- The Carter administration is frustrated with the refusal of France to "fall in line" regarding U.S. foreign policy decisions, such as the decision to boycott the 1980 Olympics. French foreign minister Jean Francois-Poncet explains that France confirms solidarity, but without uniformity, noting that diversity is a strength of the West.
