantage when they can have attractive local people. OK but don't forget now and I'm just suggesting that as long as it's known the awarding authority has the right to take that into consideration right. And if they find that repulsive or something they don't agree with there should be for the company that says no we don't do that. We can you know strictly on our own merits and we don't try to buy favor I rent a citizen. That's before the board I think that's a major step in the right direction. OK. Thank you.
