- This episode looks at the role played by Admiral James D. Watkins, Chairman of the Presidential Commission on AIDS, in public policy formation on AIDS and other health issues. The program also examines the media's response to the epidemic. The second segment takes a closer looks at a death in the family. Highly positive review of Commission's Report. Salient recommendations: emphasis on need for basic biomedical research and freeing scientists from excessive bureaucratic constraints; better treatment for IV drug use, better health education in schools; more equitable delivery of health care; better anti-discrimination and confidentiality laws to encourage people to be tested, thereby enabling scientists to more clearly understand means of transmission in variety of demographics.
