This portion solely features King's responses to audience and panelists' questions about creating a substance abuse commission, appointing women leaders to the Boston Police Department, supporting forfeiture legislation as a source of city revenue, and his closing argument that substance abuse will recede in the black community only with major systemic changes to city institutions.
