From Washington the National Association of educational broadcasters presents another of a series of visits with top government officials and distinguished guests to the nation's capital. Today we want to hear first of a statement by Attorney General Robert Kennedy to be followed by an address and question and answer period with the chancellor of the federated republic of Germany Konrad Adenauer. Early in April Attorney General Robert Kennedy held his first news conference. Here are his opening remarks made at that press meeting. I was seriously concerned with Auggie nice crime before I took office. In the past two and a half months I have become even more aware of how far racketeering as infiltrated our society racketeers have moved on from the illegal enterprises to infect legitimate businesses labor unions and as the newspapers have noted recently sports. At the same time the racketeers have tightened their hold on bookmaking narcotics extortion. Prostitution numbers games
and other gambling. Traditionally action against the rackets and mainly the province of local authorities in some areas racketeers have corrupted the authorities in many localities they have outgrown the authorities the rackets have become too widespread too well-organized and too rich. It is my firm belief that new laws are needed to give the Federal Bureau of Investigation increase jurisdiction to assist local authorities in the common battle against the rackets. Therefore today I have sent a series of proposals to Vice President Johnson and Speaker Rayburn for consideration by the Congress. Three of the measures are new. Three were proposed by Attorney General Rogers and the other two are revisions of bills he initiated. These are the new measures. Number one. Prohibition of interstate travel in support of racketeering.

Number two prohibition of obstructing investigations are interfering with witnesses. If a witness appears in a judicial or congressional investigation he is protected against threats are harmed by criminal statute. Yet there is no federal law which protects the witness who seeks to cooperate with the Department of Justice or an agency of the federal government. Coercion or threats against persons cooperating in a government inquiry should not be tolerated. This bill deals with that three extension of the Federal Firearms Act. At present this act bars interstate shipment of weapons to or from those convicted only of certain crimes.
These measures would extend the prohibition to all crimes punishable by more than a year's imprisonment. We are recommending revisions of two proposals dealing with gambling made by my predecessor. These measures are one. Prohibition of interstate use of wire communications for betting. This measure would make the interstate use of telephones our telegraph what bookmaking our other gambling a criminal offense. Radio and TV are not affected since they can be adequately controlled under existing law. The bill sent up by my predecessor provided only for the removal of the facility. This means merely reestablishment other facilities at a new location. And we believe it would be more effective to make the prohibited activity a criminal offense. The other measure is prohibit prohibition of interstate transportation of gambling materials. Our revisions are more specific about the

We support them and urge their inaction. They are these three. Number one immunity for certain witnesses in labor management racketeering cases. This would compel testimony from employers and employees before grand juries and courts but would give them immunity from prosecution. Employers under the Taft-Hartley Act and employees under the Hobbs Act and the two. Extension of the fugitive felon act. Like the Firearms Act. This now applies to only certain crimes. This bill would make it a crime to flee interstate from prosecution for any crime punishable by more than one year in prison. Number three prohibition of interstate
gambling machine shipments in one thousand fifty one. Congress passed the Johnson Act generally forbidding interstate transportation of any gambling device experience has shown this act. That this law applies only to slot machine. The proposed measure would cover other types of machines used primarily in gambling. These 8 proposals could deal a heavy blow to racketeering. Let me emphasize the word could be that this set of laws nor any set of laws will stamp out organized crime. In this country laws are only as infective as their enforcement which in turn depends upon the interest of the people in their government. Piecemeal enforcement attempts clearly have not succeeded. I am glad to report that with the assistance of Mr Hoover and the Federal Bureau of Investigation we are making progress in pooling information and in coordinating investigations in organized crime and racketeering. There is effective
participation by all federal law enforcement agencies and by some state agencies. And these eight measures could be of great assistance in making this cooperative effort far more effective. However in the last analysis what we do in this defeat in this field depends on what the record shows in three four or five years not what we say here today. In the statement which has been made available to you. There are full details as to each of these proposals. I would like also to announce the appointment of David L. Hackett of Dedham Massachusetts as special assistant to coordinate the Department of Justice efforts in the field of juvenile delinquency and youth crime. Over the past two months Mr. Hackett has been in contact with juvenile authorities throughout the nation and he has been working closely with the Department of Health Education and Welfare the Department of Labor and Gov. McNichols of Colorado chairman of the governor's conference to find out how the federal government can be more effective in this field.
As you may know I also have been in contact with Secretary Ribicoff and Secretary Goldberg and we will make some recommendations to the president as to what the federal government can do. All statistics point to an alarming increase in juvenile delinquency and youth crime. The financial and social cost is incalculable. The Department of Justice already has asked Congress for six hundred eighteen thousand dollars to A and assist the more than 5000 young offenders in federal institutions to lead a useful law abiding lives upon their release. But it is becoming more and more evident that even substantially increasing the effectiveness of control and treatment efforts will not solve the problems. This raises the question of what we as a people are prepared to do about Cuban link when see and youth crime in terms of time money and dedication. I am terribly concerned with what I have found out about the extent of juvenile delinquency. Since I have come to the Justice Department.
This matter must have priority attention from all segments of society. Federal state and local. While the US ultimate responsibility for dealing with the problem rests in the homes and communities of America it is clear that the federal government must give leadership and guidance. All leadership and guidance possible to help the efforts be made in the local communities and to help the individual states better these efforts. Mr. Goldberg governor Ribicoff and I are convinced there is more that we can do to give leadership and assistance and this is what we intend to do. They pore face problems in the criminal courts not shared by the rich and I have appointed men of distinguished public service to serve on a special committee to investigate the unique problems these people face in federal criminal courts. The chairman of this committee will be Mr. Francis a alent professor of law at the University of Chicago. The other members are some of the other members are the honorable Walter F.
Shafer chief justice of the Supreme Court of Illinois. Honorable Walter eat Hopman United States district judge for the Eastern District of Virginia Mr. John F. Grady Waukegan Illinois attorney and former assistant United States attorney Mr. George of Oakland California a former public defender in that state. And Professor Joseph Goldstein Yale Law School in New Haven Connecticut. It will be a number of others will be appointed at a later date. This committee will identify and study the problems faced by criminal defendants whose poverty or limited means may deprive them of an adequate defense. The committee will submit recommendations to me as to what can be done to eliminate or less in those conditions. This is a matter of equal justice decency and fair play. And the committee will meet shortly to undertake its work. distinguished guests to visit Washington recently for conferences at the White House was Chancellor Konrad Adenauer of Germany.
