- This is Episode Five. "Life in Maine in 1971 relating to ecological problems will be the topic of a 'live' statewide town meeting of the air. Various key personnel from the simulation will host the meeting live in the studio, featuring telephone input from viewers throughout the state [...] "Following the announcement of the EIC decision from program 4, the simulation's relationship to real life and the problems of ecology existing in Maine will be the subject of the open ended program. - "North of the Namaskeag. This project is a television simulation, constructed to involve the viewer in making a decision after viewing televised facts. The viewer then communicates his decision to the producers, who then build the next television unit on the viewer' collective decision. Thus, in this TV simulation, the viewer input determined the outcome of each program. "The two primary objectives of "North of the Namaskeag, were (1) To help Maine citizens understand the complexities of environmental protection considerations versus economic and industrial development, and (2) To demonstrate the actual system through which the decisions of new industry versus environmental protection must pass. "North of the Namaskeag, was unique in two major respects. (1) It was a television simulation. (2) It was broadcast to both high school (40 min. afternoon) and to adult audiences (60 min. evening) and involved both to a considerable extent, on a statewide basis. "The simulation (four weekly programs) began with a hypothetical problem: a cannery is considering locating in Freeboro, Maine, a fictitious town on the Namaskeag River. Their proposed plans stirred up considerable controversy among the local citizenry. The resolution of this dispute is the theme of the series, beginning with a television news special. The town council meeting and a cannery stockholder's meeting led to the fourth program, a public hearing before the state's environmental control board. On each program, viewers took the role of the particular decision makers -- stockholders and town councilmen, for example. "Some three thousand votes (phone and mail) per program guided the producers from one week to the next by determining the town council's position, for example, in the upcoming state hearing. Following the concluding simulation program, a fifth program was a live 'Maine Town Meeting of the Air' with outstanding spokesmen for labor, economics, environment, conservation appearing before a live and 'phone in' audience. Participants in the televised series were playing roles parallel to their real life professional jobs in some cases, playing themselves in other cases, and some simply played the roles of townspeople and company officials for the purpose of the simulation."--1971 Peabody Awards entry form.
