Look the chain conference here in Geneva park by the shores of Lake Ontario about 200 people are gathered for a week to discuss this year's topic. The Latin Americas. Tonight we're going to try to feel the texture of life in the southern hemisphere to trace the multicolored patterns blending the fabric which is the Latin American way of life. We should talk of the Spanish heritage the role of the church the tensions created by the extreme wealth and extreme poverty and the racial intermingling in the different countries which form what we in the north call Latin America to introduce the speakers. A Canadian writer and broadcaster who has spent much of his life in South America. William Cram. Ladies and Gentleman the subject of tonight's discussion is the texture of life in Latin America. Now at first glimpse a subject like that might seem to be more proper for the authors of tourist books than a subject for an earnest conference on public affairs. But that isn't so. To understand friction you have
to study text here and unfortunately frictions in Latin America have been mounting to a very alarming extent. Of course these things have had their counterparts in other parts of the world as we'll. But in a very real sense American diplomacy as we know it for the better or for the worse has taken shape in Latin America. There were many decades during which the United States and here quite rigorously to Washington's advice of new foreign entanglements. Yet at the same time they were very active in Latin America. It was there more than anywhere else that the diplomats of the United States first developed that baffling mixture of elbows and self-righteous philanthropy of bums and good intentions are
very unusual powers of in perception. But we have since witnessed elsewhere and this without a doubt has facilitated the advances of communism because the communists never forget it rarely create a situation they exploit an already existent one. And that is why instead of just dealing with politics and economics we thought it wise to try to take a glance beneath these things and try to detect origins for the many persistent errors. All these feel we feel that basic to all is a certain lack of Rup puir with human values in Latin America. I think but very fundamental to this is a new over estimation. All of the American way of life the
reason all of it is to an almost absolute international event. Now there are many things that the United States has to offer Latin America and that Latin America is eager to receive. Technology sanitation and many aspects of American political institutions. But few Latin Americans would say thrilled at the prospect of having a reproduction of a culture of Oshkosh or Omaha in Latin America. I believe that we are on this northern continent. We have much in common with our American cousins must reach the point of realizing that the good Lord in His wisdom created national cultures with very important differences. And that these differences should be savored and respected. And instead of trying to mobilize Latin America for the defense
of the American way of life we must offer to them greater possibilities for the development of their several Latin American ways of life and we hope this evening in part to try to nail down and clarify just what the differences some of the differences between our cultures in the north and the cultures of the lands to the south might be. Our first speaker Dr. Louis sun Chiz was fortunately already known to me. Our paths crossed before in the gleaming white city of Lima in Peru some 13 years ago. When I knew Dr. Sanchez the curtains were about to fall again on the brief period of political liberties that Peru had enjoyed. But now we're glad to see the doctor Sanchez has returned from his infix and is back at San Marcos. That is certainly one of the most promising harbinger
of the future of democracy in Peru. Dr. senses. Ladies and gentlemen the first thing I have to ask you to forgive me because of my very poor English as a matter of fact I am the creator of a language my own language English. So you have to translate it to us. English is not a hard task I thought but it's a task. I have a week in. My speech of today but afterwards this morning I realized that I am unable to read it. I can read it even in Spanish my own text hoarseness English. So I had to make a mix of a mixture of reading and speech English speaking and I don't know which would be the result. I hope it would be
best. If you don't put in people who are upset or live in Latin America and compare it with the customs and habits in Europe and in America where they're Canada or the United States immediately finds conspicuous differences in many of these are more apparent than real. No one can deny that they exist. The first scene which is noted in the different attitude towards everyday life seems to me that I have to add a paragraph to this speech. Somebody suggest me that I have to tell you something about geography. As a matter of fact geographically Latin America is a split by the mountains the enviornment these means a sort of territorial unity for Latin America but at the same time from the NDA we have two
faces the Atlantic faces that is always looking to Europe and the Pacific face always looking to Asia or to America itself seems to me it is very important to make a difference between the Atlantic Latin America and the Pacific Latin America. So it is the first difference because in Latin America the second thing the second problem is this second point. Everybody used to speak about liking America as a whole. I don't think so. Seems to me that letting America as a whole or Europe but you have in Europe made a difference and a very important point. In Europe there are many nations who used to speak different language in spite of which Europe exist in Latin America. We used to speak the same language in spite of which Latin America maybe does not exist.
So the main point is this is the languish area link it constitutes the beginning the basis of a real unity. Or maybe to speak in the same language is the beginning of a difference of a split of a fight. Let in America we have a big population of Indian population is very useful to say that we speak about the Indian and so far as I know Latin America and some places in Africa and Asia and Europe. I think that there are Indians and Indians like you. There are Africans and Africans and Asians and Asians dainty and selecting America bro born from very different origins. They have cared and they have in fact very different
standards of living and very different standards of civilization and culture. So it's too easy to say to speak about the American Indians as a whole as it is so easy to speak about be let be the whites in the world. There are whites and whites Indians Aeneas and needless English. So we pretty sins seemed to beginning many problems and maybe the most important problem is each to think in terms of our very happy instead of our unity unity maybe yes indeed in the ultimate goal in defining what we are looking for that it is necessary to avoid the preference if it is today to get to the additions. Well I was engaged to speak Spanish. So it was impossible to make my practice. They made better practice and I don't know why I didn't. the Spanish tradition in Latin America these are like the English tradition for many Canadians and for the English tradition for many Americans. This is a source of pride in some ways and of resistance and a negative attitude towards it. What is it. Because the independence is too near to us too close to us and we've got to do what we had been thinking in Spain in terms of the imperialist power. So it is necessary to distinguish into the Spanish tradition. Many trends if you were to Mexico for instance the Spanish tradition is just the popular Spanish tradition in Mexico. They refuse to recognize the influence the influence of Eremenko to case the Spanish conquerors. And until now

movements in Chile is a Catholic movement. You have in Colombia the opposite way. The Catholic movement the clergy is one of the more conservatives in Latin America. You have in Venezuela in Cuba in order why they there are no influence of the Catholic Church. They say the work of Judaism and you have many trends many aspects of these Catholic employers. So it seems to me that in spite that certainly we have a very strong Catholic tradition. It is necessary to distinguish among this Catholic tradition

Frequently when people of other countries used to speak about our political organisation I have heard some comments about the facility with which we change our constitutions. Some countries have a more constitutions and years of independent life. Maybe I am not ashamed of that. And that is something that ought to be glad we fly all the time to say that maybe was going to be better to say the Latin American republics

You are a Mexican. And so on and we never make a mistake we are certain about it.
