on accountability and the public sector what we've seen recently some glaring examples of the lack of accountability and the private sex i think what we can bailout lockheed nationally as we have done one would question whether or not we are asking everybody in this country legally accountable and i'm a teacher at a public school that's been held accountable of course should be able to have the resources that they think they need in order to produce on that site i in the case of the hackers gold they do have unlimited resources and of course they have all kinds of materials that i don't think they have a limit on what they can order and of course in a situation like that i'm not sure if the teachers are held accountable as they could be we have been using the present methods of education and i would say that we have been paying upwards of thirty forty million dollars just in this city and other
cities paying even more and to pay that large sum of money and i certainly understand their kids be failures i can't think of any other business which has been stay operation with that record tents have been made to sabotage be our al in every conceivable that you can think of since the day they started the system is trying to get every corner to the franchise and to kill the alp because b o i l represents in dollars and cents a matter of education which can be afforded by the communities to adequately prepare minority groups they can't compete successfully in the society this
is about money the backer experiment as obvious merits and enjoys enthusiastic support from the black controlled theory school board and for many parents in the community is probably too early to determine how effective the program will be despite the favorable publicity to the counter that determination will have to wait until nineteen seventy four when the dr no contract is concluded and when the school was handed back to the very school board expert at the rand corporation have recently completed an evaluation of medicare and other performance contract it's cold they called then a credible listen most interesting experiment in the united states which gave low marks for all other such projects further they had high regard for the spirit of confidence in attitude of the baca faculty but they said the test result of the unanswered the question of whether the arrow would bring all students up to the national norms in three

Black Journal goes to Gary, Indiana, to examine "performance contracting," an innovational educational system whereby corporations run schools on a money-back guarantee - a system which the Office of Economic Opportunity has recently pronounced a failure. Their findings will be revealed in a two-part episode, "Readin', Ritin', and Rithmetic, Inc." Black Journal visits the city's Banneker Elementary School, currently run by the Behavioral Research Laboratories. The school has an all-black enrollment of 698 students. Teachers, parents, BRL officials and administrators offer their opinions and criticisms of the controversial new project. According to Gary's superintendent of schools, Dr. Gordon L. McAndrew, the project is a success. Dr. McAndrew bases this evaluation in part on a report by the Center for Urban Redevelopment in Education (CURE) and the statistical analysis of the accounting firm Price Waterhouse & Co. His reading of their survey indicates that 72.5% of the Banneker students achieved month-for-month gains in reading, math or both. Based on this figure, which was quoted in a press release issued by Dr. McAndrew, the national press has also reported the BRL system a success. However, Black Journal finds that the CURE reports actually listed the gains as 35% in reading and math and speaks to Gary teacher's union leader Sandra Irons who accuses Dr. McAndrew of distorting the facts. She also questions the system's emphasis on math and reading - an emphasis which, according to her, may short change the ghetto child's ability to handle social problems. Black Journal also reports that BRL has declared several Banneker teachers "surplus," leading to their transfer or dismissal. This has been a source of considering friction between the teacher's union and the administration. In addition, there are philosophical differences such as one teacher's objection to the system's lack of human interaction. Other critics voice their fear of the profit motive in education and the participation of black children in such experimental projects. The school's principal, Sherman Newell, points out the advantages of the new system, such as individualized programming which enables a student to progress at his own pace. According to Newell, individualized programming is particularly beneficial to the black child because it leads to success which "creates motivation." Series Description
Black Journal began as a monthly series produced for, about, and - to a large extent - by black Americans, which used the magazine format to report on relevant issues to black Americans. Starting with the October 5, 1971 broadcast, the show switched to a half-hour weekly format that focused on one issue per week, with a brief segment on black news called "Grapevine." Beginning in 1973, the series changed back into a hour long show and experimented with various formats, including a call-in portion. From its initial broadcast on June 12, 1968 through November 7, 1972, Black Journal was produced under the National Educational Television name. Starting on November 14, 1972, the series was produced solely by WNET/13. Only the episodes produced under the NET name are included in the NET Collection. For the first part of Black Journal, episodes are numbered sequential spanning broadcast seasons. After the 1971-72 season, which ended with episode #68, the series started using season specific episode numbers, beginning with #301. The 1972-73 season spans #301 - 332, and then the 1973-74 season starts with #401. This new numbering pattern continues through the end of the series.
