We are one of the states that still have the highest item in our budget for that of education. About 23 states in the nation now have welfare as the number one item. We still believe that education is first and expensive. I would remind you that in Oregon since World War II we spent more money on buildings for higher education than in the previous 85 years. We're only half through. So we hope that the legislature may continue to be generous. Likewise, in the last year we spent 33 millions of dollars for new buildings for secondary and primary schools. That's a lot of money to us. So we are sold on education. We're very glad to have the government boards here with you with the grace of visit. I only wish that you had time to take a look at that. I really like picture there in the flesh. You just couldn't believe that water could be that blue. I hope you can stay a few days extra. If you can't come back again, I personally would be glad to welcome you in quite a few places that you can go and see this gorgeous country. It's a pleasure to be with you tonight.
Thank you. Thank you. Thank you, Governor McKay. I'm going to ask our Vice President Ray J. Quinn-Liven Chairman of the Board of Trustees of University of Minnesota to come forward and perform a little delightful task which we have assigned to him. Right? Now, as Edgar says, I have been assigned a very pleasant duty this evening. When we came to the hotel and registered yesterday, we found available a great deal of literature regarding the state of Oregon. Among those in our envelopes was a diagram of the organization of the state system of higher education in this state.
You found that, after all, the governing board is not of primary importance but is preceded by the legislature. And, of course, we all recognize that our governing boards are preceded by the legislatures, at least by annually. And then we found that heading the list of those comprising the system of higher education was a governor. So, in coming to us this evening, he's coming not only as the chief executive of this state, but he's coming as the official and legal head of the state system. Now, the association likes to recognise this fact in some more meaningful and permanent way than by words however well meant our expressions may be.
And, of course, we recognise the fact that while the governor appears as the head of that system, that another is in reality heading this system of higher education. And so, on behalf of the association of governing boards, I wish to present to Mrs. McKay, the small gift, which we hope will be a reminder to her and to the governor. That at one time we held our meeting in the state of Oregon, and when they have that reminder, they'll remember that our organisation has spent the most enjoyable and profitable time in your state.
Mrs. McKay was presented with a lovely gold plate as a token of appreciation from the association of governing boards of state universities and allied institutions meeting for their 30th annual gathering in the city of Portland, Oregon. This has been the first of a series of programs, tape recorded from the sessions of 30th annual meeting of the association of governing boards of state universities and allied institutions held the week of September 30th to October 4th, 1952 in Portland, Oregon.
As we told you earlier, the association of governing boards had its origin over 30 years ago, when a group of regions and trustees of Midwestern institutions found that correspondence was an inadequate way to trade ideas and comprehend each other's problems. This group now includes regions, trustees, or boards of similar name in 44 states, and the official mailing list of the association numbers more than 1,000. Headquarters are located in Burlington, Iowa, in charge of the association secretary treasure, Mr. R.H. Plonk, of the Iowa Board of Education. Through these broadcasts of which this has been the first, you can attend the sessions of the 30th annual meeting of the association of governing boards in Portland, Oregon. You will hear on programs to follow from Dr. Arthur S. Adams, president of the American Council on Education, Mrs. Hiram Cole-Houton, immediate past president of the General Federation of Women's Clubs, Dr. John Hannah, president of Michigan State College, and other noted speakers.
You will hear panel discussions on what agriculture can expect from the land grant college, educational television, and academic tenure. All of these and other discussions will be features of this series of programs, prepared by radio station K.O.A.C. of the State of Oregon, member station of the National Association of Educational Broadcasters.
