Here stands the town hall a little one room one story affair used occasionally for teenage get togethers or cake sales used once a year for a town meeting. I went Oh there are 52
registered voters in the town of Gosnell. There are also 29 horses. Five cows a yearling Steere 900 sheep and one other. As of last year's count most of the residents live on first incorporated in 16 41. The other islands in the chain are privately owned though large an area they support only a very small year round population. OK summer is the high time on the islands for vacationers and tourists bring activity and money. The annual summer swordfish tournament is a big event but the winter months are hard on many native Islanders go to the mainland for work. There are two boats weekly to Cutty hung from New Bedford during the winter months. But on town meeting day a special charter the alert is laid on for the New Bedford County hunk run. All of the townspeople when registered voters are encouraged to attend town meeting and the

On one town meeting day in the early spring is a very special day on the cutty hung calendar. There are social overtones to it for it's the first time that many of those who go to the mainland to work during the winter return in the New Year. A luncheon is often held for them following the morning meeting
and before the alert heads back to New Bedford but far more than that it's the single day of the year to shake up or support the town government. Every voter can speak his piece. He has his single vote to bargain with and votes being such a rare commodity in Gosnold This can mean a lot. Yeah. But if you really like him you know. We are there for the fight to go to sleep. The town assessor's selectman Board of Health and Board of Public Welfare are all made up of the same group of three. The chairman of the selectmen David Jenkins is town burial agents and the chairman of the civil defense as well. The
election of town officers is normally a pretty routine thing. Posts are uncontested and the incumbent remains just that. Usually one municipal white board member for two years. You want. Me fro nomination. I have a motion going a should be close. Just to McCaffrey you asking for qualifications. Oh. Oh. Oh oh. A slogan I've got is that it's mostly been all the fad of. Recollect what plant biggest fattest like one of the family. Wrong. Been around it all my life
and I have run generated full steam and diesel engines so that I understand the working principles of own. And figure of qualified for the job. And everything said my. Fellow. Voting on it will say to see if the town want to raise an appropriate the amount of state indemnity for Gypsy and Brown to you know mob extermination in accordance with chapter 132 Section 14 of the
general law. I make most appropriate $50 for. All of them Fraid not. Apollo so voted on it and some of it not all of the questions on appropriations at Cutty homes were on the 50 dollars for Gypsy and brown tail Morse control variety. The desire for town improvements in roads or wharfs or whatever modest though they may seem by most standards are not necessarily modest in a town with annual appropriations of just $66000 hassles over new improvements and services spotlights in fact a very unique financial structure of the island chain. It is a fact that in the town of Gaza no one taxpayer who is in the majority of these other islands which are privately own their tax bill runs about in the middle 80 percent each wise. Then
there's the rest of the remaining 15 percent are physically present real estate wise on the island. Did I think it. It's a unique governmental problem in that way. For instance. At this town meeting you noticed all the appropriations and what for and they thought gets me that Ollie's appropriations are for things on the town of cutting on the island of cutting hot though the taxpayers are 85 percent off the island. The observations of a lawyer who vacations on Cutty hung and represents clients there as well. His observations are accurate and even no worthy but few islanders would offer them for they have always lived with the situation their tax revenue has always come largely from a single source almost a kind of majority stockholder situation. Cuddy honkers aren't likely to overwork the other islands in the chain as the head of the selectmen pointed
out after the meeting. They're all part of the town it was only one well represented the town meeting today and of course they're all private own and they're the biggest taxpayers and their influence is felt. There's a lot of. Attention paid to footage that is the annual report for the year ending December 30 first one thousand sixty six was distributed at the meeting. It contains some interesting details. The town clerk reported that no births or deaths were recorded in 1066. One marriage was no hunting or fishing licenses were issued. Eight dog licenses were the tax collector reported that twenty three thousand nine hundred seventeen dollars and forty four cents and real estate taxes were committed and collected three thousand and thirty nine dollars in property taxes were committed and collected.
And the superintendent of the eighth grade one room schoolhouse reported our enrollment consists of three of the Jenkins girl and her two brothers. Mrs Dorothy said all is spending her second year with us as teacher. Mrs said all has done a great deal of studying to meet the needs of her pupils. She spent a great deal of time last summer preparing herself for a first grade Bill Ball. warrant pertained with the town vote to take the land for the new well by eminent domain with the town allocate the necessary monies to lay the pump and pipes and finally what about the Old Faithful the private well would the town buy that up for an auxiliary supply any sort of question. A girl who was brought up on the island but lives there no longer. She had returned on the New Bedford boat for the day to observe her first town meeting. Many others did too. For many islanders town meeting day truly is one of the high points of the year but not necessarily for the man in the hot seat. The chairman of the Board of Selectmen. I don't get the extra pay for all the shaking to be used. I just look forward to the day so necessary as to be done. It's not just this room cut a hunk in the islands are best known as vacation spots. Some are havens for transitions from the urban workaday world.
The quiet isolated town turns into a beehive of activity. Sailing sunning swimming fishing it's a wonder she doesn't sink in the sama. How do the natives react to this seasonal transformation of their roost. I don't think there's too much of a difference I mean they get along very well. It's just really between themselves but they know each other so well that they don't get along with outside is they do a beautiful job to get us to prices the matter of fact. Summertime visitors to the island are attracted by the quaintness of life and the rugged individual ism of the native spirit. The situation conceivably never would have come up without the requirements of the Massachusetts Department of Public Health for a state approved water source. The townsfolk really had little choice in
approving the acquisition of new lands and materials to set up the approved source. They had much more flexibility in deciding just what to do about the long time supply the well owned by the Allens high below sea turtle. Well except you not in class w out on PM. Want to sell the well site to the town for the sum of thirty five hundred dollars per year payable to plans w o m c o p i want all of this of mine but a joint life not to exceed can yet be subject to approval of the Department of Public Health and to do it direct the board of selectmen to apply all necessary enabling legislation. Discussion on that. House no doubt. Oh yeah that's what you run into seeing that we have to walk.

If you want to give up this well if you're not satisfied with it. We can terminate the contract and shut the water off. Not that I necessarily advocated merely as I would for any client point out the alternatives. And I says then the deal is going to have to bring the water over water by. They're going to go have to develop their own system to me and negotiate a new contract and this contract as you know has been effect for years in fact they furnish the largest town since 1970. The islanders already knew the whole story. How are the inherent common sense of people isn't to be denied and that so called knowledge and not a fish reality of flies there are still some places in the world where values are a little more real than the odd officiality of flights. And my only wish is that they'll always be a cutting hunk some way as an American but what about the Allen well within the cutty hung. Will there always be that $35000 for an auxiliary supply.

The vote was a real test of strength and some unexpected faces had shown up to affect it such as Carney. He'd been brought up on the island but he now works as a steam shovel operator in Boston.
This was his first town meeting on a weekday a workday. I came down today I guess because it's more or less the same patronage I guess. You know just because I was asked to come down we just needed to get down there we need to find out some situations and try to help out. So off the wall felt as a risk to take the meeting like this the better off that we feel we have the votes than really counted two written ballots. One twenty one to twenty the other 21 to 19. But did all of the associated rhetoric affect the outcome. Did it actually help to make up somebodies mind. Oh I'm quite sure that they had their minds made a week. To go at it the right way I don't think you change it but if
I think they had their minds made up before they went to the meeting. I know I did. So that was I didn't know. Unless it's a point of clarifying information which was not available to them before. I think rhetoric plays at the last moment very little part in their lives. If rhetoric does play very little part in their lives. Nevertheless there was still plenty of it to come a town meeting with a water issue finally resolved some dead Herring's came back to haunt the selectmen let alone the U.S. and the fact that for a lot of that I wouldn't say it was just.
