"The Wisconsin Political Education Forum contributes to the creation of an informed electorate. Time on the air for the discussion of the various points of view on campaign issues is provided without charge or censorship to all legally qualified candidates or parties. The programs are broadcast over the state-owned Station WHA. They give minority groups and opinions a chance to be heard. Rules of conduct and the division of the available time are made by representatives of the various political groups in the State. They meet in the Secretary of State's office in the Capitol and by mutual agreement arrange the plan to be followed. In the 1946 Primary Campaign, 28 quarter-hour periods of time were provided for these political broadcasts. In the 1946 Regular Election campaign, 21 quarter hour periods were used. These broadcasts have been a regular WHA feature since the 1932 campaign. Observers declare that it is the only forum of its kind in the United States.
