From national educational radio in Washington D.C. This is a special nomination report on the House Commerce hearing dealing with the proposed Public Broadcasting Act of 1967. Those hearings are now under way here in Washington but the report was produced by and for national educational radio all through the facilities of W am you f l American University Radio in Washington D.C. I'm Bill Green was. The House Commerce Subcommittee dealing with this legislation started its hearings last Tuesday. A great many of the members of that committee were on hand for the kickoff session with Chairman Harley staggers presiding the first witness the secretary of Health Education and Welfare John Gardner. He was accompanied by three top assistants and they review the history of federal aid to educational television. Secretary Gardner outlined the benefit of the administration's proposed expansion of aid in the field noting that it did for the first time includes radio.
He then outlined the different types of noncommercial broadcast operations in existence. That money is badly needed to provide a high quality program for the actual facilities and Secretary Geithner disagreed with those who try professional quality of educational television programs it is not important that the secretary. Americans are now conditioned to excellence in television productions and they demand the same excellent in noncommercial appellations. He also urged creation of a Corporation for Public Broadcasting following much the same lines. Have the money he gave recently before the Senate Commerce Committee. Now you know education already on the fact that you're a guy. Like Derek Yach gone are there were some mention on. As to a change in the title of the film how Billy are running trial in the Senate. Out of her apartment. When I made the right point there a public
holiday and I ignored the fact that they are in a radio broadcast thing X and I think they are. OK. Anyway some of them were overlooked when the bill was crafted I think the right way I read Carnegie and elevation and everyone thank you so much. That didn't make it right. But by God how they were found concerning profit I have a wife and her bring you back and you were quite in the way but you were not. The minute ender. Yeah they act provides for the creation of a public corporation and one the corporation created. My department will no longer have any refund Elodie for what happened. The corporation will make its own protection
by how much you want the ban and we're not in a position to now am I to corporations that are not yet running this one. Well one of them that we didn't like the project. I can say that whatever help the committee if we had made them and that guy they think. That was Secretary of Health Education and Welfare John Gardner in further testimony. Sad that the belly of enough of the extension of existing legislation and under questioning by members of the House committee that it is reasonable to change the title of the bill on the public television Act of 1967 to the Public Broadcasting Act. You may recall that the United States Senate voted not to change when I gave final passage to identical legislation on that side of the Congress. You know similar statements. Mr. Gardner said it is also reasonable to change the title of the proposed public television operation to the
public broadcasting. Bend in the map for allocating the federal money to states on a basis where some states that receive a larger percentage of bonds than others. He defended the creation of a Public Broadcasting Corporation in the amount that it is legitimate and reasonable to include educational radio in the Title 3 of the bill Title 3 of the bill in that section which would authorize a comprehensive study of the needs and future goals of educational broadcasting in the United States of America. A member of the United States Congress in sound as defiant on the Hill in favor of the bill. He was U.S. representative that heard author of The Public Television Act of 1967. We might mention there are 13 separate bills being considered by the House Commerce Subcommittee Congressman members bill is the one proposed by the president and other administration officials. It is this bill which is being given a major consideration.
It is a companion bill to one introduced by the chairman of the Commerce Committee chairman Harley bagger. We talked with Congressman Bob U.S. representative and former U.S. Senator Barbara pepper. His offer of a companion bill identical to that graphic by the chairman of this committee when Congressman pepper yesterday with mentioned the possibility of changing the title of the legislation the public broadcasting I now when you feel that I have no objection to that I think it all the big rally on this that this bill this program is coming up on that they have a hell of a going and radio fidelity that I've already acknowledged I think that coming out in a way a wake up and they haven't got the public when they have a kind of egg shell on how. Anarchistic alright and that we've taken every day. God can see that they have been kind of thinking cooperating with this veil and I think it was he is not in any way. To be the engine then they are not I think here but not I think
we are going to come on the program governmental in a fair shake on aid program out-of-control program run by the well make the rich kid govern our house now save the day good boy abundantly available not only in the classroom but in the home of the people of our back. A second day of hearings while highlighted by announcement of a national citizen committee for public television. Appearing as chairman of the new group with Thomas Hoving director of the Metropolitan Museum of Art in New York City and former New York City parks commissioner. We're hoping that his group handed the blue ribbon committee intends to serve as a national rallying point from which massive doesn't reach the point where educational television is home to originate. He made no mention of radio in his remarks with respect to the national committee of the new committee is receiving financial support from a number of foundations. Among them before Diane Carnegie Foundation
in his testimony before the House committee Mr hoing noted the need for a national government financial aid to initiate proposed Public Broadcasting Corporation. After that he said private funds become the key source of gravity you national educational radio talk with all going about it is new organization he told us that the group was largely composed of military leaders racial actually birds from throughout the country a number of artists writers and musicians. Well it goes on and on. On members of the House Commerce Committee were clearly and visibly empowered when they notice the names attached to that committee names such as Bernstein. Why Wilkins summation and and foundation names such as the Ford Foundation. It was an impressive lead. Why was his comment about Imus having a director of the Metropolitan Museum of Art in New York City. Former director of park in that town and he's now
chairman of the National Committee for Public Television. This is a new organization isn't it. But it was started only several weeks ago and in a rather brief time we've assembled forty seven members of the National Committee. People ranging at point of view and from and then figure something that both the president of Yale University and an event in your people and your general named Gavin a wide variety of people across the United States who have a real feeling that public television is something that will benefit the public a great deal. Well of course you're right now if you were not only the fence during the Senate hearings which would explain your Aveeno they are what the formation of this committee. What prompted it was that people began to call each other up and say Now let me bring in the point. Fill in the form of her proposal and a lot of people around the United States don't know anything about it.
So we got together into the committee to try to educate people around and I think the people to get them to begin to understand what what this is what kind of events were removed what was Thomas Hoving director of the Metropolitan Museum of New York and chairman of the newly formed National Committee for Public Television. Showing that the money came amid remarks by members of the Commission on Public Television the mike that all but duplicated their appearance before the recent Senate hearing on the proposed Broadcasting Act. Unlike their son of the Baron However Donaghy chairman Dr. game. Julian didn't say the group would have no opposition for a change in the title of the bill from public television to public broadcasting. The rest of this week was presented by Mark government when the general congressional added to the cuts in federal spending with sounded for the first time on the third day of hearing and House members heard testimony from the chairman of the Federal Communications Commission
oscillate during comments on the cost of the proposed expansion of educational broadcasting operations. US Rep.. Do you Robert in the Republican of Pennsylvania raise various objections. That he was concerned that the nation not create a new monster. He said the war in Vietnam must be considered especially the cause of that war. Plus all the other huge government spending programs I wrote when Watkins said I wonder if we shouldn't wait until a later date to consider still another federal project meaning the public broadcasting as the chairman of the committee then allowed a continuation of remarks by one when they constituted the actual first the serious challenge made against the desirability of extending federal aid or broadcasting of a noncommercial nature. Congressmen continue their questioning odds on the use of the term public to distinguish a noncommercial broadcasting from a commercial
counterpart national educational radio August when the chairman of the FCC about it as well. I am a law the right side of the better OK manic. They don't come out in your way to mark the day before our committee. My way with them and they all wanted them or they are identical. No I don't do them and I am however our committee and prevented any committee and I want I might finally reveal my human rights of this guy and we are with the help of our on my money. I met him with my family or lie about my memory. By the bye bye Daddy I am coming. Yeah OK I am alright and I don't have it right here and now is on how would I go on. You know
running around when we do right where I'm at a point where I hire a new hour and then the other way in the market I don't find. That with Chairman Russell Hyatt of the Federal Communications Commission. During his prepared testimony at the hearing the FEC chairman urged representatives to amend their legislation to more closely follow the form of the bill passed by the U.S. Senate. He noted the Senate bill contains several changes and so have we find money which the Federal Communications Commission. Well for a while you can. Be absolutely testimony much of the same outline now did in your earlier presentation before the Senate Commerce Committee. But all of the questioning in this house indicate that the House committee intends to demand complete proof that massive letter bomb IED is necessary and wanted before they will expand the existing educational television facilities that.
There will be one more week of hearing in which time broadcasters and their allies will have an opportunity to prevent such evidence. This has been a vital nomination report on the first week of hearings by the House Commerce Committee dealing with the fall of public broadcasting at 19. The community that I'm hearing will continue this week here in Washington. National Educational radio will provide additional summer you can report throughout the house hearing by showing art was produced for national education already all through the final days of WMU American University Radio in Washington D.C..
